WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
APRIL 8, 1982
The Workshop Meeting of the City Council was called to order by Mayor
Kiselewski at 8:00 P.M, in the Assembly Room, 10500 Nortn Mil-itary
Trail, Palm Beach Gardens, Florida, and opened with the Pledge of
Allegiance to the Flag.
ROLL CALL: The roll was called by the Deputy City Clerk and present were: Mayor
Kiselewski, Vice Mayor Monroe, Councilman Kiedis and Councilman Martino.
Councilman Aldred was not in attendance due to a business committment.
City Manager John Orr and Attorney William Brant were also in attendance.
ANNOUNCEMENTS: Mayor Kiselewski announced that the City's Planning and Zoning Commission,
the PBG Fire Dept., Inc., and the Recreation Advisory Board will be
meeting on Tuesday, April 13, 1982, at 7:30 P.` ?., and the City's Zoning
Board of Appeals, and the B & E mom ittee will oe meeting on Wednesday,
April 14, 1982, at 7:30 P.M.
Mayor Kiselewsk. also announced that the City's Administrative offices
will be closed this Friday, April 9th, in observance of "Good Friday ".
PROCLAMATIONS:
Mayor Kiselewski read a proclamation proclaiming the week of April
18th - 24th, 1982, as "Victims nights Week ".
ITEMS BY THE CITY
MANAGER:
HORIZON TELEPHONE
The City Manager addressed a letter he received from Mr. Brian Dunne,

regarding the Horizon. Telephone System, and stated he has asked Mr.
Dunne to give the City a bottom line figure of the new increases. The
City Manager will inspect a similar system now in operation, and will
report back to the Council; and further recommended that the City move
in this direction as soon as possible, because the deadline for the
new listings in the telephone books is due on or before June 10th.
WORKSHOP MTG.
Per the request of the City Manager, the members of the Council unanimous -

ly adopted a motion to authorize the City Manager to attend a workshop
seminar in Orlando, to be conducted by the Traffic Institute of North-
western University, the week of May 17th through 21st. The cost for
this seminar is $400.00, and monies are ro come from Council Contingency.

tax will be going into effect on May 1st, 1982, and he will be trying
to find out how much this additional tax is going to cost the Community

Center, now under construction. This additional tax will also increase
the dollar pay -back on the interest rate, and perhaps he can negotiate
that figure (when obtained) with Mr. Vincent Pappalardo. Mr. Orr
also advised the Council they have expended $300,000 so far, and not
all of that was for materials.
The City Manager will provide the Council at their Next meeting, a
breakdown for some additional costs for the Community Center, which
will be ubout a 56,001 - $7,nt!U lafferential, plus $13,000 for
drainag,- .
REPORTS:
VICE MAYOR
Vice Mayor Monroe reported on the Site Plan and Appearance Review
MONROE:
Committee meeting held April 6, 1982. These minutes reflecting that
meeting are on file in the City Clerk's office.

Mayor Jiiselewskz advised the members of the Council, that the Jewish

breakfast on April 30th, 1982, and extended their imitation for the

The members of the Council voiced no objections to the request of the

COUNCIUiAN KIEIDS-
Councilman Kiedis stated that the City Council should have final
say on all Sice Plan approvals. In response, the City Attorney stated
the petitioner can appeal the decisions of Site'Plan Review to the
City Council, or the Administration, (i.e., City Manager) can appeal
the decision.
The members of the Council would like to discusi this item further
at a workshop meeting in the near future.
VICE MAYOR MONROE:
Per the request of Vice Mayor Monroe, the Council will discuss "Loading
Zones" as it pertains to the City's Zoning Codes, at a workshop
meeting in the future.

In response to Vice Mayor Monroe, the Cite Manager advised that the
PGA National had a permit to have fireworks at the opening night of
the Citizens Cup Tennis Tournament, but did not have a permit for the
second night, and were stopped by the Police Department.

Mice Mayor Monroe stated that Mrs. H-�len Gallagher is in a Miami
hospital, and reported that she came through open -heart surgery
successfully.

ORDINANCE 4,
Mr. Hank Skokowski, President of Urban Design Studio, was in attendance

to present to the members of the Council, a preliminary draft of the
tree preservation ordinance for the City, that he, along with represent-
atives of Bankers Land Company had prepared.
Mr, Skokowski advised the Council that he has been in contact with
other municipalities regarding their tree preservation ordinance, and
incorporated this information into the draft. Bankers Land Company
assisted him with the legal verbiage.
Subsequent to further discussion, the member of the Council concurred
that they would rather poetpone any further discussion until their
next meeting, (time permitting) when the revised draft was completed
and they had time to review it. Mr. Skokowski will have the completed

draft by Tuesday for the Council's maildrop that evening.
ORDINANCE
The City's Fire Marshal, Tom Vreelanc. was in attendance to discuss

with the Council, the amended draf* of the City's Fire Prevention and

Protection Code, he prepared.
Mr. Vreeland went over each page with the Council, making various
changes, and the draft was given to the City Attorney for him to
prepare in Ordinance form incorporating the thoughts of the Council,
for their review, prior to the Council's consideration of adoption,
at a Public Hearing to be held in the near future.
ITEMS FOR DISCISSION:

Councilman Kiedis stated that some thought should be given to our
Zoning Codes regarding FUD's, in that our Codes are categorized by
units per acre, which is what density is based on. For instance, in
a multi- family PUG, you can have 8 units per acre, regardless of the
number of bedrooms, ai,d further stated he feels density is people,

not units per acre. The impact on a community, roads, etc., could be
triple what it is now with one unit containing 1000 sq. ft. versus a
t,,iit that has 2,000 sq. ft. with 3 bedrooms.
It was the consensus of the Council that this shoud be taken into
City Council Workshop Meeting, 4/8/82 Page -4-
into consideration, when a PUD is being developed.
