HomeMy WebLinkAboutMinutes Council 111783ROLL CALL: MINUTES ® ANNOUNCEMENTS CITY COUNCIL REGULAR MEETING CITY OF PALM BEACH GARDENS NOVEMBER 17, 1983 The Regular Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Aldred at 8:00 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. The roll was called by the Deputy City Clerk and present were: Mayor Aldred, Vice Mayor Kiedis, Councilman Martino, Councilwoman Monroe and Councilman Kiselewski. City Manager John Orr and Attorney William Brant were also in attendance. The minutes of the November 3, 1983 Regular Meeting were unanimously approved as written. The minutes of the November 10, 1983 Workshop Meeting were unanimously approved as written. Mayor Aldred announced that the City's Administrative Offices will be closed on Thursday, November 24th, and Friday November 25th in observance of "Thanksgiving ". ITEi1S BY THE CITY MANAGER: RENOVATIONS TO Mr. Orr informed the Council that he had a meeting with those persons POLICE DEPT. involved with the renovations to the Police Department and requested HEADQUARTERS Pa 4 of the Council authorization to expend $1500.00 from Council Contingency for the plans, which include engineering drawings. Mr. Orr further stated that the work should start on or about January 12, 1984, but he first needs to find out how much money it will cost, and will have a dollar figure to present to the Council in the near future. A motion was unanimously adopted authorizing the City Manager to expend $1500.00 for plans, including engineering drawings for the renovations, to the Police Department. Monies to come from Council Contingency. REPORTS: COUNCILMAN Councilman Kiselewski reported on the Comprehensive Land Use Plan KISELEWSKI: Committee Meeting he attended last even F ng, and reported to the Council the Committee is still requesting the City consider hiring a Land Planner soon on a full time basis. 11 City Council Regular Meeting, 11/17/83 Page -2- COUNCILWOMAN MONROE: Councilwomv.n Monroe reported on the Community Education Day Breakfast she attended on behalf of the City, and also reported on the Area Planning Board Meeting she attended. ITEMS BY MAYOR AND COUNCIL: COUNCILMAN MARTINO: Councilman Martino requested of the Council that when Bankers Land Company appears before the Council on December 8, 1983, a good portion of that meeting be devoted to discuss the traffic improvement impact that the Regional Center will generate. He requested that Bankers' Traffic Engineer and Mr. David Plummer be in attendance to review this with the Council and to answer any questions that may arise on traffic. The City Manager will contact Bankers Land Company advising them of this request. COMMENTS FROM THE PUBLIC: MR. LEWIS KLIEMAN: Mr. Lewis Klieman, Elm Avenue, Palm Beach Gardens, addressed the Council regarding his concern over a number of traffic accidents that are occuring at the intersection of Elm Avenue and Military Trail, two of which were very serious in the past couple of weeks. He requested that a traffic signal be installed at that intersection, not only because of the number of accidents, but due to the heavy traffic in the area, it will allow for easier access to turn right or left onto Military Trail. The City Manager was requested to contact the County requesting a traffic count be performed at that intersection to see if it warrants a traffic signal at this time. MR. SAM CARSILLO: Mr. Sam Carsillo, Palm Beach Gardens, addressed the Council echoing Mr. Klieman's concern and also requested that the speed limit on Military Trail, in that area, be enforced, and requested perhaps signs be posted warning drivers that the speed limit is being reduced. The City Manager will also check into having these signs posted. RESOLUTIONS: RESOLUTION 66, 1983 By the concurrence of the City Council, the Deputy City Clerk read Resolution 66, 1983, acceptance of roaaway improvements in "Shady Lakes" PUD. Resolution 66, 1983, was unanimously adopted by the Council. City Council Regular Meeting, 11/17/83 Page -3- RESOLUTION 67, 1983 Per the request of the City Manager, Resolution 67, 1983, acceptance of roadway improvements in "Rainwood East" (a /k /a "Town Oaks ") PUD, was taken off the agenda due to the developers not posting a performance bond. RESOLUTION 60, 1983 By the concurrence of the Council, the Deputy City Clerk read Resolution 60, 1983, Employment Agreement between City and SEIU. Resolution 66, 1983, was unanimously adopted by the Council. ORDINANCES: ORDINANCE 17. 1983 Mayor Aldred declared the Public Hearing open which was duly advertised on October 3, 1983, and held on the intent of Ordinance 17, 1983, creation of a PUD with underlying zoning of CPO, on 4 -acre parcel on north side of Burns Road, west of Alamanda Drive, to be known as "Gardens Medical Park ". There being no comments from the Public, Mayor Aldred declared the Public Hearing closed. By unanimous vote of the Council, the Deputy City Clerk read Ordinance ® 17, 1933, by title only on second and final reading. Prior, to the vote on the motion, the developers made a presentation on the color selections /materials that will be used on the buildings. Ordinance 17, 1983, was unanimously adopted by the Council. ORDINANCE 18, 1983 Mayor Aldred declared the Public Hearing open which was duly advertised on October 31, 1983, ane held on the intent of Ordinance 18, 1983, "Amending City's payment schedule for Co:mnunity Activities Building ". There being no comments from the Public, Mayor Aldred declared the Public Hearing closed. Mr. Orr presented a revised payment schedule to the Council noting the changes in the time frame over a 13 year period, and stated this amends the effective date of initial payment of principle and interest from July 31st to December 31st, within the same calendar year. By unanimous vote of the Council, the Deputy City Clerk read Ordinance 18 by title only on Second and Final Reading. ® Ordinance 18, 1983, was unanimously adopted by the Council. City Council Regular Meeting, 11/23/83 Page -4- ORDINANCE 19, 1983 Mayor Aldred declared the Public Hearing open which was duly advertised on October 31, 1983, and held on the intent -Df Ordinance: 19, 3983, "Providing for sale to State DOT City's 2.9 -acre parcel at northeast corner of "Gardens Lakes" PUD. There being no comments from the Public, Mayor Aldred declared the Public Hearing closed. By unanimous; vote )f the Council, the Deputy City Clerk read, by title only on Second and Final Reading, Ordinance 19, 1983. Ordinance 19, 1983, was unanimously adopted by the Council. RESOLUTIONS: RESOLUTION 68, 1983 By the concurrence of the Council, the Deputy City Clerk read in full, Resolution 68, 1983, authorizing the Mayor and City Clerk to execute necessary instruments to effect conveyence of 2.9 -acre parcel to State DOT for I -95 right -of -way. Resolution 68, 1983, was unanimously adopted by the Council. ITEMS FOR DISCUSSION: MR. LEWIS KLIEMAN: Per the request of Mr. Lewis Klieman, Elm Avenue, Palm Beach Gardens, the City Manager will check into what properties are being considered for the pr,posed VA Hospital in Palm Beach County, and will report has find.,ings back, to the Council. C0UNCILi,L4N KISELEWSKI: Councilman Kiselewski complimented the City Clerk's office for the fine ,lob they have been doing an preparing the minutes of the City Council meetings. PETITIONS AND COMMUNICATIONS: JANET FRAUD; Mayor Aldred acknowledged a communication from Janet Fraum, who laves behind Gardens Plaza Shopping Center, complaining about the way the shopping center looks in the rear, and the noise generated from this center. This letter will be referred to the City Manager for him to follow -up with the Building Department, ADJOURNMENT: There being no further business, the meel.ing adjourned at 8 :50 P.M. L
