REGULAR MEETING
CITY OF PALM BEACH GARDENS
MARCH 17, 1983
The Regular Meeting of the City Council of the City of Palm Beach Gardens,
Florida, was called to order by Mayor Aldred, at 8:00 P.M., in the
Assembly Room, 10500 NorCh Military Trail, Palm Beach Gardens, Florida;
and opened with the Pledge of allegiance to the Flag.
ROLL CALL: The roll was called by the City Clerk and present were: Mayor Aldred,
Vice Mayor Kiedis, Councilman Martino, Councilwoman Monroe, and Council-
man Kiselewski. City :tanager John Orr and Attorney William Brant were
also in attendance.
MINUTES: The minutes of the Workshop Meeting of February 24, 1983 and the Regular
Meeting of March 3. 1983 were unanimc �ppro ^ ^d by the Council, as
written.
ANNOUNCE:ME.iTS: Mayor Aldred announced that a meeting of the City's Planning and Zoning
Commission will convene at 7:30 P.M., on Tuesday, 'March 22, 1983.
PRESENTATION OF PLAQUES OF APPRECIATION:
On behalf of the City, Mayor 1ldred presented plaques of appreciation for
ten years' service to Mr. Jehn Cummins, a member of the City's Police

The City Manager ad, -iced of the invitation received to attend a special
celebration of the "haute Cuisine of Trance" on March 19, 1983 at 6:00

Per the reco=endation of the City Manager, a motion was unanimously
adopted b- the Council authorizing the expenditure of $2,400 from
RecrLation Dcp.trtment Account 14-62.10,
to be matched with $1,600 from
the PBGYAA, for the relocation and repair of backstops at Plant Drive '
Park.

The City lfanager advised that he has received the recommendations /plans f
from Mr. Rudy Arseniccs. Architect, for improving the interiors of
the municipal complex, which will be reviewed by the Council at next
week's Workshop Meeting.

The City's Building Official will be requested to brief Mr. Bob Hetzel
of the " Hetzel Brothers Pageant" on the requirements for application
to the City's Site Plan and Appearance Review Committee. Alqo, to pro-
vide the Council any comments/ observations he has re: the stabilization
of the buildings at this pageant on the northwest corner of Northlake
.and MacArthur Boulevards durLnc heavy winds.
ITEMS BY THE MAYOR AND COUNCIL:

play hall games, until such time improvements are made to the parcel to
be dedicated to the Citv for recreational purposes in the southern
portion of the project.
The City Manager advised that the agreement between the City and the
State Division of Porestrv, authorized by our Resolution 17, 1983, has

REPORTS:
Councilman Kiselewski reported on the Code Enforcement Board meeting he

placed an file in the City Clerk's office.
Councilmen Kiselewski reported on the meeting he attended this morning;
of the Metropolitan Planning OrCanization of Palm Beach County. Subse-
quent to their recognizing the Governor's reapportionment of their
membership, to include our municipality, a Resolution is to be adopted
by the Council, appointing an elected official to represent us.
Councilman Kiselewski reported that this evening he met briefly with
the Palm Beach Gardens Elementary School Advisory Council and answered
questions during their discussions on the Holly Drive topic. (Ref:

Councilwoman Monroe reported on the first meeting of the City's Compre-

hensive Land Use Plan Committee she, Councilman Kiselewski, and Council-
man ?Martino attended last night. The minutes of this meeting will he
placed on file in the Citv Clerk's office.
VICE MAYOR
Vice Mayor Kiedis reported that he attended the grand opening of the

Vice Mayor Kiedis reported on the meeting of the City's Site Plan and
Appearance Review Committee he attended March 15th. The minutes of
this meeting will be placed on file in the City Clerk's office.

Councilman Kiselewski reported on the discussions he had with Mr. Haney
Frakes, Assistant Palm Beach County Engineer, re: the pending improve -
ments to Northla:e Boulevard. Mr. Frakcs referenced communications with
Mr. Joe Dolan, Chairman of the City's Beautification and Environmental
Committee, and advised they were awaiting the landscaping piing of the
Committee before letting the contract For the curbing. If they do not
have the contract let by lurch, he will get back with Councilman
Kiselewski. In the meantime, Mr. Drakes will contact Mr. Dolan.
The members of the City's Advisory Boards will be advised to funnel

The City Manager will address a possible problem with lack of cooperation

between the City's Public Works Department and Recreation and Parks
Department in the maintenance of City parks. He will. also check whether
the irrigation pumps for Plant Drive Park and Gardens Park are in

Mr. Leon St. John, Member of the Palm Beach Gardens Elementary School

Advisory Committee, addressed the Council advising that their committee
and the Parent /Teacher Association vigorously oppose the potential

proposal to change the current practice of closing off the two northern
lanes of Holly Drive to vehicular traffic during the hours the schools
are in seGsion. Also, at their meeting last night, the Palm Beach
Count. School Board adopted a resolution to support this position of
the advisory committee and PTA.
The City's Recreation Director was requested to follow -up on the con-
cerns related by Mr. Leon St. John, PBGYAA T -Dail Coach, re: a metal
stake in the ground at home plate and the closeness of trees to the
field at Gardens Park.

Mr. John Glidden of Oliver s Glidden Architects, Inc. addressed the

initial projections their original $96,000 fee was based upon as
architects for our Community Activities Building. This matter was
remanded to the City Manager and Recreation Director for recommendation
of an equitable solution to the Council at a future meeting.

1. The City Manager's communication of March 11, 1983, referencing the
February 9th coma unication of M=. Nancy E. Stroud of Ross, Hardies,
O'Keefe, Babcock S Parsons of Boca Raton re: their firm supervising
the studies necessary to review and update the factual basis for
the Fire Service 5 Facilities Fee proposed to be imposed on devel-
opers of structures exceeding two stories via our Ordinance 11, 1981.
2. An invitation to attend the dedication of the Jack Nicklaus Athletic
Field at the Palm Beach Junior College North Campus on March 21st
at 10:00 A.M..
3. A commur,icntaon from Perry Cable T.V. advising that they are able to
continue to offer Channels 6 f. 9 for the foreseeable future.
4. A notice from Perry Cable T.V. advising that they are now serving
certain streets within the PGA National project.
5. Request for monetary pledges to be donated to the "Run for Lila Fund"
via Attorneys in West Nvack, New York.

REGULATING At next week's Workshop Meeting, the Council will discuss the drafting
DIRT BIKES of an Ordinance regulating dirt bikes. The City's Police Chief will
be requested to be in attendance during the C,,uncil's discussions on
this matter.
