WORKSHOP MEETING
CI7Y OF PALM BEACH C,ARDENS
TMAY 24, 1984
The WDrksiiop Meeting of the City Council of Palm Beach Gardens was called
to order by 1'layor Martino at 8:00 P,M, in the Assembly Room, 10500 North
Military 'Frail, Palm Beach Gardens, Florida, and opened with the Pledge
of Allegiance to the Flak;,
ROLL CALL: The roll was called by the Do:puty City Clerk and present were: Llayor
NLLrtino, Vice Mavor ik3nroe, Councilman Kiedis, Councilman Aldred and
Co,;F:cilan Kiselewski. City Manager John Orr and Attorney William Brant
were also in attendance.
ANINWNCDENITS: Mavor Martino announced that the City's Administrative offices will be
closed on Monday, May 28th, in observance of Memorial Day,
IM IS B1 THE CITY MAMGER:
Mr. Orr advised the members of the Council that the rate increase granted
by the Public Service Commission for Seacoast Utilities, is lower than the
interim increase granted last August; so their customers will receive a I
refund equal to about a 6% decrease.
Mr. Orr publicly thanked the Public Counsel with the State of Florida and
Sus =an Brcwnless for their help in fighting the rate increase request by
Seacoast Utilities.
Attorney Brant was requested to give a brief report on this at a future
Council meeting.

(site of formerly- approved "Winchester Courts II" multi- family PUD), Mr.
Gecrge Gentile, Authorized Agent for Sabatello Development Corp., addressed
those items of concern voiced at their last workshop meeting. P�igarding

paid prior to issuance of first C.O.
Tn response to Cotnci_lmaai Kiselewski, Mr, Gentile stated that the question
on E.e sidewalks was posed zo sir. Ed Handy and Mr. Don Curtis of Palm Beach
County, and they are awaiting the design section and construction plans,
and are going ahead with it and that section in question will include a
pedestrian sidewalk along the west side of Military Trail.
It was also stated for the record by the developers, that the recreational
amenities will be installed and completed within 1 year from start of project
Per the request of the City Manager, a letter of credit and /or bond will
be given to him for the traffic light in the amount of $15,000, and the
City Mk eager stated that once the road is connected across Military Trail,
the County will be authorized to start installing the traffic signal.
The developers were also requested to take a set of the road -way improvements
off -site for Military Trail, to Palm Beach County so they can plan for the
traffic signal.
Following their discussion, a Public Hearing and the Council's consideration
of adoption will take place at the June 7, 1984, Regular 'Meeting.
ZD12NANCE 11, The members of the Council workshopped Ordinance 11, 1984, modification to
194 Comprehensive Lane Use Plan adopted 6/18/81 by Ordinance 12, 1981, providing
for designation of RM - Medium Density Residential Zoning on 2D -acre parcel
on west side of Military Trail, adjacent to Palm Beach Gardens Estates Plat
#4, subdivision. The members of the Council were in agreement to a Public
Hearing to be held on Jame 7th, at which time they will consider adoption
of Ordinance 11, 1984.
ORD WNCE 12, Discussion of Ordinance 12, 1984, `codifications to Section 309 of Chapter
1�J$n 26 and Section 16.6 of Article VII, Zoning of the City's Code re: monies
collected by City in lieu of lands required to be dedicated for parks and
recreation, was deferred to a meeting in the near future, per the request
of the City Attorney, in that he is awaiting a report from Doug Hood, Dir-
ector of Recreation and Parks, who will be providing further input regarding
this Ordinance.
In response to Vice .Mayor Monroe, Attorney Brant stated that this Ordinance
ohould also be looked over by the Planning and Zoning Commission again.
1NANCE 13, Tlie neubers of the Council workshopped Ordinance 13, 1984, Amending Article
V of Chapter 2. Administration of City's Code, providing for developer's
payment of costs for Independent planning, engineering & traffic studies,
and inserted the wording, "and any other professional services" after the

words, "traffic control" in Section 1, 2nd paragraph, 4th line.

ITEMS FOR DISCUSSION:
DISCUSSION ON Per the request of Attorney Larry Smith, representing Mr. Bill Soverel,
FE.�UITI_Nu RESTRICTED N kET. discussion on the restricted residency at Soverel Marine was tabled for
30 days to enable Attorney Smith to research this further.
In the meantime, the City Attorney will check into how to proceed on
a legal basis, and the questions verifying the number of live -ins,
and size of holding tanks to be answered at their next meting. The
members of the Council also requested a general layout of the area
indicating where these people reside, and to also find out the regulations
and /or stipulations from the Health Department and DER.
TEMPORARY STORAGE, Or
Attorney Larry Smith was in attendance to address the Council on the

temporary storage of boats at Soverel Marine and requested this be still
allowed on a temporary basis, as plans are in process for development of
this area in the near future.
The members of the Council has no problems with the storage of boats,
only, and did not favor the selling of these boats, and requested that
all "for sale" signs be taken down off the boats immediately. In con-
junction with the Council approving the storage of boats, they requested
that this area be landscaped and irrigated with landscaping material that
will grow to 6' rapidly. The petitioners were givaz thirty days to
comply, and the Building Official was requested to check the area to
periodi,aI I%,, to make sure they are ui compliance.

It was the consensus of the Council to allow these bids to go out for
advertisement.
