HomeMy WebLinkAboutMinutes Council 111182CITY COUNCIL WORKSHOP MEETING CITY OF PALM BEACH GARDENS NOVEMBER 11, 1982 The Workshop Meeting of the City Council of the City of Palm Beach Gardens, Florida, was called to order by Mayor Kiselewski at 8:00 P.M, in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the Deputy City Clerk and present were: Mayor Kiselewski, Vice ,Mayor Monroe, Councilman Kiedis and Councilman Martino. City Manager John Orr and Attorney George Baldwin were also in attendance. Councilman Aldred was not in attendance, REPORTS: n VICE MAYOR Vice Mayor Monroe reported on the Beautification and Environmental r.t ONROE Committee meeting she attended last evening. The minutes reflecting that meeting are on file in the City Clerk's office. MAYOR KISELEI,SKI Mayor Kiselewski reported on the Merit Board ,leeting he attended this past Tuesday. The m,nates reflecting this meeting are on file in the City Clerk's office. ITEMS BY MAYOR AND COUNCIL: COUL-- 7L.:A.j �:IED15 In response to Councilman Kieois, the City Manager stated he is looking into three options regarding an animal warden for the City and they are: 1; the cost of what it would oe to go in with North Palm Beach; 2) to use our own City personnel; 3)and he also has been in contact with the County to find out exactly what their status is and what they are doing. Tom Vreeland, who has been a member of the Fire Department for 10 years. The Mayor along with the Council, thanked Mr. Vreeland for hjs dedicated and conscientious service to tY,e City. 'ibis Ordinance was created to clarify what is considered open space and what the uses for open space may or may not be. Councilman Martino informed the Council that at the duly advertised Publ_c Hearing held by 1,ne City's Planning and Zoning Commission on November 9, 1982, a motion was unanimously adopted to recommend approval of the concept of Ordinance 22, 1982, in that the City Attorney should review the depth of the definition to avoid possible conflicts of the interpretation and that the amendment to Section 15.1c be revise.; to separtely define the open, space requirement nCer 3__lon 1(. Mayor Kiselewski states that e_ rat local developers /planners were contacted by the City Clerk's office to review the proposed Ordinance for their comments /input, and acknowledged receipt of a communication from Mr. Hark Skokowski of Urban Design Studio, offering nis suggestion; /input. ESTABLISHING A CCHMITTEE TD MAKE RECOMMENDATIONS TO THE CITY COUNCIL RE: IIiPLEMENt1:JU CITY'S COMFEEHENSSVE LAND USE PLAN P:ayor Kiselewski opened the discussion regarding the implementation of the Comprehensive Planning Committee, which purpose will be to aid in the continual planning of rbe City and to provide recommend- ations regarding; the Comprehensive Land Use Plan for Council actions. I:. his memo to the Council members, Mayor Kiselewski suggested that tnis Committee be made up of five members living in different sections o° the City, along: with a member from the Planning and Zoning; Com:,ission, Cil y a r;. +, ton arr; City Council. Councilman Martino suggested using members from the Planning and Zoning Commission /Site Plan a:a .appearance Review Committee, and tn:; City ;: anager stater than the Planning; and Coning Commission is our, Local Planning Agency. It was the consensus of the Council to go with Councilman Martino's sutlgestion, and the Deputy City Clerk was requested to have this item our on the Planning and Zoning Commission's agenda for their, ❑art me -tIng to get their input /comments. PALM BEACH COUNTY Resolution from Palm Beach County agreeing to the annexation/ rezoning request of property tc, "PO - Commercial Professional Office, on Military 'frail. MR. JOHN ORR, CITY The City Manager stated that he met with representatives from Loehmann's Plaza along with 2 members from the Site Plan and Appearance Review Committee, and the Building Official Jack Hanson, and went over the landscaping and general appearance of the Center with the Developers. The developers were in agreement that the landscaping needs more work and tN,cy will repa.,.nt the fencing around the A/C units to matcn 'cqe painted archways on the exterior walls, all meters will be .screened from view. :• :r.
