HomeMy WebLinkAboutMinutes Council 020482CITY COUNCIL REGULAR MEETING CITY OF PALM BEACH GARDENS FEBRUARY 4, 1982 The Regular Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Kiedis at 8:00 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the City Clerk and present were: Mayor Kiedis, Vice Mayor Martino, Councilman Aldred, and Councilwoman Monroe. City Manager John Orr and Attorney William Brant were also in attendance. Councilman Kiselewski was not in attendance, as he was out -of -town on vacation. MINUTES; The minutes of the Regular Meeting of January 7, 1982 were unanimously approved by the Council, as written. ANNOUNCEMENTS: Mayor Kiedis announced that on Tuesday, February 9. 1982, meetings of the City's Planning & Zoning Commission, Recreation Advisory Board, and PBG Fire Dept., Inc. will convene at 7:30 P.M.; and the City's Beautifica- tion and Environmental Committee will hold their monthly meeting on Wednesday, February 10, 1982 at 7:30 P.M.. PRESENTATION OF PLAQUE OF APPRECIATION TO MR. JACK HANSON, MEMBER OF THE CITY'S STAFF 1972 -1982 On behalf of the other members of the Council, Mayor Kiedis presented a plaque of appreciation to Mr. Jack Hanson, member of the City's staff for ten years on January 19, 1982. ITEMS BY THE CITY MANAGER: AWARDING OF BIDS Per the recommendation of the Crty Manager, a motion was unanimously FOUR NEW MALIBU adopted by the Council they award the bid received January 21, 1982 from Bruce King Chevrolet for four new Malibu, without police packages, with $30,000 of the $31,994.48 to be taken from Federal Revenue Sharing and the remaining $1,994.48 to be taken from the "Law Enforcement Assistance Fund" allocated by the State to help fight crime. ADDIT10N, OF At their monthly meeting of February 2, 1982, the City`s Merit System "IDENTIFICATION Board recommended to the Council incorporation into the City's Merit CLERK" TO POLICE DEPT. System Rules and Regulations the job title /description the City Manager composed pursuant to the discussions of the Council at their Workshop Meeting of January 28, 1982, City Council Regular Meeting, 2/4/82 Page 2 The members of the Council were in favor of the inclusion of this new job classification in the City's Merit System Rules and Regulations, with the verbiage ", such as dispatching." added to the end of the sentence "Performs related work as required." under the sub - heading "Statement of Duties : ". They were also in favor of the filling of this position in the Police Department, with the proviso the Police Chief fully understands the Council will reduce the total quantity of personnel performing dispatch and clerical work back to eight, if there isn't a substantial reduction in overtime. A motion was unanimously adopted by the Council, the job classification "Identification Clerk" be added, as amended, to the City's Merit System Rules and Regulations" and this position be filled in the Police Depart- ment, with the salary, at this time, to be the same as a dispatcher. REPORTS: While reporting on the meeting of the Merit System Board he attended on CObNCILMluN ALDRED: February 2, 1982, Councilman Aldred commended Mrs. Susan Ford, for her outstanding work since her recent appointment. MAYOR KIEDIS: Mayor Kiedis reported the City's Community Activities Building is well in progress. Vice Mayor Martino's suggestion that a cornerstone /plaque be placed at this facility will be considered by the Council in the future. ITEMS BY THE MAYOR AND COUNCIL: COUNCILMAN ALDRED: Councilman Aldred suggested that while the "Stop" sign recently posted at the intersection of Gardenia Drive and Honeysuckle Avenue has helped the problem with speeders, the City also post a couple of "Slow - Children Playing" signs on the north /south section. Mayor Kiedis suggested that, perhaps, "Slow" also be painted on the street's surface. COUNCILWOMAN MONROE: In response to Councilwoman Monroe, the City Manager advised the City is still awaiting the Palm Beach County Health Department's approval of our plans for the municipal swimming pool. The Building Official will contact the Health Department and provide the Council a progress report. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: MR. WM. ELDER Mr. William Elder, 9889 Dogwood Ave., addressed the Council presenting a petition of residents on /adjacent to Dogwood Ave., requesting a three -way stop system at the intersection of Dogwood and Daphne Avenues, to help alleviate the problem with heavy traffic and speeding. City Council Regular Meeting, 2/4/82 Page 3 The City Manager offered that with Riverside Drive already being a "No Thru Traffic" street and the above request being granted, the vehicular traffic will increase on Dahlia Avenue, a north /south artery where there is already a high volume of traffic. The members of the Council were in favor of the placement, at this time, of stop signs on Dogwood Avenue at its intersection with Daphne Avenue; and a study being performed on the rest of the area to learn if additional signs are warranted. Also, the Police Department is to better patrol these areas (i.e., maintain mobilization). RESOLUTIONS: By the concurrence of the Council, the City Clerk read, in full, Resolution RESOLUTION 6, 6, 1982, providing for an extension of one year a temporary trailer may be 1982 used for the storage of hay at "Shearin's Hardware & Ranch Supply ", 4223 Northlake Boulevard. Resolution 6, 1982 was unanimously adopted by the Council. ITEMS FOR DISCUSSION: UPGRADING CITY'S The City Manager's 12/3/81 request to expend funds to have a study per - PENSION SYSTEM formed by an independent consultant on the City's Pension System will be considered at a future meeting when a full Council is in attendance. PETITIONS AND CO.ti4.1UNICATIONS: Mayor Kiedis acknowledged receipt of communications from: ATTORNEY FRED 1. Attorney Fred Cohen, Attornev for Phase II of the Vision I project COHEN currently being developed on the west side of Military Trail at its intersection with Burns Road, enclosing o *xerpts of their "Declaration of Protective Covenants and Restrictions ". STATE DOT 2. Mr, William K. Fowler, District Engineer of the State Department of Transportation, responding to the Mayor's communication of January 22, 1982, relating the suggestions of the Council re: the I -95 interchange the department proposes to locate on Military Trail north of PGA Boulevard. MR. DOUG HOOD 3. Mr. Doug Hood, Director of Recreation and Parks, recommending changes to the City's Tennis Program's Rules and Regu]ations. GO. DEPT. OF 4. Mr. Peter J. Kelly, Director of the Land Acquisition Division of the ENGINFERING T County's Department of Engineering, re: Dr. Carmine Priore's pending application for the creation of a PUD, with CPO usages, on the north- west corner of Military Trail and Holly Drive. They request the City to disallow the improvements to overlap the Proposed Future Right -Of- Way Requirements. 0 9889 Dogwood .Avenue Palm Beach Gardens, Florida 33410 Jannary 27, 1982 John Kiedis, Mayor City of Palm Beach Gardens Dear Mr. Kiedis: In the past, neighbors have called regarding the "traffic problem" we have on Dogwood Avenue between :lolly Drive and Lighthouse Drive. Because It is very heavilv traveled by cars and bicycle riders, speeding vehicles are a serious problem. The Police Department has been cooperative but obviously cannot spend all day and night tracking speeders on this street. We feel that a traffic counter installed on Dogwood for a short time would indicate an exceptionally high traffic flow for a side street. We believe the only way to slow down traffic would be a three -way stop at Daphne (the halfway point) like the one recently installed on Gardenia at Honeysuckle. If residents of Dogwood attending a Council Meeting or submitting a petition would be effective in getting help for our problem, we would be willing to do whatever we can.
