ROLL C1LL: The roll was called by the Deputy City Clerk and present were: Mayor
Kiselewski, Vice Mayor Monroe, Councilman Aldred, Councilman Kiedis, and
Councilman arcino, City Manager .John Orr, and Attorney William Brant
were also in attendance.

Hearing on the Proposed Use of Federal Revenue Sharing on Monday, August
Card at 7:30 P.M., and on Tuesaay, August 2Lth, the City's Planning and

r. Jerry Broirnlee. nirec.cr of Falm Beach County Library- System, was in
attendance to address the Council pursuant to the location of the library
proposea for Palm Beach County Taring District at Palm Beach Junior College,
,,'=, Carpus on PGA boulevard.
�'r. Brownlee stated that, presently, the City is Leine served by a branch
liorary facility lccatea in the Sun Building on i '.ilitary- Trail, and has
approKSmatcly 20,000 volumes.
The, librory system is a special taxinE district, in tnat no funds to
operate it comes from general tax 1evieo, anu is operated under a Special
Act from Legislature, whose function is to provide public library service
to unincorporated areas of the County plus to those municipalities who
chooae to participate Ln that, taring district rather than supporting

Mr. Brownlee went on to say that the ,point library proposal first came
to the attention of the Library Advisory Board, they in turn advise the
County Commission who are the final policy making and budgeting authority
fir the Special Library Taxing District.
At, uhis point, ',Ir. Brownlee 1e s they do not havc endul;h Lnformatlon to
make „ decision on the mag -,tude of $2,000,000 toward a capital project.
Mr. Brownlee introduced "•;r. Tony Smith, Assistant County Administratnr,
who stated that the $2,000,000 does not exist in actuality, It merely
exists in conceptual terms. To date, there has not been a committment
on behalf of the Board in terms of a $2,000,000 allocation for the library.
Following a brief question and answer period, the members of the Council
thanked Mr. Brownlee for being in attendance to discuss the library
oronosal.
Tt was the consensus of the Council discuss this item a;;ain at a
meeting in the near future.

Vice tIayor ,Monroe also suggested that the City's code book be uodated;
presently there are sections 1.11 the code book not up to date. It was
suggested that she take the code boob: and gave each member of the Council
a section for them to review for their suggestions on which areas need
upuating.

lab' Resolution 31, 1982, requesting the aporopriation of funds for imrove-
ments to Alternate A -1 -A.
Resolution 31, 1582, was unanimously adopted by the Council.
3BSOLUT_`0. 32, By a unanimous vote of the Council, the Deputy City Clerk read in full,
Resolution 32, 19F,21 closing the north side of' dolly Drive from the
Thompson River to Gardenia Drive, to vehicular traffic durin- school
hours.
Resolutiou 32, 1982, was unanimously adopted by the Council as amended,
with the rer,i:g, "Palm Beach Gardens High School" deleted, and 1n its
stead inserted the cording "Public schools on Holly Drive" in the title
paraEraoh and in the nth line of Section 1.

198L Resolution 33, 1982, petitioning the Boara of County Commissioners for
relief from dual taxation.

ORDTi�AJNOE 5, i;ayor i;iselewnki reopened the Public Hearing, which was duly advertised
la` on dune 28. 1922, and recesseu at the meeting of July 15, 1982, and
lvli on rho intent of Ordinance 5, 1982, providinf; for the creation of
a wish CG-1. General Commercial usages, on a 33.9 -acre parcel located
on the southeast corner of Northlai :e Boulevard and 1 -95.
Attornoy John Gary, representing Kroh Brothers, developer;; of the
";,orthlake Trade Center ", addressed the Council pursuant to their
proposed PUD stating all changes as requested have now been incorporated
intc the site plans; I,r. David Plummer, Traffic Consultant has responded
in letter for;r rotarainr; the traffic; fir. G.I. Will, representative of
Gulf Oil, has afreed to a 50' high si5n with landscaping, and these
olarc v,11 be made a part of the record as Exnibit "C ".
t9r. Mark Gillis, representing Dave Plummer, Traffic Consultant, addressed
t;e Council stating teat if the City is uncomfortable with the traffic
uncertanties, a iraff_ic monitoring; aystetn -n Nc rthlako Boulevard at
,andtree Drive r,i,r be an alternative. The program could begin in 2
years after the l,:t C.C. is _ssusd for the project, and then every
year until after the final C.O. is issued. Tne monitoring system would

monitor the level of service. If the level of service fell to an
unacceptable level, then alternative control strategies could be looked
at and possibly implemented.
Attorney Gary went on to say that the additional 10' that has been
purchased by the dovelopers alon;,,.,andtrec Drive will uc de_ded to the
City, and the deed alone; witli the drawji,E °s will be made a part of the
records.
The petitioner's were in agreement to a letter, of coMi ttment from the
City stating they would participate in the landscaping of the median
in front of their project cn Northlake Boulevard.
Mayor Kiselewski read a letter from the City Engineer of this date,
approving the concept of said site regarding drainage, and will be made
a part of the record.
Frior to clo3ing of the Public ;gearing, the City Manager recommended
that the Council consider the traffic monitoring system, so future
problems woula not arise, and to rake the County aware of the situation.

Tiiis Ordnance will be read on 1st reading at the Regular Meeting
of September 2, 1952.
PETITIONS AND CMIUNICATIONS:
DR. ED EISSEY Mayor Kieelewski acknowledged receipt of a communication from
Dr, Ed Eissey, President of Palm Beach Junior College, thanking
the members of tze Council for allowing him to be in attendance
to discuss the library proposed for the North Campus of Palm Beach
Junior College on ?CA Boulevard.
