HomeMy WebLinkAboutMinutes Council 040182CITY COUNCIL REGULAR MEETING ® CITY OF PALM BEACH GARDENS APRIL 1, 1982 The Regular Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Kiselewski at 8:00 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the Deputy City Clerk and present were: Mayor Kiselewski, Vice Mayor Monroe, Councilman Aldred, Councilman Kiedls and Councilman Martino. City Manager John Orr and Attorney William Brant were also in attendance. ANNOUNCE11ENTS. [iayor Kiselewski announced that the City's Site Plan and Appearance Review Com:rittee will ;feet on Tuesday, April 6, 1982, at 7:30 P.M. PROCLAN,ATIONS: Mayor Kiselewski read a proclamation honoring 16 Palm Beach Gardens High School students who won first place in the "World International Cheerleading Championship" event held in Chicago Illinois this past • weekend. He proclaimed the week of April 2 - 9, 1982, as "Palm Beach Gardens High School Varsity Cheerleaders Championship" week. The cheerleaders were each congratulated by the Council, and performed one of their cheers for the Council and the audience. AWARDING OF BID: LENGTHS OF EIRE Per the recommendation of the City Manager, a motion was unanimously HOSE: adopted by the Council they award the bad received 3/18/82 from East Coast Fire Equipment, WPB, FL., for lengths of fire hose, (National), in the amount of $5.C56.05, monies to be taken from account # 12- 64.20. STEINS Hi THE CITY 11ANA110ER : The City Manger reported on the amount of rainfall the City experienced this past Sunday and Monday, which was in excess of the 100 year storm, and advised the members of the Council the problem areas throughout tile City in the vicin ty of Garden Lakes, Flat IV ano PUA National, which are i_n the Northern Palm Beach Water Control District. He is awaiting a report from the District so he and the City Enginear, can meet with one of their representatives. There was also a washout on Burns Road, east of Sandalwood 'estates, which may fall under the City's ,insurance coverage with a claim against Bankers Land Company. They (Bankers) have the dollars to construct a 72 inch culvert underneath Prosperity Farms City Council Regular Meeting, 4/1/82 Page -2- Road, however, North Palm Beach has refused to issue a permit to Bankers for this work. The City Manager recommended that the City pursuade /encourage North Palm Beach to issue a permit which will also help them, is a necessity. The members of the Council suggested that perhaps the CiLy Manager along with the City Engineer, be in attendance at the Village of North Palm Beach's meeting on April 8, 1482, to be supportative of any action to be taken to get the culvert under Prosperity Farms Road. UPEIeING /CLOSING The City Manager reported on the concern regarding the opening and OF PO closing of the PGA Bridge, and stated he has met with the Coast Guard to see if the draw bridge can be on an emergency opening and closing every i hour and u hour to correlate it with the Harper Bridge on US #l. Tne City Manager will also send a letter to the Coast Guard requesting this and also asking that it be on a time clock rather than on a demand basis. REPORTS: .COUNCIL :�11, ALOREL: Councilman Aldred also commented about the opening /closing of the PGA ® Bridge, and believes :Lt is a waste of resources, gasoline, etc., for the people to have to stop every time a boat goes through. LICE MAYOR 'lice mayor Monroe reported that the Citizens Cup Tournament, to be held O'JR0 tnis weekend at the PGA National Resort Community, is a complete sell - o': ,. . ;:AXCn r: T.ELwn'St: Nayor Kiselewsxi reported that a week ago Friday, he attended the Regional Planning Council in Stuart, and was disappointed in the activities of that group robording the new industrial park that is proposed to go in across from Pratt and 'Whitney. The Regional Planning ''ouncil nad reviewed that project and made definite traffic studies and requirements for the developer. The developer turned around and went to Palm Beach County and had them waived. The end result was their study indicated that the road from Pratt in, was over 90 percent capacity and the first phase of the industrial park would add another 10 percent, making it at capacity. This will oe a problem that the City will soon be faced with. Mayor :",.selewski also reported Lhat he was again contacted by the Foctal Authorities, and .asked if Palm Beach Gapdens wafted a Post Office, to which he replied the City definately wanted one. City Council Regular Meeting, 4/1/82 Page -3- COUNCILMAN Councilman Martino thanked the Fire and Police Department for the escort MA® RTINO' from the airport for the cheerleaders on the night of the bad rain storm. RESOLUTIONS: RESOLUTION 16, By a unanimous vote of the Council, the Deputy City Clerk read in full, 1982 Resolution 16, 1982, amending Resolution 2�, 1981, by extending the permissible time for the use by Florida Aircraft Federal Credit Union of a mobile building at the RCA Plant. Resolution 16, 1982, was unanimously adopted by the City Council, RESOLUTION 17, By a unanimous vote of the Council, the Deputy City Clerk read in full, 19 2 Resolution 17, 1982, entering into an agreement with Ms. Alyce Marshall, as the City's Tennis Pro. Resolution 17, 1982, was unanimously adopted by the Council with the wording, in the Agreement changed in Section 3, under item F,/ whoeM6 11 not be allowed to sell pro -shop merchandise',' and the wording "Court Supervision except during posted lunch hours" to be added to Attachment "A" of the Agreement. ORDINANCES: &PRDINANCE 3, By a unanimous vote of the City Council, the Deputy City Clerk read, on first reading in full, Ordinance 3, 1982, "Rewrite" of Section 17 Planned Community Districts of Article '.III of Appendix A, Zoning. A Public Hearing and th Co l'_ co-::ideration of adoption of Ordinance 3, 1982, will take place at t`,e F­ ular :;eeting of flay 6, 1982. PETITIONS AND CCNVUNICATIONa: Mayor Kiselewski acknowledged receipt of the following communications: REP. BERNARD 1. Letter from Representative Bernard Kimmel, District 82, thanking the KIMMEL, Council for their letter outlining the position of the City on SB 81, SB 812, HB 642, HB 45 and S3 86. OLIVER H. HARRISi —STATE 2. Letter from Oliver H. Harris, Assistant State Attorney, tnanking A'TTY Captain Clark for the assistance he had rendered them in the Rudolph Jens case. Mayor Kiselewski will also send a letter to Captain Clark thanking him for his efforts, along with a copy to be placed in his personnel file. JAY HILL 3. Letter from Palm Beach Oil, thanking the Building Official and the City Hall employees for their help in the rejuvenation at their station on the corner of PGA Boulevard and Prosperity Farms Road, MR. PEREZ: 5. Letter from Mr. Perez, father of one of the cheerleaders, thanking all of the Council members for showing up to meet the plane back from Chicago. FLA. MUNICIPAL 6. A motion was unanimously adopted by the Council authorizing the City ATTORNEYS Attorney to attend the Florida Municipal Attorney's Workshop in WORKSHOP Orlando on May 27 & 28, 1982, along with the registration fee of $75.00. ITEMS FOR WORKSHOP: ORDINANCE 3, 1982 The members of the Council, along with Attorneys' Ray Royce and Louis Timchak, representing Bankers Land Company, discussed the proposed amendments /changes to Ordinance 3, 1982, "Rewrite of Section 17, PCD of Article VII of Appendix A - Zoning. These amendments /changes will be incorporated into the draft of Ordinance 3, 1982, along with the dollar figure to be inserted in the blank of subsection (g) -. application fees. A Public Hearing and the Council's consideration of adoption of Ordinance 3, 1982, will take place at the Regular Mleeting of May 6, 1982. AMENDING THE RESTRICTIONS ON CAM- I:AIGN SIGHS FOR CANDIDATES IN CITY'S i -.n - c -r - . r,.., During the discussion on amending the restrictions on campaign signs for candidates in the City's General Election, a straw vote was taken as to the Council's feeling on this item of discussion. Lice Mayor Monroe and Councilman Aldred were in favor of limiting the number of signs, length of time they may be up, and limiting the size of these signs. Mayor Kiselewski, Councilman Kiedis and Councilman Martino were in favor of eliminating the signs altogether. Attorney Brant was requested to draft a proposed Ordinance for their ® consideration of adoption at a future date, and in the meantime, he will cneck into current ordinances to find opt what is required to make the move to ban these signs.
