REGULAR MEETING
CITY OF PALM BEACH GARDENS
MAY 20, 1982
The Regular Meeting of the City Council was called to order by Mayor
Kiselewski at 8:00 P.M. in the Assembly Room, 10500 North Military
Trail, Palm Beach Gardens, Florida, and opened with the Pledge of
Allegiance to the Flag.
ROLL CALL: The roil was called by the Deputy City Clerk and present were: Mayor
Kiselewski, Vice Mayor Monroe, Councilman Aldred, Councilman Kiedis and
Councilman Martino. City Attorney William Brant was also in attendance.
The City Manager, John Orr, was out of town attendsig a riffs Seminar
in Orlando.

STEMS BY T:fE Per the request of the City Manager, the Council unanimously adopted a
CITY biAIAGER: motion authorizing, him to expend $3100.00 for the relocation of the
irrigation pump to the Thompson River, menses to come from Council
Contingency.
Per the request of the City Manager, the Council unanimously adopted a
motion authorizing him to expend $1700.00 for the placing of sod around
the r,unicipal swimming pool, monies to come from Council Contingency.

ITEMS BY MAYOR AND COUNCIL:
COUNCILMAN Per the request of Councilman Martino, the City Manager will check with
MAHT77 the Police Chief as to why there were 5 patrol cars in the parking lot
when he came to the Council meeting tonight.
VICE MAYOR Vice Mayor Monroe stated that a year has passed since the Comprehensive
IONROE: Land Use Plan was adopted and that it is time for the Planning and
Zoning Commission to review it again.
MAYOR KISELE'NSKI: Mayor Kiselewski statea he is in receipt of a letter from Sandtree
requesting an extension of time for completion of the Sandtree PUD.
The City Attorney was requested to prepare an Ordinance per their
request for 1st reading on June 3, 1982.
COMMENTS PROi•[ THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
MR. TOSPHER: Mr. Tospher, Sirdwood St., PBG, addressed the Council requesting that
action be taken to improve the median strip at Military Trail and
:vorthlake Boulevard.
RESOLUTIONS:
RE:SOLUTIG.: 22, Resolution 22, 1982, providing for the input of the .ite Flan and

by the Deputy City Clerk. Resolution 12, 1992, was adoptec by the
Council by a 3 to 2 vote. Vote on mo t on: ?:ayor 'iseiewski, Vice
:ayor 'Ionroe and Council- an :.ldred -voted aye, Councilman Ki edis and
Councilman 1,iartano voted nay.

01�D1NAhCE 8, Prior to first reading, of Ordinance 8, 1982, revamping the City's Off -
1982 Str, =et Parking, the members of the Council were in agreement that this
proposed Ordinance be broken down into 3 separate Ordinances.
The first Ordinance, Ordinance C, 1982, would amend the wording in
Sections 5 & 6; amend the number of feet referred to in Section 14 from
65' to 61' anc 45' to 431; create smaller parking spaces; and require
additional parking spaces for medical and dental offices or clinics.
he second ordinate, Ordinance 11, 1982, would restrict the parkin,, of
all veh..cles in the Swale areas between the hours of 2 A.M. and 6 A.m.,
aid that no trucks an excess of three- fcurths ton be allowed to park

at any time in residential zoning districts unless making deliveries
or picking up goods.
The third ordinance, Ordinance 12, 1982, would only permit the parking
of recreational boating and camping .quipment only behind the front
elevations on residential property.
Ordinance 8, 1982, as amended, was read by the Deputy City Clerk, on
first reading by title only, by a unanimous vote of the Council.
Ordinance 11, 1982, as drafted, was read by the City Attorney on
first reading by title only, by a unanimous vote of the Council.
Ordinance 12, 198 ?, as drafted, was read by the City Attorney on
first reading by title only, by a unanimous vote of the Council.
A Public Hearing and the Council's consideration of adoption on these
proposed Ordinances, will be held by the Council, in the near future.
ORDINANCE 9, By a unanimous vote of the Council, the Deputy City Clerk read in
full, on first reading, Ordinance 9, 1982, providing for an extension
of time for the completion of the Vision I PUD.
Ordinance 9, 1982, will be considered for adoption by the Council at
their Regular Meeting of June 17, 1982.
ORDINANCE 10, By a unanimous vote of the Council, the Deputy City Clerx reae in
1982 full, on first reading, Ordinance 10, 1982, amending the restrictions
on campaigisigns in the City.
Orainance 10,1952, will be considered for adoption Dy the Council
at the Regular Meeting of June 17, 1982.

ORDINANCE 1982, PROVIDING FOR THE 55' [BIDE "GREEN BELT ALONG PGA
The members of the Council discussed the rough draft of Ordinance
1932, providing for the 55' wide "green belt" along PGA Boulevard,T
and concurred with Councilman Martino that paragraph 4, of the proposed
ordinance be omitted.

Following their discussion, the City Attorney was requested to re -draft
the ordinance, incorporating the thoughts of the Council, for a Public
Hearing to be held by the City's Planning and Zoning Commission in the
near future.
DEFINING CPO ZONING CLASSIFICATION (COMMERCIAL VS. PROFESSIONAL OFFICES
The members of the Council briefly discussed the recommendation of
Councilman Martino that the Commercial Professional Office zoning
classification be amended, eliminating its connotation of retail
intensity.
Councilman Martino stated that he will bring this item up for discussion
with the members of the Planning and Zoning Commission at their next
meeting for their comments /input.
OFF - STREET LOADING SPACES
The members of the Council discussed the concern of Vice Mayor Monroe
regarding off - street loading spaces, and suggested they get the input
from the Building Official as to when they are and are not required in
a project. in the meantime, the City Attorney will review the plans
that were approved by the Site Plan and Appearance Review Committee
for a professional office building on Northlake Boulevard adjacent
to Gardens Park Plaza regarding the off - street loading spaces, and
report his findings to the Council at a meeting in the near future.

The members of the Council discussed the need for a City Planner, and
it was the consensus of the Council, for the time being, to use the
services of Mr. Marvin Hill on a need basis; and to discuss the need
for a full -time planner during the up- coming Budget Sessions.
The City Attorney will obtain copies of the billing system used by
Martin County for a land planner.
Vice Mayor Monroe requested that anything "out of the ordinanary"
requested by a Department Head, be brought to the attention of the
City Manager first, prior to budget sessions, so there is no "last
® minute surprises ".

Per the request of Attorney George Ord, representing the Oakbrook
Square Office Park PUD, the City Attorney was requested to prepare
an Ordinance extending the time for the completion of the Oakbrook
Square Office Park PUD, to be considered for adoption by the Council
at the Regular Meeting of July 1, 1982.
Councilman Kiedis requested that the Building Official check into
the problems of drainage at McDonalds Restaurant, as to why it does
Dot drain properly.
There being no further discussion, the meeting adjourned at 10:15 P.M.
