WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
OCTOBER 27, 1983
The Workshop Meeting of the City Council of Palm Beach Gardens was
called to order by Mayor Aldred at 8:00 P.M. in the Assembly Room,
10500 North Military Trail, Palm Beach Gardens, Florida, and opened
with the Pledge of Allegiance to the Flag.
ROLL CALL:
T . roll, was called by the Deputy City Clerk and present were: Mayor
Aldred, Vice Mayor Kiedis, Councilman Martino, Councilwoman Monroe and
Councilman Kiselewski. Attorney George Baldwin was also in attendance.
City Manager John Orr was out of town on vacation.
ANNOUNCEMENTS:
Mayor Aldred announced that on Tuesday, November 1, 19U39 the City's Site
Plan and Appearance Review Committee will be meeting at 7:30 P.M.
PRESENTATION OF AWARDS TO WINNERS OF 'r1RL PREVLNTION WEEK" POSTER AND
SAY CONTLSIS
On behalf of the Fire Department, Mr. Bili O'Brien, assisted by members
of the City's Volunteer Fire Department and Mrs. Jo LeGault, President
of the Women's Club, presented cash prizes to this year's winners of "Fire
Prevention Week" Poster and Essay Contests.
The members also presented certificates to the PEG Women's Club in
appreciation of their assistance.
The members of the Council applauded the children and their parents for
their participation /support in "Fire Prevention Week ".
ITEMS BY MAYOR
AND COUNCIL:

Councilman Kiselewski informed the Council that he will not be able to

attend the MPO Meeting scheduled for Thursday, November 3rd, and Council-
man Martino volunteered to go in his place.
Per the request of Councilman Kiselewski, Mayor Aldred will notify the
MPO by letter as to who the Council will appoint as an alternate member in
the event Councilman Kiselewski would not be in attendance.
PRESENTATION OF MASTER LANDSCAPING PLAN FOR CITY PREPARED /PROPOSED BY
_ RONMENTAL COMMITTEE
Mr. Mike Slade, member of the B &E Committee along with Mr. Frank Maroni,
Landscape Architect with Urban Design Studio, were in attendance to give
City Council Workshop Meeting, 10/27/83 Page -2-
a preliminary report on their work to date regarding the Master Land-
scaping Plan for the City. Mr. Maroni stated the entrance signs to
the City and landscaping of the roadways were the primary priorities.
Mr. Maroni handed out an outline /methodology report to each member of
the Council, prepared by him and the B &E Committee, and briefly went
over each item outlined. He stated that they are not at the point yet
to request monies or to find out where the monies that are to be spent
will come from, or if it will go out to bid.
During their discussion, Mr. Slade stated that the will obtain copies
of Boca Raton'S Master Plan for each member of the Council to review.
In the meantime, the Council will review the handout given to them by
Mr. Maroni and will workshop this item again with their suggestions/
input at the next workshop meeting of November 10, 1983.
ORDINANCES-
ORDINANCE 17, 1983
During the workshop session on Ordinance 17, ky83, creation of "Gardens
Medical Park ", with underlying zoning of CPO, on 4 -acre parcel on north -
side of Burns Road, west of Alamanda Drive, fir. Joe Legan, architect,

was in attendance to address the concerns of the Council, voiced at their
last workshop meeting. Mr. Legan addressed the question regarding
drainage on the interior, and stated they have prepared a revised plan
and submitted it to the City Engineer, which shows the drainage with
downspouts and catch basins in the center court. In addition, their
engineer, William Wallace, has been in contact with Bbnkers Land Company
regarding the possibility of draining the water into the canal, and it
is his understanding that Bankers has no objections to their plans. Per
the request of the Council, a letter confirming Bankers approval will
be sent to the City.
Regarding the question on the traffic impact on Burns Road, Mr. Legan
stated the entrance drive has been revised showing a left turn lane to
the site at the west entrance, and a right turn lane to the site at the
east entrance. They have also submitted to the City Engineer, plans
showing an extended lane all the way east and west, in front of their
property on a tapered design.
During the discussion on ingress and egress to the site from Burns Road,
the developers were in agreement to 3 -lane Burns Road, in front of
their property, from ingress to egress. The plans will be revised
indicating this change, and the City Attorney will incorporate this into
the Ordinance. It was also suggested by the Council that when the

hospital and Plaza North come in for expansion, the developers meet
with the City Manager regarding 3- lanang their portion of Burns Road,
in front of their property. A letter was addressed from William
Wallace Engineers regarding future traffic impact on Burns Road, and
it was the desire of the Council for them to review the letter and
comment on it at their next meeting of November 10, 1963.
Following their discussion, the Council requested of the developer
to have the landscape island in the center of the site curbed, and
also requested the Fire Chief to look over the plans once again for
his comments.
Ordinance 17, 1963, will be workshopped further at the workshop meeting
of November 10, 1983.
ORDINANCE 192 During the workshop session on Ordinance 19, 1983, providing for sale
T797— of State DOT City's 2.9 -acre parcel located at northeast corner of
Darden Lakes PUD, the members of the Pnuncrl requested the City
Attorney to review past court opinions regarding recreation /land
donations that may bring about changes into the City's present Ordinance
and to report his findings to them.
® Ordinance 19, 1963, will be considered for adoption by the Council at
the November 17, 1983 Regular Meeting.
ITEMS FOR DISCUSSION:
CREATION OF A RESIDENTIAL PLANNED DEVELOPMENT OPEN SPACE ZONING DISTRICT
During the discussion on creating a Residential Planned Development
Open Space Zoning District, it was the consensus of the Council to
refer this topic to the Planning and Zoning Commission for them to
review and make recommendations back to the City Council.
LOCATION OF A TEMPORARY TRAILER AT PERRY CABLE TV
Mr. Bruce Lanager, representing Perry Cable TV, addressed the Council
pursuant to their request to placing a temporary mobile office building
on their property on Ironwood Road for 6 months. The reason being that
office will be used to distribute new converters called the Z -Tac to
their customers. The trailer will provide customer conven en ^e to
prevent long lines in the main buildiny. The trailer is double -wide
and they have ample parking on site for their customers, and will be
open from 10 AM to 9 PM, Tuesday through Saturday.

The members of the Council were in agreement to Mr. Lanager's request,
but only for 6 months, and would not be in favor of a request for
an extension of time. The City Attorney w,,: directed to draft a
Resolution for the Council's consideration of approval at the next
Regular Meeting of November 3, 1983. Ttvr, petit ioner❑ were, also
requested by the Council that Perry Cable TV bring their present
landscaping up to code, at the main office.
LIGHTING "GARDENS PARK" BY RE [-ERENDUM QUESTION
The members of the Council discussed the possibility of letting the
residents of the City decide by referendum vote, whether or not they
would want "Gardens Park" to have lights. It was the consensus of the
majority of the Council, to have this question posed Lo the City's
electors in the March 1984 election. Councilman Martino voiced his
objection stating he did not favor a referendum and felt perhaps there
were other ways of funding the lights,
The Council requested that the Recreation Advisory Board work with the
City Attorne; regarding the verbiage for the referendum question, and
also requested the information on the referendum question be placed
in the next newsletter to make the residents aware of what the
referendum will entail.
The City Manager was also requested to prepare a list of priorities
to be submitted to the Council regarding what he feels should be
placed before the electors as a referendum question, and to check
with the City Attorney as to how much time is needed before a referen-
dum can be placed an the ballot.
PETITIONS AND COMMUNICATIONS.
Mayor Aldred acknowledged receipt of the following communications:
PB COUNTY LEGI.LATIVE 1. Notifying the City that the Speaker of the House of Representatives
DELEGATION has requested a new March I deadline for filing all house bills for
the 19B4 Legislative Session.
JOHN TOSHNER 2. Requesting the City have an on- staff' professional Land Planner.
ARLYNE G. WARSHALL, 3. Requesting streets lights on Rainwood Circle, east of the City Hall,
7 off Burns Road, between Prosperity Farms Road and AIA.
