WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
T_PRIL 26, 1984
The Workshop Meeting of tnc City Council of Palm Beach Gardens, Florida,
was called to order by Mayor Martino at 8:00 P.M., in the Assembly Room
located in the Municipal Complex at 10500 North Military Trail, Palm Beach
Gardens, Florida, and was opened with the Pledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the Secretary and present were: Mayor Martino,
Vice Mayor Monroe, Councilman Kiedis, Councilman Aldred, and Councilman
Kiselewski. City Manager .john Orr and Attorney William Brant were also in
attendance.
ANNOUNCEMENTS: Mayor Martino announced that on Sunday, April 30, 1984, the Fire Department
will dedicate a new aerial ladder truck to Member Joe Crocker at a picnic
celebration. On Tuesday, May 1, 1984, at ,:3;_ P.M., the Site Plan & Appearance
Review Committee will meet.

SUN CO'.TRGL The City Manager advised that he received a letter from County Administrator

John San =_bury, asking the Council their position on the gun control ordinance
which provides for a "cooling -off" period of 10 days after the purchase of
a hand gu,r. The Council requested a letter be sent endorsing this
ordinance.

--all concrete flush curba along Military Trail because of the high
maintenance problems involved it maintaining this type of concrete curbing.
C` :VIYOF Vic,: Mayor hIonroe reported on the Planning and Zoning Commission meeting she

-- attended Tuesday evening, April 24, 1984. The minutes of this meeting are
on file in the City Clerk's office.

COUNC T LMAN Councilman Kiselewski advised that he received a letter requesting suggestions

streets in Palm Beach Gardens into this listing.
SOUNCILMAN Councilman Kiselewski informed the Council that he would like to discuss

Manager. This item will be placed as the last item for discussion on the

VICE MAYOR Vice Mayor Monroe questioned the City Manager re: a sewer moratorium being

in effect at the present time. He advised that this is not a total
moratorium, and is only in effect for multi - family developments. Seacoast
Utilities advisee developers of this being in effect at such time as they talk
to Seacoast utilities for service into their projects.
ORDINANCES:
ORDINANCE _ The City Attorney reviewed with the City Council the 4/25/84 draft of an
1984
Ordinance providing for modifications to Section 309 of Chapter 26 and
Section 16.6 of Article VII, Zoning of the City's Code re: monies collected
by City in lieu of lands required to be dedicated for parks and recreation.
The City Attorney was requested to incorporate the ideas of the Council into
this Ordinance to be considered for first reading at the Regular Meeting of
May 3, 1984.
ITEMS FOR DISCUSSION:
CREATICN OF "SABAL RIDGE" MULTI- FAMILY PUD, PROPOSED BY SAAAZLLLO DJ- 71;LOPMENT
CORPORLATION, TO BE LOCATED ON 20 -ACRE PARCEL ON WEST SIDE OF MILITARY TRAIL,
ADJACENT TO PBG ESTATES PLAT 44 SUBDIVISION
This 20 -acre parcel is the site of the "Winchester Courts 11" multi - family PUD
created 9/18/ &0 by Ordinance 12, 1980, on the west side of Military Trail,
adjacert to Plat 4,
Mr. Geoi,ge Gentile, GBS Architects, addressed specific items /concerns voiced by
the City Council at the Workshop meeting of April 12, 1984. The items that have
been changed from the previously submitted site plan are: the density has been
reduced to 9.2 units per acre; the easterly rrad was rounded off from the
proposed 90 degree angle at which it Sat previously; the project now conforms
to the green belt ordinance; and the parking stalls have been increased in size
to 9' v 20', adding 2' for safer backing out.
A play area is provided in the southeast corner of the project, which will be
® highly bermed and landscaped from Military Trail. The landscaping along the
eastern border of the project has been increased for better screening.
A volleyball /oasketball court has been added in place of one of the tennis

courts that was oi.iginally planned for that area. A berm was provided at the most
westerly tip of the lake to screen from traffic flow in that area.
® Mr. Joe Pollock of Kimley,F'orn, Traffic Consultants was present and presented
the indepenuent study that was performed on behalf of the City. (A copy of
this traffic study is on file in the City Clerk's office).
There was conc— n voiced by the City Manager and City Council re: the need for a
right turn deceleration lane turning into the project from the north. Mr. Carl
Sabatello assured the Council that they will install the right turn deceleration
lane alcmg with a contribution to the traffic signal at Elm Avenue.
Councilman Kiselewski questioned the possible installation of a bicycle path/
sidewalk on the west side cf Military Trail in front of this project. He felt there
was a definite need to have a sidewalk in that area to get from one end of the
project to the other. The City Manager was requested to check into the State
Department of Transportation's plans for a sidewalk in that area. If the plans
do not show this, to request they put one in.
Vice Mavor Monroe noted that the Council's approval of the "Winchester Courts II"
PUD included the requirement that the developer install a 6' wide bicycle path along
the westr_ right -of -way line of Military Trail from Elm Street south to the residential
is entrance to Garden Lakes PUD. It was later decided the cost of the installation
on the east side be included in the "Sabal Ridge's" donation to our Recreational/
Land 7acilities Fee account.
with the input from the City Manager, the City Council and the developers agreed
upon donations, of: $30,000 to our recreational Lane /Facilities Fee account; and a
contribution of $15,000 toward the installation of a traffic signal at Elm Avenue.
A letter of credit will be required of the developer to bond the installation of
the traffic signal at the intersection of Elm Avenue and Military Trail. Mayor
Nartinc advised that the Council's consideration of first reading of the Ordinance
creatinn the "Sabal Ridge" multifamily PUD will take place at the Regular Meeting
of May 3, 1984.
Some merbrers of the public spoke at this time re: satisfaction with this project
as now proposed.
COMMENTS FROM THE PUF;LIC FOR ITEMS NOT ON THE AGENDA:
Following a three minute recess, comments were heard from members of the public
re: iter:s that were not on the agenda.
KLETMAN Mr. Lou Kleiman, 4374 Elm Avenue, Palm Beach Gardens, addressed the Council on the
need for a rignt turn lane to turn south on Military Trail from the east bound
traffic of PGA P1vd.. I:c requested that the City have the audio system in the
City Council Workshop Meeting, 4/26/84 Page 4
in the Assembly Room fixed, advising that the audience cannot always
hear the Council during meetings.
AN MALL Mrs. Jean Mall, Garden Lakes, Palm Beach Gardens, addressed the Council with
concern re: 'he proposed -yam ext,:nsion.

Mrs. Delrarey, Winchester Courts, Palm Beach Gardens, requested the entrance
to the Municipa' Complex or. Military Trail be better lit for night traffic.
BY ORDINANCE 12, 1981,
PARCEL ON THE WEST SIDE OF MILITARY TRAIL
The City Attorney was requested by the City Council to draft an Ordinance amending
our Comprehensive Land Use Plan /Map, providing for RM zoning on this 20 -acre parcel
of land on the west side of Military Trail. This Ordinance will be considered for
first rceA ing by the Council at their Regular Meeting of May 3, 1984.
PROVIDING FOR DEVELOPERS' PAYMENT OF COSTS FOR INDEPENDENT PLANNING, ENGINEERING,
AND TRAFFIC STUDIES FOR THEIR PROJECTS
Followinci a brief discussion, the City Council directed the City Attorney to modify
the existing section of the Code, Article V - Reimbursement of Expenses Incurred
by City, to also include outside staff as-- well -as on -staff employees' services.
SITIONS - Subsequent to comments by the City Council re: advertising for the employment of a

Mayor Maztino acknowledged receipt of the following communications:
GOLDEN BEAR 1. A letter thanking the City Council and advisory boards for their help in
ENTERPRISES the processing of "Golden Bear Plaza" PUB recently approved.
MDA 2. A letter prom the Muscular Dystrophy Association requesting park benches be
placed thrDughout the City for advertising purposes, with proceeds to benefit
"Jerry's lads ". The City Council is notin favor of this variation from our
Sign Code.
ADJOURNMENT. There being no further business for discussion, the meeting was adjourned at
11:00 P.M.

At the Board of County Commission meeting on April 17,
1984, the Board directed staff to research the issue of hand-
gun control and develop recommendations for the Board's review
in May. A proposed ordinance dealing with handgun control
would require a "cooling off period" before an individual
could purchase a handgun in Palm Beach County.
Since the ordinance may be a countywide ordinance, the
Board requested that staff contact each municipality to deter-
mine reaction to such an ordinance and the requirement for a
"cooling off period ".
I would appreciate your comments on this as soon as
possible, since the Board feels this is an extremely important
matter.
