HomeMy WebLinkAboutMinutes Council 071984CITY COUNCIL REGULAR MEETING ® CITY OF PALM BEACH GMRDENS JULY 1. , 1984 The Regular Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Martino at 8:00 P.M., in the Assembly Room, located within the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida; and was opened with the Pledge of Allegiance to the FIag. ROLL CALL: The roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor Monroe, and Councilman Kiselewski. Councilman Kiedis was not in attendance because he is on vacation. Councilman Aldred had a pressing business commitment. City Manager John Orr and Attorney George Baldwin were in attendance. MINUTES: The minutes of the Regular Meeting of July 5, 1984 were ANNOUNCEMENTS: unanimously adopted as amended. Mayor Martino announced that on Tuesday, July 24, 1984, at 7:30 P.M., the Planning and Zoning Commission will meet in the Council Chcmbers. CALL FOR BIDS:One bid was received for the resurfacing /repairing of the Reservation Tennis Courts which was duly advertised on July 2, 1984. The City Clerk opened the bid which was received from Alumni Construction Tennis Division, Iocated in West Palm Beach, in the amount of $26,660. This bid is to restore ® tennis courts 1, 2, 3, 4, 7, and 8, and to repair /resurface courts 5 and 6. A motion was unanimously adopted to remand this bid to the City Manager for his recommendation. City Council Regular Meeting, 7119, 1984 Page 2 MR. DON COLEE, JR., REPRESENTATIVE OF P.B,G.Y.A.A. TO ADDRESS THE Mr. Don Colee, Jr. was present to address the Council re: the girl's all -star softball teams, 9 -10 years of age, I1 -12 years of age, and 13 -15 years of age. He advised that the girls have had a very successful year and outlined their accomplishments. Mr. Danny Woodcum addressed the Council outlining the awards /trophies that the girls' teams won this season as they were presented to the City for display. Mr. Woodcum also thanked the many City employees that gave their support to the P.B.G.Y.A.A. Mr. Colee expounded on the All -Stars versus the media softball game that will take place Saturday, July 28, 1984, at Plant Drive Park for the purpose of raising funds for the I1 -I2 year old and 13 -15 year old All -Star teams to go to World Championship competition in Hutchinson, Kansas and Tulsa, Oklahoma, respectively. He requested the support of tho City in this endeavor. ITEMS BY CITY MANAGER: None. REPORTS: COUNCILMAN Councilman Kiselewski reported on the Beautification & 723' LVNSKI Environmental Committee meeting on Wednesday, July 11, 1984. The minutes for this meeting are on file in the City Clerk's office. Councilman Kiselcwski, member of the Metropolitan Planning Organization reported on their meeting last week. He also reported on the meeting of the P.B. County Solid Waste Authority he, as member, attended this week. City Council Regular Meeting, 7119184 Page 3 Councilman Kiselewski reported that he spent 45 minutes driving around the City with the City's Code Enforcement officer, at which time ® approximately 40 sign ^ode violations were discovered and referred to the 0 "ficer for correction. VICE MAYOR Vice Mayor Monroe reported that she attended the City's Planning and MUNHULf Zoning Commission meeting July I0, I984. The minutes for this meeting are on file in the City Clerk's office. ITEMS BY THE MAYOR AND COUNCIL: MAYOR Mayor Martino congratulated Vice Mayor Monroe for receiving the iINO Ist Semi - Annual "Good Government Award" from the Palm Beach Gardens Chamber of Commerce. Mayor Martino also congratulated the Catholic community for being granted a diocese in this area, the cathedral will be at ® St. Ignatius Loyola Catholic church on Military Trail, in the City. VICE MAYOR In response to Vice Mayor Monroe, the City Manager advised that the MTJNHUL Village of North Palm Beach will be notified of our proposed Comprehensive Land Use Plan changes at the time of advertising the Public Hearing for consideration of same. RESOLUTIONS: By a unanimous vole of the Council, Resolutions 40, 41, and 42, 1984, reappointing /appointing members to the City's Beautification and Environmental Committee, Merit System Board, and Planning and Zoning Commission, were postponed for consideration until the next regularly scheduled meeting at which time all Council members will be present for the discussion. E City Council Regular Meeting, 7119184 Page 4 ORDINANCES: OftNANCE The Public Nearing was declared open by the Mayor, which was duly 1 1984 advertised on June 27, 1984, and held on the intent of providing fnr the adoption of revisions to the City's Budget for 1983184 Fiscal Year. The City Manager advised that these revisions are bringing the expenditures and revenues in line with new projections at an increase of approximately $70,000. Councilman Kiselewski advised that he would like to see monies set aside in the General Government Community Promotion Account for cases such as the girls' softball teams needing a monetary donation for their travels to world competitions. The City Manager informed the Council that monies are still available in the account. With no comments from members of the audience, the Public Hearing was closed. By a unanimous vote of the Council, the City Clerk read, by title only, on second and final reading, Ordinance 14, I984, amending the City's 1983184 Fiscal Year's Budget. Ordinance 14, 1984 was unanimously adopted by the Council. ITEMS FOR DISCUSSION: AMENDMENTS TO CHAPTER 31, ARTICLE II. PRESERVATION OF TREES AND VEGE TAT ION, Vice Mayor Monroe advised that one item she would like to see added to Chapter 31 is the requirement that all trees be shown on the aerial or site plan, with three -inch caliper or greater, proposed to be removed, relocated, or maintained. ® Another addition proposed is that no permit be issued for clearing of land until approval by the appropriate City agency and issuance of a building permit. City Council Regular Meeting, 7119184 Page 5 The City Clerk advised the Council that the Clearing and Grubbing Ordinance, which was not a part of the City's Code, was repealed ® by passage of the s :ihject Ordinance. In response to the Council's inquiries, Mr. Jonathan Iles, the City's Forester, by cortract with the State, advised that section 31 -24(a) of the Tree Preservation Ordinance, pertaining to the erection and maintenance of barriers around trees for protection during construction, is not being enforced. He advised that these barriers should be in place before any land clearing operations take place. Mr. Iles advised that another item the Council should consider for addition to this Ordinance is a minimum percentage of species that would provide shade production, heartiness, and longevity. Per the Forester's suggestion, the Ccunc`l requested he prepare a list of the species for the City's use. ® The Forester suggested the addition of Norfolk Island Pine to Section 31 -13(e) Exempt species. It was the consensus of the Council that Jon Iles, the City Manager, Vice Mayor Monroe, and the City Attorney meet to rewrite this Ordinance incorporating their thoughts. Councilman Kiselewski advised that he would like to see the residents educated on all aspects of tree plantirg, maintenance, protection, etc. L J City Council Regular Meeting, 7119184 Page 6 BQNATION TO Councilman KiseIewski made a motion to allocate $800 ($400 per L LL TEAMS team - ?1 -12 year cjds and I3 -15 year olds) to be presented to the girls' All -Star softball teams of P.B.G.Y.A.A. at their fund raising game with the media on July 28, 1984, the funds to be taken from the General Government, Community Promotion account. During the presentation the public will be told that it is Council policy to make this donation due to the fact that it is world competition out of the State of Florida, and that the group is primarily composed of Palm Beach Gardens residents. The motion passed unanimously. PETITIONS AND COMMUNICATIONS: Mayor Martino acknowledged receipt of the following ® communications: JOHN SANSBURY 1. A letter from John Sansbury, County Administrator, requesting the City draft a Resolution to support state purchase of an 1800' strip of beachfront property on Jupiter Island under the State's Save Ouh Coasts program. PAUL CORMACH 2. A letter from Paul Cormach expressing his in�erest in the annexation of Steeplechase into the City. N.P.B.C.C.C. 3. An invitation to attend a golf tournament being put on by the Northern Palm Beach County Chamber of Commerce on August 11, 1984. PEGGY EVATT 4. A letter from Peggy Evatt congratulating the City Manager on his excellent work the past 10 years. ADJOURNMENT. There being no further business for discussion, the meeting was adjourned at 9:45 P.M. E
