WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
DECEMBER 8, 1983

called to order by Mayor Aldred at 8:10 P.M., in the Assembly Room,
10500 North Military Trail, Palm Reach Gardens, Florida, and opened
with the Pledge of Allegiance to the FlaC.
ROLL CALL: The roll was called by the City Clerk and present were: Mayor Aldred,
Vice Mayor Kiedis, Councilman Martino, Councilwoman Monroe, and Council-
man K2-selews1ki. Also present were City Manager John Orr and Attorney
William Brant.
AT.JNOTJNCFMENTS: Mayor Aldred announced that on Tuesday, December 13, 1983, at 7:30 P.M.,
meetings of the Planning and Zoning Commission and the PBG Fare Department
Inc., will convene.
PRESENTATION OF' CERTIFICATE OF APPRECIATION TO MR. BILL SICKLER. MEMBER OF
PUBLIC WORKS DEPARTMENT FOR 15 YEARS SERVICE WITH CITY
Mayor Aldred presented Mr. Bill Sickler with a certificate of appreciation
for his conscientious and dedicated service to the City for 15 years.
- TEi•LS BY THE CITY MANAGER:
The City Manager reported that the County Planning Division is recommend -
!,e; to the County Commission approval of our request, dated September
28, 1983, for participation in their bicycle path program for the 1983 -84
budget year. They projected the cost of $30,000 for the installation of
asphalt, paths at the three locations r(--quested; and would reimburse the
Clty )nc -half upon completion. Unlike in the past, the City would assume
the total responsibility for having the bike paths installed.
The Council's consideration of authorizing this expenditure will take
place at a Regular Meeting in the near future. In the meantime, the
C�t'y manager will bring the Council up -to -date re: the County Commission's
formal approval of the request; and provide: 1) a breakdown of thr, cost
for asphalt /concrete paths at each location: 2) a comparison of the
:raintenance costs for concrete vs. asphalt; and 3) whether the improve-

paths. (A copy of the referenced request is attached and made a part of
these minutes.)

REPORTS: Councilman Kiselawski reported on the joint meeting he attended in
COUNCILMAN Tallahassee this date of the Senate and House Committees. The topic of
KISELEWSKI: discsssion was allowing the location of mobile homes within zoning districts
of conventiona? single family housing.
VICE MAYOR Vice Mayor Kiedis reported on the Site Plan and Appearance Review Committee
XIEDIS Meeting he attended Tuesday, December 6, 1983. A copy of these minutes are
on file in the City Clerk's office.
ITEMS BY THE MAYOR AND COUNCIL;
COUNCILWOMAN Councilwoman Monroe noted that Broward County and Palm Beach County were
MONROE: upheld in Court re: impact fees; and recommended a further review of the
City's requirements for donations to our Recreational Land/Facilities, as
outlined in our Subdivision Regulations and PUD Code.
COUNCILMAN Councilman Martino suggested the roadways within Palm Beach Gardens Estates
MARTINO: plat #1 be considered for slurry sealing when the program resumes.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
MR. SAMUEL Mr. Samuel Carsillo, 10063 Dahlia Avenue, PBC, addressed the Council re:
CARSILLO: employment by the City of a local Land Planner. Mr. Carsillo also voiced
his concern re: mobile home owners not being included on the ad valorem tax
rolls.

TRAFFIC IMPACT On October 14, 1983, the City received a revised application from Bankers
OF 458 -ACRE
REGIONAL CENTER Land Company for Development of Regional Impact approval of a Regional Center
BANKERS LAND consisting of multiple zoning usages, they propose to locate on 458.185 acres
COMPANY more or less, situated in Sections 5 & 6. Township 42 South, Range 43 East.
(Ref: minutes of Regular Meeting of January 20, 1983 re: formal action on
initial application.)

On October 31, 1983, the City received notification from the local planning
49 agency, Treasure Coast Regional Planning Council, that the revised Regional
Cet.ter application for Development Approval, -onsisting of Volumes I and II
and Appendices A,B, and C, dated September, 1983, and submitted October
14, 1983, had been found sufficient for the Planning Council to prepare the
regional assessment report as required under subsection 380.06 (11), F.S..
At their Regular Meeting of November 3, 1983, the City Council scheduled
a Public Hearing to take place at their Regular Meeting of February 16,
1984, pursuant to Chapter 380.06, (10) (a) (b) (c) (c) Florida Statutes and
9B -16.23 of the Florida Administrative Rules, for the Development of
Regional Impact known as the Bankers Land Company Regional Center. Notice
of this Public Hearing was duly published on Nove,fioer 9, 1983.
Tomorrow, December 9th, the Treasure Coast Regional Planning Council staff
will be submitting the recommendations they suggest the local planning
agency formally issue to the City of Palm Beach Gardens.
The City Manager synopsized the roadway improvements the staff is recommend-
ing the developer provide for in order to accommodate the 8,900 trips per

day the development is projected to generate, while maintaining, as a
minimum, a "D° level of service. Subsequently, the Council exchanged though
with the representatives that gave input during the formulation of the
recommendations, including the City Manager and: Mr. David Plummer,
an independent traffic engineer representing the City, and Mr Raymond Royce
Attorney, and Mr. Steve Godfrey, traffic engineer of Kimley -Horn &
Associates representing the developer; Mr. Howard Muise of the Treasure
Coast Regional Planning Council's staff also participated in the presenta-
tion. (Mr. Charlie Walker, Palm Beach County Traffic Engineer, represented
the County at the staff's various meetings, but was not in attendance to
partake in the discussions at the current informative meeting.)
The Treasure Coast Regional Planning Council will be considering their
staff's recommendations re: this proposed project at a meeting to convene
at 9:30 A.M. on December 16, 1983, at the Holiday Fna, PGA Blvd., PBG.
The City Council will review the recommendations of the Treasure Coast
Regional Planning Council at their Workshop Meeting of January 12, 1984. In
the meantime, the developer will provide an outline of the zoning usages
they applied to the surrounding vacant lands designated as FDA - Planned
Development Area on the City's Comprehensive Land Use Plan in preparation
of the traffic impact analysis for this project. Also, provide a list of
comparable projects in the area, outlining the instances they differ from
this, the one they propose.

IMPLEMENTATION At their Regular Meeting of April 7, 1983, the Council exercised the first of

USE PLALA N MAP the two required Public Hearings on amending the official zoning map of the
City. as duly advertised in compliance with the Local Government Comprehensive
Planning Act of 1975 of the State of Florida as amended (Florida Statute 1977
Sections 163.3161 through 163.3211, inclusive).
At that meeting, Bankers Land Company, the owner of the majority of the vacant
lands within the City, proposed zoning classifications for 14 of their parcels
other than those designated on the City's Comprehensive Land Use Plan. Sub-
sequent to receiving adverse input from representatives of other land owners
too, the Public Hearing was declared closed; and a motion was adopted can-
celling the second Public Hearing, enabling expert input on the "controversial
parcels" from Mr. Marvin C. Hill, Jr., the City's contracted land planner in
the preparation of our Land Use Plan adopted November 21, 1974; our General
Development Plan adopted December 4, 1975; and our Comprehensive Land Use
Plan adopted June 18, 1981.
On May 24, 1983, Mr. Hill and Mr. Lee Henderson, Land Planner with the City's
contracted Consulting Engineers (Lindahl, Browning, Ferrari, & Hellstrom,
Inc.) visited the 14 parcels referenced by Bankers Land Company; and met to
discuss the issues with their representatives that afternoon and the City's
Planning & Zoning Commission at their meeting that evening.
At the Planning and Zoning Commission's meeting of June 28, 1983, Mr. Hill
exchanged thoughts re: amending the City's Zoning Map and/or Comprehensive
Land Use Plan, referencing the proposals he outlined in his communication
dated June 3, 1983.
Mr. Raymond Royce, Attorney, Mr. Doug Trettein, Landscape Architect/Land
Planner, and Mr. Russ Bielenberg, General Manager of Bankers Land Company,
participated in a presentation to the Council on the zoning classifications
they now propose for the subject 14 parcels of land; and as a result, the
following will be considered by the Council at the Public Hearings to be
exercised on amending our Zoning Map and/or Comprehensive Land Use Plan:
Issue 1 - Industrial and Park Zoning, with lands for Park

Gardens Estates Plat #4) better defined /widened
