WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
OCTOBER 14, 1982
The Workshop Meeting of the City Council of Palm Beach Gardens,
Florida, was called to order by Mayor Kiselewski at 5:00 P.M. in
the Assembly Room, 10500 North Military Trail, Palm Beach Gardens,
Florida, and opened with the Pledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the Deputy City Clerk and present were:
Mayor Kiselewski, Vice Mayor Monroe, Councilman Aldred, Councilman
Kiedis, and Councilman Martino. City Manager John Orr and At:.orney
William Brant were also in attendance.
ANNOUNCEMENTS: Mayor Kiselewski announced that on Tuesday, October 19, 1982, there will
be a meeting of the City's Merit System Board at 7:30 P.M., and on
Wednesday, October 20, 1982, the Z n .,g Board of Appeals will be
meeting at 7:30 P.M.
PRUCLAMATIOidS: Mayor Kiselewski read a proclamation proclaiming the month of October,
1982, as "Toastmasters" month.
PRESENTATIO., OF AWARDS TO WINNERS OF CITY'S GOLF TOURNAMENT HELD ON SEPTEMBER 25th, 1982
Mr. Doug Hood, Director of the City's Recreation and Parks Department,
along; with i ✓ayor Kiselewski, presented trophies / prizes to the winners
of the City's annual golf tournament held at the PGA National, Squires
Course, September 25, 1982.
PRE3ENTATION OF AWARDS TO WINNERS OF "FIRE PREVENTION" POSTER AND ESSAY CONTESTS
On oehalf of the Fire Department, Mr. Bill O'Brien, assisted by
members of the City's Volunteer Fire Department, presented cash
prizes to tnis year's winners of the "Fire Prevention Week" Poster
and Essay Contests.
The members also presented a certificate to the Palm Peach Gardens
Women's Club in appreciation of their assistance.
The members of the Council applauded the children and their parents
for their participation /support in "Fire Prevention Week ".

REPORTS:

Mayor Kiselewski reported he has spoken with Mr. Charlie Walker and
was advised that it is in the County's Budget to install the curbing
and do all the necessary work on Northlake Boulevard, and will let the
City know when the work is to begin.
VICE MAYOR MONROE:
Vice Mayor Monroe reported on the Beautification and Environmental
Committee meeting she attended last evening. The minutes will be on
file in the City Clerk's office.

In response to Vice Mayor Monroe, the City Manager confirmed that the
County Commission meeting regarding the library, is still on for next
week.
Vice Mayor Monroe suggested that Perry Cable TV be contacted that when
their service personnel are making service calls in residential areas
using their own personnel vehicles, these vehicles be identified wit,i
the company's name.

Mayor Kiselewski stated that over the past few months they have discussed
lndustrial Revenue Bonds, and in his discussion with Attorney Brant,
he was advised that it is not necessary for the City to make any
OrdlnFnces or legislation that, if we desire, to issue letters of
inducement.
]Mayor Fiselewski suggested that we pass this information along to the
Chamber of Commerce and any other organizations that may be interested.

RES07UTJQJJ During the workshop session on Resolution _, 1992, appointing a
1982 member to fill "Group 1" vacancy on City Ccucil, effective November
2, 1922, the members of the Council were in agreement ;,o Mayor
uiselewski's suggestion that the City Clerk post a notice giving a
ueadline of October 21, 1982, as the last day to accept applications
for Councilman, and that each applicant be notified to be in attendance
at the October 28, 1982 Regular Meeting to give a 3-5 minute talk on
their qualifications.

Pr.i.or to the discussion on the recently passed Ordinance 11, 1982,
which amended the City's off - street parking and loading regulations,
Mayor Kiselewski reaa into the record a letter from Mr. Walter
Wiley of Hyacinth Circle along with a petition signed by residents
in the area, asking the Council to consider parking of cars in the
road and suggested that they be allowed to park 1' into the roadway,
and to place a time limit allowing the parking of recreation vehicles
in the swale areas.
The City Attorney was directed to draft an Ordinance amending
Ordinance 11, 1982, incorporating the thoughts of the Council to
allow passenger vehicles to encroacn a maximum of 12" in the paved
portion of the right -of -way of a two lane street, and that trailers,
boats or operdble recreational vehicles be allowed to park in the
AM Swale for a period nor to exceed 24 hours.
This Ordinance will be scheduled for a Public Hearing with the
Planning and Zoning Commission, in toe near future.

Discussion on the creation of a Planned Industrial Development
District in the City's Zoning Code, was postponed to a future date,
to enable the members of the Council to review the City of Boca
Raton's Planned Industrial District Code that .ill be forwarded to
them in a couple of weeks.

COUNCILIIAN [,ICHAFL Mayor Kiselewski acknowledged receipt of a communication from
flART70 Councilman Martino cubmittirg his application for the Group 1
Council seat that will be vacated by him on November 2, 1982.

Letter from Mr. Carl Sabatello, outlining his conversation with
Mr. Martos of the State DOT regarding the 'ntersection of Shady
Lakes Boulevard and PGA Boulevard.
