HomeMy WebLinkAboutMinutes Council 041284CITY COUNCIL WORKSHOP MEETING CITY 0 PALM: BEACH CARDENS I.PP.IL 12, 1984 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Martino at 8!00 P.M., in the Assembly Room, HOUSE BILL 833 The City Manager advised that there is a House Bill 833 that he would like BEER VENDORS the City to aupport, which would require vendors of beer, for off - premise consume` ion, to comply with local zoning regulations. POSITION The City Manager was requested to have a Resolution prepared for the Council's CLASSTI'ICATIOPdS - -� consideration of approval of the position classifications recommended by the City's Merit System Board for incorporation into our Merit System Rules and Regulations. pGPORTS: COUNCILMAN Councilman Kiedis advised that he attended the City's Recreation Advisory Board KIP.DIS Meeting on Tuesday, April 10, 1984 at which the righting of the City's Dogging trail was discussed, as- well -as future plans for the Lake Catherine area. located at 10500 North Military Trail, Palm Beach Gardens, Florida, and was opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the Secretary and present were: Mayor Martino, Vice Mayor Monroe, Councilman Kiedis, Councilman Aldred, and Councilman Kiselewski. City Manager John Orr and Attorney William Brant were also in attendance. ANNOUNCEMENTS: Mayor Martino announced that on April 17, 1984 at 7:30 P.M., the Recreation Advisory Board will meet. On April 18, 1964, at 7:30 P.M., the Comprehensive Laid Use Plan Committee will meet. PROCLAMATION: Mayor Martino read a proclamation declaring April 15 - April 21, 1984 as "Victim Rights Week ". YCITY MANAGER: CUSHMAN VEHICLES Per the request of the City Manager, the members of the Council were in agreement for him to go out for bid for Cushman vehicles for uve by the Public Works Department. There was $9800 in the budaet for the purchase of a new truck for the Public Works Director which will be used for the purchase of the Cushmans instead. City Council Workshop Meeting, 9/12/84 Page 2 COUNCILMAN Councilman Kiselewski advised that he attended the meeting of the City's SELEWSKI Beautification & Environm -ntal Committee on Wednesday, April 11, 1984, at which the plans for the proposed City nursery were discussed. VICE MAYOR Vice Mayor Monroe advised that she attended the meeting of the City's MONROU Planning and Zoning Commission on Tuesday, April 10, 1984 and gave a brief summary of the discussions and final decisions on the Public Hearings before the Commission. Vice, Mayor Monroe requested that the agenda for a Workshop Meeting in the near future include discussion re: the time -frame by which the developers deliver their plans to the City for consideration of approval. ITEMS BY THE MAYOR AND COUNCIL: VICE MAYOR Vice Mayor Monroe reported that she spoke with Mr. Pete Pimentel, General MONROE hfanaaer, of the Northern Palm Beach County Water Control District, this week about the possibility of a water control structure in the vicinity of I -95 for the Bellewood Canal. I EM$L_EQJ3 DISCUSSION AMENDING 20 -ACRE "WINCHESTER COURTS II" PUD ON WEST SIDE OF MILITARY TRAIL, ADJACENT TO PALM BEACH GARDENS ESTATES PLAT 44 SUBDIVISION BY CREATING 18.37 - ACRE 'SABAL RIDGF3" MULTI- FAMILY PUD; AND REZONING 1.63 ACRE PARCEL TO RM - MEDIUM DENSITY RESIDENTIAL. MODIFYING CITY'S COMPREIIENSIVE LAND USE PLAN BY PROVIDING FOR DESIGNATION OF RM - MEDIUM DENSITY RESIDENTIAL ON SAID PARCELS. Mr. George Gentile, President of GBS Architects, Inc., introduced the representatives of the developers, Sabatello Development Corporation. *TL opened the discussion with in explanation of the proposed site plan, lancscape plan, floor plans, and elevations. Mr. Gentile advised that there rs additional recreational amenities and open space provided on this site plar, compared to the "Winchester Courts II" PUD approved September 18, 1980, by Ordinance 12, 1980. The developers have worked closely with the City Forester to preserve as much native vegetation on site as possible. They are providing more landscap- ing than is required by the Code; have performed a tree survey; and will be work nc,, on an underplantinq program of Slash Pines. The developer has agreed to contribute to the traffic signalizaticn at the int,r5ection of Elm Avenue and Military Trail in the future. City Council workshop Meeting, 4/12/84 Page 3 Attorney Chris Cook addressed the Council re: the reasons for modifying their original application for the creation of a 20 -acre PUD with underlying zcning of CG -1, General Commercial, on 1.48 acres and RM - M ^dium Density Residential, on 18.52 acres to a multi --family PUD with underlying zoning of RM on 18.37 acres and rezoning 1.63 acres to straight RM. Councilman Fiselewski advised he did not see the uniqueness of the project which would warrant the bonus of units. (i.e., a bonus of 2 u /p /a over the permitted 8 u /p /a of the City's RM zoning classification). He did not like the parking situation whereas all vehicles would be forced to back out of the parking stalls onto the access road. Councilman Aldred felt the density should be lessened at least by eliminating the third story of buildings. Councilman Kiedis felt that the threat of a future commercial center was still present in concerned resident's minds. He also felt that a small parcel should be set aside for the recreational use of the small children in the project. Vice Mayor Monroe voiced the Planning & Zoning Commission's concern re: the developer not complying with the approved 55' wide green belt ordinance. Mrs. :+onroe felt the recreation :ots should be dispursed throughout the project and that the 1.63 -acre parcel should be part of the multi- family PUD applica- tion. The City Attorney advised that the Ordinance approving this project could include a specific price range the developer would have to sell the unit; for. This would be per the developer's justification of a bonus in density for "affordable housing ". Mayor Martino informed that he had no problem with the increase in density. He would like to see monies donated toward the City's recreation and the four - laving of Military Trail. Councilman Kiselewski wanted to see the parking stalls 9' X 20', rather than 9' X 18', in order to give additional room for backing out of vehicles. '.'ice Mayor Monroe requested the developers supply the calculations that were used in figuring the pervious open space. She disapproved of increasing the derzsity in exchange for greater Recreational Land /Facilities Fee. Councilman Aldred advised that he felt the developers had a superior product. He would like to have an area in the rear of the project that would be safe fot the children in the project for recreational use. Mr. Aldred requested the most westerly tip of the lake be removed and turned into green space. City council workshop Meeting, 4/12/84 Page 4 In response to Vice Mayor Monroe, Mike Sabatello advised that they have made a commitment to not making the dens as shown on the floor plans into bedrooms. Mrs. Monroe also had concern rr: storage of bicycles, trash ca',s, lawn furniture, etc. Several concerned citizens who are residents of the surrounding area addressed the Council expressing their objections to the "Sabal Ridge" project as proposed, including the density of 10 u /p /a, and the possibility of a commercial center on the 1.63 -acre out - parcel in the future. A five minute recess was held at this time. Following the recess, Carl. Sabatello addressed the Council with a new approach to this project. The developers will include the 1.63 -acre parcel in their multi - family PUD application, thus alleviating any concern of a future commercial center on this site by means of rezoning. They will work with the site plan to provide for an additional two buildings on the entire 20 -acre parcel. The developers were requested by the City Council to work with the City Manager in employing an independent traffic consultant to perform a traffic study. The cost of this traffic study will be paid for by the developers. Consideration of first reading of the Ordinance, creating this proposed 20- acre multi - family PUD was tentatively scheduled for the Regular Meeting of the City Council on May 3, 1984. It will be scheduled for workshop by the Council, subsequent to receipt of a complete amended application by administration. PETITIONS AND COMMUNICATI017S: The members of the City Council had no pertinent communications to report on. ADJOURNNIMENIT.
