Flor`_"]a, was called to order, uy Mayor Aldred, a 8:00 P.M., in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida; Ind wns opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the City Clerk and present were: Nayor Aldred, — Vice Mayor Kiedis, Councilman Martino, and Councilwoman Monroe. Councilman Kiselowski was not in attendance. City Manager John Orr and Attorney William Brant were also in attendance. T1INiJTES: The minutes of the Workshop Meeting of May 26, 1983 and Regular Meeting of June 2, 1983, were unanimously approved by the Council, as written. ANi]OUPCEAENTS: Mayor Aldred announced that at 7:30 PJAj., on Tuesday, June 28, 1.983, a meeting of the Planning and Zoning Commission will convene. Also, on Monday, July 4, 19S3, the City's Administrative Offices will be closed in observance of Independence Day. ITF, '3 FY IF---' CITY MANAGER: SIGi:,4GE COST-` - The City Manager advised the Council that the proposed cost quote given by AWLLi r,l'✓ Kimley -Horn to perform a signage study for Holly Drive, associated with temporary street closings, is 54000.00. In answer to Councilwoman �:onrce, attorney Brant recommended a professional study be done. 3v the concurrence of the Council, the City :]anager will het another cost estimate from Kimley -Horn, excluding Task I1. 41so, cost ':';• estimates from another traffic en_ineering firm. COP2•7U1]ITY CENTER The City Manager asked the Council for a policy decision on allowing ., homeowners' associations of unincorporated lands using the Community Center.,-`y' for meetings. In the hoar feature, the Council will give the City I•ianager a" "+ concensus on this issue. Councilman i °.artino suggested that in the :eanti,e, non - residents that wish to discuss annexation into the City or a topic of mutual concern with our residents be permitted to use the facility. „ACAFTHTJF 3LVD. This �s a budgeted item and should be started within two weeks from this date. The population study to he } prepared by Tim Hunt will be ready in approximately three to four weeks from this date. COUaCIUTIA;: Councilman Martiro reported on the Planning and Zoning Commission i,ARTINO Meeting on June 14, 1983. He also reported that Recreation Advisory Board met the same date and the minutes of this meeting are on file in the City Clerk's Office. Councilman Nlartino advised that he was unable to attend the trip to the Solid Waste Facility in Dade County. In response to Councilman Martino, Attorney Brant reported on the standpoint of the City taking legal action aUainct th- Authority on the proposed site of the Solid Waste Facility in [lorthern Palm Beach County. Attorney Brant will prepare a written report with additional far-is to be reviewed oy `he Council at their next Regular I9eeting. XCR ALE-,___D : -:ayor Aldred reported that the Pension Board for the Fire and Police Departments met to discuss various alternatives for funding Pension Plans. ITEMS BY THE IL4 OR ACID COU;;CIL: COUiiCI iO�tAi1 By the concurrence of the Council, by the suggestion of Councilwoman PSonroe, the Recreation Advisory Board will be asked to request the Director of Recreation to formulate information re: number of non- residents in various programs to consider increasing the non - resident fee during budget discussions. Ronny Sands from Horseshoe Acres addressed the Council on her views from the visit to the Solid Waste Facility in Dade County. Nr. David Shaw, a resident of Hor:.eshoe Acres, spoke to the Council regarding his feelings of the proposed site of the Solid Waste Facility. RESOLUTLORS: RESOLUTION 46, By the concurrence of the Council, the City Clerk read, in full, Resolution 46, 1983, appointing "Dan Gainey" as an alternate member to the City's Merit System Board. Resolution 46, 1983 was unanimously adopted by the Council. Rudy Arsenicos, Architect, was present to discuss with the Council, orL' — 7F variances to "Article VII, Section 7, Buffer areas required where commercial or industrial uses" at commercial professional office complex proposed by Er. 4.rncent J. Pappalardo, President of Northern Chamber Develonment Co,-,.O-any, to be located on .945 -acre parcel on northeast corner of PGA Bol<levard and Ellison',jilson Road. This variance has already been approved by the City's Site Plan and Appearance Review Committee. A motion was made based on the presentation by Hudy Arsenicos, Architect of record for thi- Project, that the above variance be granted; A. A variancE to Article VII, Section 7, that would waive the requirement for a ;ix foot high wall surrounding; this property. That the landscape buffer requirements per the same Section be waived and be reinstituted City Council Regular Meeting, 6/16/83 Page 5 per the drawings that are on file at City Hall. The motion was approved by a 3 - 1 vote, Councilwoman Monroe was not in favor of th motion as she felt the 15' landscape buffer should still be maintained on the north side of the property. PETITIONS AND CUIF-UNICATIONS: Mayor Aldred acknowledged receipt of communications from the following: CONCERNED 1. Annamaria Gundlach, President Concerned Citizens Against the 77777-3 --AGAINST Proposed Dyer Dump Site giving her observations from recent trip DUMP SITE to site in Dade County. FAMILIES WHO CARE 2. Families Who Care asking for support in the war against drugs. TOM LEdIS - 3. Tom Lewis stating that the 1983 Emergency Jobs Bill Appropriation JOSS BILL may provide funds for the City. DR. Dr. i•iergenthaler opposing the dump site. GAS TAX Ch!,JGE 5. metropolitan Planning Organization informin; the City of the ® change in the gas tax. DRS. :,iA7, -6C!, 6. Drs. W'anuck, Zwecker, and Vastola opposing the proposed dump site. With no further business, the meeting was adjourned at 10:25 P.M.
