HomeMy WebLinkAboutMinutes Council 092784CITY COUNCIL WORKSHOP MEETING CITY OF PALM BEACH GARDENS 0 SEPTEMBER 27. 1984 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Mike Martino, at 8:00 P.M. in the Assembly Room, I0500 North Military Trail, Palm Beach Gardens, Florida. ANNOUNCEMENTS: The Mayor announced that the City's Merit System Board will meet on Tuesday, October 2, 1984, at 7:30 P.M. PROCLAMATIONS: Mayor Martino read two proclamations; the first proclaiming October 6, I984 as "Arbor Day ", and the second proclaiming the month of October as "National Crime Prevention Month ". REPORTS: COUNCILMAN Councilman Kiselewski reported on the meeting of the Palm Beach County KISELEWSKI Solid Waste Authority this week, of which he is a member. The topic of discussion was Industrial Revenue Bonds. ' ✓ICE vAYOR Vice Mayor Monroe reported on the Planning and Zoning Commission M�NRCE meting of Tuesday, September 25, 1984. The minutes of this meeting are available in the City Clerk's office. TTEMS FCR D1$CI15SiON: CREATION OF "PROSPERITY OAKS" PUD WITH UNDERLYING ZONING OF RH -HIGH DENSITY RESIDENTIAL - IAL DISTRICT, PROPOSED TO BE LOCATED ON WEST SIDE OF P MS ROAD, SOUTH OF PGA BOULEVARD, AND CON515T OF A NURSING F ILITY ON 3.4 ACRES AND 78777 -NTAL UNITS D Mr. Hank Skokowski, President of Urban Design Studio, and Authorized Agent for Holston Valley Investment Company, addressed the Council with regard to the changing of the proposed architectural elevations. City Council Workshop Meeting, 9127184 Page 2 The site plan includes a 120 bed nursing facility and 288 residential rental units. The rent rr the residential units will range from $900 to $1100 per month, depending on the size of the unit. The age group of people residing in these units will be from 60 - 65. Frank Maroney, also from Urban Design Studio, addressed the Council on the proposed landscape design, explaining that there is an existing wetland an this site and the plans are extensive for the relocation of Oaks existing an site also. The developer will obtain professional assistance from biologist Pat Painter when the moving process of these Oaks begins. Mr. Maroney also explained the lighting plan proposed for the project. The recommendations as made by the City Forester have been agreed upon by the developer. It was noted that the area around the building on the southeast corner was sparce and would need some additional Iandscaping. Mr. Skokowski waf requested to meet with the City Manager and the City Attorney to discuss ways in which the City can place restrictions on this project to keep it solely for elderly residents. Mr. Skokowski explained that the City's Comprehensive: Land Use Plan would have to be amended in order for this project 's density to comply. The Como -ehensive Land Use Plan now allows for Medium Density and would have to be amended for High Density. it was requested that a revised landscape plan be submitted showing more detail around the building foundations. There was concern voiced about the appearance of a six -story building on this site. A suggestion was made to have a one -way entrance to the north of the site for the residents to gain access to the PGA Plaza Shopping Center. City Council Workshop Meeting, 9127184 Page 3 Mr. Skokowski was requested to submit new renderings of the architectural ele-/ations of the buildir,ps and to meet with the City Manager to discuss the hiring of a traffic consultant on behalf of the City. The revised drawings for "Prosperity Oaks" PUD will be presented to the City's Site Plan and Appearance Review Committee before returning to the City Council as another Workshop item. A five minute recess was taken at this time. CREATION OF "SANDTREE PLAZA" PUD WITH UNDERLYING ZONING OF CPO - COMMERCIAL L 2.27 -ACRE Mr. Jack Cox, Attorney, was present to rep -sent Mrs. Sherry Roby, Autho- rized Agent for Mr. L.A. Saarcke. This site was formerly approved for a "Sportsplex" by Ordinance 7, 1978, which was adopted June 1, 1978. The developer is proposing a two -story professional office building. Also present to represent the applicant were Mike Anderson, General Contractor, and Charles Simmons, Engineer. Mr. Ed Roby presented the Council members with a copy of the Traffic Impact Analysis. There was concern voiced by the Council anout the traffic this project would generate on Sandtree Drive. It was suggested that the applicant rework the site plan using a commercial usage, and rearranging the building and parking locations. A sufficient buffer will be needed to the north of the site to buffer this project frnm the residents of "Sandtree ". The City Attorney was requested to insert a section into the Ordinance when it is drafted stating certain exclusions of uses for this site. There were several residents of "Sandtree" present at the meeting, and Mr. Roby was requested to meet with a representative of the homeowners to answer any questions they might have. City Council Workshop Meeting, 9127184 Page 4 RECOMPENDATION OF CITY MANAGER RE: LOCATION OF CITY -OWNED LIBRARY The City Manager recom ^ended that this no longer be an item fnr discussion by the City Council as there is a branch of the library system located in Palm Beach Gardens at this time. The members of the Council were in agreement with the recommendation. "GREEN BELT" ALONG NORTHLAKE BOULEVARD The City Manager recommended that the Council delete this from their discussion items. The "Green Belt" would require 55' of open land on all development fronting on Northlake Boulevard. Any land that is stiil vacant can be required to have this open space through the Planned Unit Development process. The Council members were in agreement with the City Manager's recommendation. PETITIONS AND COMMUNICATIONS: ® ZENITH 1. A copy of a letter from Zenith Electronics Corporation responding to Perry Cable's inquiry about the operating temperature and safety requirements of cable TV decoder boxes that are manufactured by Zenith.
