ROLL CALL: The roll was called by the Deputy City Clerk and present were: Mayor
Kiselewski, Vase Mayor Monroe, and Councilman Martino. City Manager
John Orr and Attorney William Brant were also in attendance. Councilman
Kiedis was not in attendance due to vacation, and Councilman Aldred was
not in attendance due to an illness in his family.

The Cite Manager, requested consideration by the Council for the City
',o hire a trai•fic engineer, which will be paid for oy Bankers Land
company, who are in the process of dev,;loping a large tract of land on
the iuorth side or PGP Boulevard, between A -1 -A and Prosperity Farms Road.

'r. Jam Zook of K2,rnley Worn, addressed the Council regarding the

In response to Vice Mayor Monrce, Nr. Zook stated you take the background

developed, plus the eyisting traffic, plus the impact of the proposed
project, and ada all three together and evaluate them on a 24 hour
trafi•ic bads to see whether or not the project meets performance stand -

cannot be met, then you cannot meet the performance standards.
;,;r. David Plummer also agreed w2th this statement, and also stated his
concern, ?s not on ldorthlake Boulevard, but what the development to the
east ofrdorthlake Boulevard would do to Sandtree Drive. Improvements
will have to be made at the intersection of Sandtree at that time,
to maintain the level of service D, Nr_ Plummer will state his concern
in a letter which will be forwarded to Palm Beach County, so they will
be aware of this concern prior to any aevelopment east of Sandtree Drive.
,,;r. Flumm,er stated that he did not include background traffic in nis
Ak calculationc that he presented. He did agree with Mr. Zook in that as
the network develops on ldorthlake Boulevard, there wi'_1 be a diversion
from :iorthlake Boulevard which will lower the volume of traffic.

Iir. Jim Tiebber, F.rch,tect, presented to the Council, the types of
materials to be used in their protect, and also pointed out that they
ha-IC indicated on their plans an area along Sandtree Drive to be used
for reserved parl:lnt;. The two retention areas will be seeded instead
.Df soddinF that area. With regards to the question- on the Gulf Sign,
the petitloner5 informed the Council that the representatives of Gulf

ORDI:dAWE 13, Uurtn,; the work_hon session on Ordinance 13, 1982, creating a PUD with
19,) CG -1 u:;ag s o., a 4.5 -acre parcel located on the south jade of FGA
Eoulevard, west of the Driver's License Facility, Mr. Steve Yeckes,
architect and Authorized Agent for Mr. Robert Farmer, Owner, addressed
the Council regarding their proposed PUD.
b;r. Yeckes stated they have now worked out an agreement with Bankers
Land Company for site access to their project, using the existing
nedyan cut on FGA Boulevard. They will construct an "L" shaped access
over the canal located to the west of the property. Originally, they
were going to use a new median cut on PGA Boulevard, which they have
already secured a permit for, and talking with Bankers Land Company,
they both a2reee tnat the exactln '.edian cat would be more desirable.
,',,ey have not been in contact with McCloskey - Balls, their neighbors to
the east about a new median cut. To the east of their property, they
are proposan;, a right turn in and a ri _-ht turn out. [Ir. Yeckes stressed
the fact tnat tney have not dasturoed anything exisiting on PGA Boulevar
;;ayor K selewski expressed concern regarding the project to the ea-t
wli c.i has already been approved, and zt was his understanding; that
new median cuL would ;e "hared with them and the project Hoer before
them. He stated that the ficClookey -bills pro ect will have their traffic
pattern going counter- clockwise, so that when Lhe people exited their
project to go west on PGA Boulevard, they would have no problem because
of the new median cut that would be shared between the two properties.
They will now 'rave to go down PGA Boulevard to the median cut and turn
west.
Ir. Jim :ock, Traffic ConsulLant, addressed the Courcal stating that a
ew nedaan cut might be approved at that location on a temporary basis,
because of its closeness to the existing median cuts. To date, the
�;cCloskey -Palls people do not have an approval for a median cut from the
LOT.
in response to Mayor Kicelnwski, Attorney Brant stated that legally,
ac far as the McCloskey -Bills project, in order for them to get a
buLldzng permit, they are going to have to follow the FUD as approved
by the Council, with the curb cut as designated. If they can't get

a curb cut from the DOT, they will have to art< for a revision to their
FUD; as far as the Ceuncsl's posit.ion,nothinf, has changed, the record

The City Nanader informed the members of the Council that he is in

he ::a_ reviewed the preliminary draina;,e plans, submitted by Mr. James
Titzel, F.E., Engineer for the project, and that these plans were very
preliminary regarding the concept for drainage, and is not submitted as
final plans for site improvements. He had no objections to the concept
as presented, and advised Pir. Titzel that he would not be able to make
any adaitional comments until aetailed plans were submitted.

the project, stating that they are trying not to disturb the existing

since schools are not open yet. Mayor Kiselewski also informed the
Council that the Folice Chief was highly in favor of this.
The City Manager stated that if we were to implement this plan, the
traffic speed in that area would have to be reduced while school is in
session; also, the residents should be made aware of these plans, perhaps
through the local "Weekday" newspaper.
It was the consensus of the Council to table further discussions on this
item until a full Council was in attendance. In the meantime, the
Council requested the input of the Police Chief, Fire Chief, and Public
Works Director as to their suggestions. The City Manager was requested
to also get the input from Palm Beach County in writing regarding the
opening /closing of Holly Drive.
RENOVATIOIiS TO In response to Mayor Kiselewski, the City Manager stated that he is in

the costs to renovate the Assembly Room.
FIBE It -;FACT Per Mayor Kiselewski's request, the City Attorney will legally reply

in order for the Council to proceed on the pending Fire Impact Fees
Ordinance.
FET1TIONS AND COMMUNICATIONS:
COUNTY COMIDM. PEGGY Mayor Kiselewski stated he is in receipt of a letter from County
EVATT
Commissioner Peggy Evatt stating that t•:r. William Finley, President of
Bankers Land Company has proposed the renaming of Alternate AlA. The
names submitted by his employees were: Celestial Way, Frenchman's
Highway, Goldcoast Highway, North County Road, Seacoast Boulevard, and
Treasure Coast Boulevard. llrs. Evatt requested the City's input prior
to further action being taken.
The members of the Council agreed on she name North County Road, and
this will be sent to her from the City Manager.

The City- is in receipt of a Resolution from Palm Beach County approving
the Northern Falm Beach County Chamber of Commerce project, waiving the

Mr. Marcus T. Rothstein. 1117 Rainwood Circle, F3G, expressing 4 items
o" concern regarding tcie City, and things he outlined wtr.zch would bettor
the City. This letter was turned over to the City Manager for his input.

CITY OF CORAL Mayor Kiselewski stated he is in receipt of a Resolution from Coral
Srrings, Florida, oposing the pending Florida Power and Light rate
increase.
MR. GEORGE JACOBS Letter from Mr. George Jacob,, Lighthouse Drive, PBG, thanking, the members
of the Council for their help in the placement of stop si7ns on Lighthouse
Drive.

Vice Mayor Monroe requested of the City Manager that the members of the
Council be provided a "checklist" along with a PUD application that
comes before the Council for approval, to be signed off by the Planning
and Zoning Commission. This will ensure that when a petitioner comes
before the Council for their approval, nothing will be missing in their
application. Also to be included in this checklist, whether or not the
property in question conforms to the Comprehensive Land Use Plan.
There being no further discussion, the meeting adjourned at 11:30 P.M.
