WORKSHOP MEETING CITY OF PALM BEACH GARDENS SEPTEMBFP i7, 1981, The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Mike Martino, at 8:20 P.M. in the Assembly Room, 10500 North Military Trail, Palm ,Beach Gardens, Florida. ANNOUNCEWNTS. The Mayor announced that the Site Plan & Appearance Review Committee will meet on Tuesday, September 18, 1984, at 7:30 P.M. ITEMS BY THE CITY 4,1NAGER: CITY'S 25TH The City Manager briefly spoke about the City's 25th Anniversary � SARY m_ Celebration and it's activities. Thanking the religious community for their past support during the City's first 25 years, the City Manager noted that the Jewish residents would be observing Yom Kippur, their holy day, on October 6, 1984. There was a discussion on changing the date of the parade which is scheduled to take place on Saturday, October 6, 1984. The Mayor, City Manager, and Recreation Director with meet on this issue and report to the Council at the Regular Meeting of September 20, 1984. SENATOR The City Manager received a letter from Senatoz Tom Lewis advising M LEWIS the City that the Senate took action on House Bill 6027 which would eliminate anti -trust suits against local governments. The Council requested the City Manager and City Attorney draft a Resolution endorsing such House Bill to move through the Senate, along with a summary of the types of law suits and the reasons they are being brought against the City. P,EPORTS . COUNCILMAN Councilman Kiselewski reported on the Metropolitan Planning Organization �1TSKI e Sub- Committee meeting +his d6 +e. I last is being prepared with information on the widening and repairing of certain roads in the County. VICE MAYOR Vice Mayor Monroe reported on the Planning and Zoning Commission MONROE meeting on Tuesday, September 11, 1984, and the meeting of the Beautification & Environmental Committee on Wednesday, September 12, 1984. A copy of the minutes of those two meetings are available in the City Clerk's office. ITEMS BY THE MAYOR AND COUNCIL: COUNCILMAN Councilman Kiselewski received a letter from the Palm Beach Gardens KISELEWSKI Chamber of Commerce with concern about the heavy truck traffic on Military Trail. He requested the ,Mayor send a letter to the Chamber of Commerce informing them of the City's efforts in the past to solve this problem. COMMENTS BY THE PUBLIC FOR ITEMS N1T ON THE ,AGENDA: HERB PECHT Mr. herb Pecht, 3667 Cypress Street, Palm Beach Gardens, addressed the Council with regard to the City's Police Department. DR. PAUL Dr. Paul Gray, 9860 N. Military Trail, Palm Beach Gardens, introduced GHAY Rabbi William Marder of Temple Beth David. Dr. Gray was concerned about the City's celebration activities for the 25th anniversary, being held on the Jewish holiday of Yom Kippur. 4815 Holly Drive, which addressed the increase in taxes. The City Manager recommended the Council not include the position of Code Enforcement Officer In the 1984185 budget. The need for this position I'll be closeL enami,,cu at the Lime of budget revisions. If it is found that this position should be filled at that time, the monies will come from Council Contingency, The Council discussed the expenditure of monies for the lighting of City ballfields which was approved by the City electors at the March- 13, 1983 General Election. The City Manager suggested Iisting the monies as a voted millage in each of the budgets over the next five years. This item will be put on the agenda of a Regular Meeting in the rear future. The City Attorney was requested to draft a Resolution to this effect and approve it with the City Auditor, ITEMS FOR DISCUSSION: ® gO- 01TIONAL USE IN CG -1, GENERAL COMMERCIAL DISTRICT, TO PERMIT RETAIL - , AT "THE COFFEE t N WITHIN' 'OAKBROOK SQUARE" AT 11682 U.S. HIGHWAY 1 Mr. Dick Weiss, Vi ^e President of "The Coffee Exchange" addressed the Council re: his request to serve beer and wine on- premise at his business. By the concurrence of the Council, the City Attorney wfll prepare a Resolution incorporating the hours of 6 A.M. to 10 P.M. as hours for the sale /service of beer and wine. Consideration of adoption of this Resolution, will take place at the Regular Meeting of the City Council on September 20, 1984, VARIANCE 7 "0 DISTANCE REQUIREMENT OF 7501 BETWEEN ALCOHOLIC BEVERAGE ER THE PETITION OF "THE COFFEE EXCHANGE" Mr. Dick Weiss, Vice President of "The Coffee Exchange" also addressed the Council re: his request for a variance to the distance requirement An between businesses within 750' of his premises. The City Attorney was requested to draft a Resolution for the Council's consideration of adoption at their Regular Meeting of September 20, 1984. PROPOSAL OF INTER -CITY FIRST AID SQUAD RE: VISIBLY IDENTIFYING STREET ADDRESSES _ Ms. Nancy Laurie of IU 8y1 Laf(,i) Court, Palm Beach Gardens, addressed the Cnuncil encouraging them to consider an ordinance establishing clearly visible residential and cola-ercial numbers, from the street, no less than 4" to 6" in height. The following people explained how this idea wtiuld help in their field of work: Merle Nelson, Inter -City First Aid Squad; Robert Boniewski, Palm Beach Gardens Fire Department; Karen Woodard, Palm Beach Gardens Police Department; and Don Ferguson, United States Postal Service. The members of the City Council requested Mr. Merle Nelson of inter -City Pirst Aid Squad to supply them with a copy of or Ordinance in effect in a municipality of which he recently visited which requires residents to place such numbers on their residence. 0 After receiving a copy of such Ordinance, the Council will further discuss this issue at a Workshc Meeting. CONCEPTUAL DISCUSSION - ANNEXATION /ZONING OF PROPERTY ON EAST SIDE OF NAL ROAD, FUR CENTER Mr. Ed Roby of Realty Dynamics addressed the Council with plans for annexation and zoning of a parcel of .land located on the east side of Prosperity Farms Road. The parcel is a total of 5.7 acres and is located directly to the east of the existing 110akpark Office Park" PUD which is located in the City. The developer is proposing to develop a small neighborhood -type shopping center on this parcel. By a general concurrence of the Council, Mr. Roby was advised that a zoning classification of CPU would be preferable over the total parcel. VICE MAYOR vice .Mayor Monroe requested that three items be placed on an agenda WNRO in the near future and they are as follows: limiting Comprehensive Land Use Plan changes to once a year; bring zoning into compliance with the Comprehensive Land Use Plan,; and discussion of the Recreation Land/ Facilities Account. PETITIONS AND COMMUNICATIONS: Mayor Martino acknowledged receipt of the following communications: PBG CHAMBER 1. An .invitation to attend "A Salute to Palm Beach Gardens" on 07—M —f ERCE September l9, 1984 at 8:00 A.M. COUNCIL OF 2. A copy of the agenda for the Council of Governments NTS BARBARA 3. A letter giving thanks to the Fire Department for their KENNEDY outstanding work during a fire recently at her home. RECREATION 4. A letter from the Recreation Director of the City re: a water D RL R— cooler at the tennis pro shop. OLIVER & 5. A letter advising Mr. Pappalardo has agreed to fix the gymnasium T;LIDIIEN walls and the stage floor at the Community Center. MRS. b. A letter from Mrs. Stoyinger re: a health hazard next door to ®STOKINGER her home. The Council referred this matter to the City Manager �— and City Attorney for resolvement.
