NOVEMBER 1, 1984
Tne Regular Meeting of the City Council of Palm Beach Gardens, Florida,
call ®d to order by Mayor 114ike Martino, at 8:00 P.M., in the Assembly
°ro,, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened
the Plpdpp of Alleozance to the Flag.
ROLL CALL: T'.e roll was called by the City Clerk and present were: Mayor Martino,
+'_ce ^ layor Monroe, Councilman Aldred and Councilman KiseIewski. City
^_ner John Orr and Attorney William Brant were also in attendance. (A
n,ec*a_! Election of the City will be held Tuesday, November 6, 1984, for
she purpose of electing an individual to fill the unexpired term of
Ccu�cilman John Kiedis, who passed away on September 4, 1984.)
MINUTES: TN, minutes of the Regular Meeting of October 18, 1984, were unanimously
approved by the Council, as written; and the minutes of the Workshop
!resting of October 25, 1984, were unanimously approved by the Council, as
amended.

Beach. Palm Beach, and West Palm Beach against Palm Beach County. The members
the Council unanimously concurred with the City Manager's recommendation that

e&b0L6ILMAN Councilman Kiselewski noted the spoiled appearance of the City with all the

political signs as posted. He referenced the recently- enacted Chapter 84 -221,
Florida Statutes, and suggested in the near future the Council workshop some
mo�hod in which the City can regulate political signs within our corporate
ba;ndazies.
Councilman Kiselewski referenced the recently- enacted Chapter 84 -227, Florida
i`atutes, regulating outdoor advertising. Per his interpretation, it includes
a ;prohibition re: bIlboards that are closer than 55' of road rights -of -way.
^eferred the legislation to the City Manager and City Attorney to see whr�ther
n Fact his interpretation is correct, as there are a few billboards bordering
ci our City that are on rights -of -way that the City, perhaps, can take action,
Mayor Martino related that he received phone calls today concerning our City's
lack of sensitivity by not allowing candidates to maintain their political signs
on ogles; City personnel are enforcing the regulations re: the posting of

MR. 80B CLAP Mr. rob Clark, 340 Riverside Drive, PBG, addressed the Council noting the stakes
ir, the ground on the property surrounding Lake Catherine on the west side of
,14a,�Arthur Boulevard; and inquiring as to the proposed use of this property.
He was advised that although this property has been used as a park area in the
aa,L, it is nwned by Bankers Land Company. Per our understanding, they are
having it surveyed, as they propose to, in gear future, make application to the
City for the creation of a Planned Unit Development - to ..include certain con -
c• ,2ssions already discussed between the owner and the City, which the Mayor
described. The public will be notified and invited to participate in the
discussions during the City's consideration of the application.

MRS. IP,TS Mrs. Iris Lambert, 396 Lighthouse Drive, PSG, addressed the Council expressing

concern, as the development of the vacant lands currently owned by Bankers Land
to Ccanany on the east, and rest sides of MacArthur Boulevard will creste more vehi-
cular traffic on Lighthouse Drive, which is already heavily travelled - due, in
to motorists takino a short -cut from A -1 -A AIternate to Northlake
° -j ' -ard and vice versa.

motorists travel down their street - especially around 5:00 P.M.. This will
be brought to the attention of our Police Department personnel.
RESOLUTIONS: Mr, hank Skokowski, President of Urban Design Studio, addressed the Council on
PE50LUTln'/ Lennar /PGA National Joint Venture re: the intent of Resolution 54, 1984,
orovfding for approval of the replat of "PGA Resort Connunity Plat of Prestwick
Chase Unit I" created by Resolution 69, 1983 on Tract M -34 of the PGA National
-e subject application, which was workshopped by the Council at their meeting as
�i' October 25, 1984, is for three four /quad -plex buildings to be developed in the ,
ste -d of three of the originally - planned linear row townhome buildings with four
u�its oer cluster.
By the concurrence of the Council, the City Clerk read, in full, Resolution 54,
1984. Pesolution 54, 1984, was approved by a motion made by Councilman
'<i .ssJewski, seconded by Vice Mayor Monroe, and unanimously adopted.

v.tion stations and they would be willing to discuss at some point in the future
City's possible maintenance of the "loop" roads.

posted.
Crr,l CUTE The City Code changes recommended by the City's Fire Marshal, Pete Bergel.

the Standard Building Ccde; and suggested that when the City Manager reviews
these recommended exceptions with Mr. Sergel, they be substantiated. Also,
:ie cost impact on the residents should be included in the recommendation.
The City Manager was requested to review with our Fire Chief and Marshal
tre recommended modifications to our Building and Fire Codes; and pass along
tnc information to the Council members for workshop at a future meeting.

•,niv -rsity she attended. Chairman Spillias sent a letter of response,
ac'vising that at the Comm= ssioner's Regular Meeting of October 23rd they
,m,Fnimously rejected Vice t4ayor Monroe's suggested colors of garnet and
oo_'d (FlInrida State University's colors).
