REGULAR MEETING
CITY OF PALM BEACH GARDENS
JUNE 2, 19B3
The Regular Meeting of the City Counr.il of Palm Beach Gardens was
called to order by Mayor Aldred at 8:00 P.M. in the Assembly Room,
10500 North Military Trail, Pilm Beach Gardens, Florida, and opened
with the Pledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the Deputy City Clerk and present were: Mayor
Aldred. Vice Mayor Kiedis, Councilman Martino and Councilman
Kiselewski. Councilwoman Honroe was in attendance later in the evening.
City Manager John Orr and Attorney George Baldwin were also in
attendance.
MINUTLS: The minutes of the May 12, 1983 Workshop Meeting were approved as
written,
The minutes of the tlay 19, 1983 Regular tleeting were approved as
written.
AN,NOUNCEtIEN'TS: Mayor Aldred announced that on Tuesday, June 7, 1983, the City's Merit
System Board, the PBG Fire Dept., Inc., and the Site Plan and Appear-
ance Review Committee will be meeting at 7:30 P.M., and on Uednesday,
June 0, 1983, the City's Zoning Board of Appeals and the Beautification
and Environmental Committee will be meeting at 7:30 P.M.
PROCLAIIATIONS: Mayor Aldred read a proclamation proclaiming the week of June 2, 1903 -
June 8, 1983 as "Academic Excellence Meek ", and presented the pro-
clamation to tlarc Sabatella, Janet Hess and Judith Wolfson, who
were in attendance; Toby Kasowski and Scott Marsilas were not in
attendance but will be mailed the proclamation, These 5 students
were selected as "Merit Scholarship Finalists" and the Mayor along
with the Council applauded their achievements.
I1EMS BY THE CITY MANAGER:
UNIFORM CHANGE The City Manager requested of the Council to defer discussion on the
RE- CaULST FOR POLICE request of the Police Chief to change uniform color for his officers
DCPARTM1ENT:
Alb From brown to blue until the Police Chief is in attendance along with
one of his officers to model the uniform later in the evening.

1978 85' LA FRANCE The City Manager reported that Joe Blazas, Chief of Vehicular
LADDEk TRUCK Maintenance went to Indian River Shores to check on the condition
of the 1978 American LaFrance 85' Ladde- Truck, and found out that
the major problem with it was the lack of mechanical and body
preventive maintenance on the truck. He estimated that it would
cost approximately $1500 in labor and material to put the truck
back in A -1 condition. The truck only has 2,778 miles on it; the
engine is in good condition along with the tires and running gear.
The City Manager stated that if the City is interested, we would
have to go for sealed bids; the only problem is that the City
cannot go for sealed bids unless it is announced at an open session;
so therefore, the City's bid could not be sealed. To get monies
appropriated, he has to ask the Council for funding. The amount
he is speaking about and would recommend, would be $90,000. If
the City puts in the bid at $90,nin, and got the truck, he would
then want to go to a local bsnk and pro -rate that on a lease
agreement over a period of 5 years. The latest date for the bid
is June 15, 1983. A bid bond would also be furnished, at 509 of
the cost, which would come out of Council Contingency.
A motion was unanimously adopted by the Council authorizing the
City Manager to place a bid in for the 85' American taFrance Ladder
Truck at the $90,000 bid price and to use the necessary funds from
Council Contingency to supply the funds for the bid bond.
PERRY CABLE Tv The City Manager also reported that he has talked with fir. Jernigan
of Perry Cable TV who extended their apologies for not appearing
at the last meeting, and would return at a later date.
REPORTS;
COUNCILIIAN KISELEUSVI: Councilman Kiselewsks repotted that the Mc bile Home Bill that was
discussed at the last meeting passed through both the Senate
and the House; however, those amendments that were of concern
on the zoning did not pass.
Councilman Kiselewski reported that he met with the MPO this
morning and one of the topics discussed was the new 40 tax and
how there is going to be a need to educate the public that this is
a user tax. The Council will be requesting of the City to give
them an indication as to how we plan on using the funds so they

can be zdvertised for any of the projects that the County may
is have.
The other discussion centered on the S,_te pre,jects that are
going to be funded out of some of these revenues now coming in;
one of the projects is the completion of Alternate A -1 -A through
the north end, and also to work on Military Trail between Northlake
Boulevard and PGA Boulevard.
Councilman Kiselewski also reported that the contract has been
let to do the curbing on Northlake Boulevard from I -95 to Military
Trail.
MAYOR ALDRED; Mayor Aldred reported that Bruce King Chevrolet is going to be
donating $1000 to the City to use as we see fit; and requested
each member of the Council tc consider what this donation could be
used for.
Mayor Aldred will draft a proclamation to be read at the ceremony
on Thursday, June 9th, to be given to Bruce King.
RESOLUTIONS:
RESOLUTION 40, By the concurrence of the Council, the Deputy City Clerk read,
277- in full, Resolution 40, 1983, Amendments to Merit System Rules
and Regulations.
Resolution 40, 1983, was unanimously adopted by the Council.
RESOLUTION 41, Mayor Aldred declared the Public Nearing open, vhich was duly
T797 advertised on May 18, 1983, and held on the intent of Resolution
41, 1983, permitting as a "CG -1 "Conditioanal Use" the retail sale
of automobile parts and accessories at 4203, 4205, and 4207
Northlake Boulevard, within shopping center on the northwest
corner of Keating Drive and Northlake Boulevard.
There being no comments from the Public, Mayor Aldred declared the
Public Hearing closed.
By a unanimous concurrence of the Council, the Deputy City Clerk
read in full, Resolution 41, 1983, with the correction in the
tit Le paragraph to read "4205" in the stead of "4204" and deleting
the wordiny in Section 1, "based on the petition of Mr. Fred
Rogerson ".
Resolution 41, 1983, was unanimously adopted by the Council as
amended.

RESOLUTION 42, 3y the concurrence of the Council, the Deputy City Clerk read in
® T777-- full, Resolution 42, 1963, "opposing PB Countv Solid haste AuFharity's
Resource Recovery Facility and Site Selection; selecting an alternate
site; and requsting that each District have representative ", and deleted
Section 2 (i.e., dealing with requesting the Solid Waste AuLhoriLy to
designate 2 sites for the proposed Landfill /Resource Recovery Facility
so that an alternate site will be available for approval) in its entirety,
The Mayor will follow -up with d cover letter regarding Section 2, to
be sent to the Solid Waste Authority, with a statement of policy from
the Council expressing their concerns on density and growth and will
also attach letters from Doctors and residents who are in opposition
to the proposed site.
Several persons spoke from the audience addressing the Council to
express their concerns on the proposed site and also spoke in favor
of the Council passing the Resolution.
Mayor Aldred addressed two letters from area physicians opposiny
the proposed site on the basis of potential health hazards and further
stated that the City will be receiving approximately 100 letters,
similar in nature.
Subsequent to further discussion, and by a unanimous vote of the
Council, Resolution 42, 1963, was adopted by the Council as amended.
The City Attorney was directed to look into the possibility of the
City filing an injunction to stop this facility from being developed,
and requested him to report back to the Council at the next Regular
Meeting of what it would take to seek an injunction.
RESOLUTION' 43, By the unanimous concurrence of the Council, the Deputy City Clerk
7797— read, in full, Resolution 43, 1983, "Supporting efforts for location
of F.S.U. Performing Arts Theater and Theater Hall of Fame Museum
at PBJC North Campus. Resolution 43, 1983, was unanimously adopted
by the Council.
RESOLUTION 45, By the concurrence of the Council, the Deputy City Clerk read, in full,
798-7-- Resolution 45, 1983, Appointment of a member to City's Comprehensive
Land Use Plan Committee, and inserted the name, "John Toshner" in the
blank of Section 1. Resolution 45, 1983, was unanimously adopted by
the Council.

ORDINANCE 6, uy the concurrence of the Council, the Deputy City C1cr', read, on
1983 first reading by title only, Ordinance 6, 15d3, Increasing the salaries
of the Council members.
Ordinance 6, 1983, will be workshopped by the Council at the Regular
Fleeting of June 16, 1963.

REQUEST OF CHIEF The members of the Council unanimously concurred with the Police Chief's

from brown to blue. Chief Himmelsbach had one of his officers in

attendance to model the blue uniform and stated that the one distin-
guishing factor on the uniform, that will be different from other
Departmentsjwill be a light blue stripe down the side of the slacks.
The cast will be $360,uhich will be at a discount for buying all
new uniforms. Some of the money for the uniforms will come from this
year's budget, and the rest from the new budget for 1983/1984. Chief
Himmelsbach stated that about 8 years ago, the State requested that all
Departments go to blue uniforms, it is not mandated, but alot of the
Departments in the area are doing this. Also, Chief Himmelsbach stated
that the Jupiter Police Department will no longer be using portable
radios since they went off of UHF, and will trade in equal value, the
portable radios for the City's brown uniforms.
COUNCILMAN
Councilman Kiselewski stated he will be on vacation when the next
KISELEUSKI
MPO Meeting will be held on July 7th, and Councilman Martino stated
he will attend the meeting.

There being no further business, the meeting adjourned at 9:45 P.M.

The intent of this communication is to try and explain how I
propose to change our department to blue uniforms with as little
cost over what is remaining in my uniform budget and what, will be
c,roposed by me for the coming budf;et pertaininf; to shirts, trousers,
hats and 3ackets for s�;orn personnel and dispatchers.
%,'eep in mind tnat every year 1 replace uniforms it leaves each
officer 1,,Ltn some portion: of their issue worn. By shaming color
an, Ooang to new uniforms it should leave ver; - _L.Lie replacement
until the 1934 -1985 budget which should be along the same lines as
I do now, being; the first of the budget year I purchase for new em-
ployees only what is necessary. I replenish and replace in bulk at
the ord of the budget year.
It is now approaching the end of the budget year and I now either
replenish and replace in bulk or go to new uniforms for everyone on
a mininal issue basis, supplemented with the comin-, year budget to
mace q full issue.
The oifference between that portion :n the uniform account of
this 1F2r anJ next year's budget reveals by going to the uniform change
there is approximately an increase of $330.61. This is possible through
receivinS a discount, on a one time basis by purchaslnE, all new uniforms.
I would like to add, it lgill be a great meralc boost, the offl.cers
look and feel more professional.
