WORKSHOP MEETING
40 MARCH 11, 1982
The Workshop Meeting of the City Council of Palm Beach Gardens was
called to order by Mayor Kiselewski subsequent to the Reorganizational
Meeting of this date at 8:25 P.M.
REPORTS:
MAYOR KISELEWSKI: Mayor Kiselewski thanked the other members of the Council for their
vote.
Mayor K_.selewski reported on the Beautification and Environmental
Committee Meeting held on Wednesday, March 10, 1982, at which they
discussed establishing a list of "protected trees" in the City, and this
year's project will be improving the appearance of the intersection at
Military Trail and Northlake Boul —ar

AM CCUi;CIL;IAN KIEDIS: Councilman K.iedis stated last week ne attended the Golden Knights Para-
chute drop at the JDhl Country Club for the annual "kicy -off" of the
Royal Palm Festival. He had the opportunity to talk with 11r. Tom Waldron
regarding the members of the Council going up witn him in his helicopter
to tour the City, and would be more than happy to do this when the

Council can set a date and time they can be available for the tour.

Councilman r'arti ^o stated, "On behalf of the Council, I would like to

thank Mr. John Kiedis for his stewardship this past year as Mayor of our
City, I think also on behalf of the staff and residents, we would like
to pay him homage and compliment him on a fob well done in a professional
manner, and hope to see him back here ".

Vice Mayor Monroe stated she received a telephone call from Mr. Leland
NDijEOE:
Coons, newly appointed alternate member to the Planning & Zoning Com-
mission, expressing his apologies in that he cannot serve on this
Co;rlmassion due to other commitments. She suggested perhaps switching him
from the Planning & Zoning Corruaission to the Site Plan and Appearance
Review Committee, since they haven't been meeting too frequently lately,
and putting Richard Rogers, who was recently appointed alternate member
to the Site Plan and Appearance Review Committee, on the Planning and
Zoning Commission.

49 Councilman Martino suggested that pursuant to his more recent conversa-
tior wits Mr. Goons, he be left on the Planning and Zoning Cormnission.

Attorney advised him the City is not the enforcement agency for deed
restrictions.

RESOLUTION 13,
During the workshop session on Resolution 13, 1982, appointing Members
1962
to the City's Site Plan and Appearance Review Committee, the Council
inserted the name George Bayer in the blank of Section 1, and the name
James Hollenbeck in the blank of Section 2.
Resolution 13, 1982, will be considered for adoption by the Council, at
the Regular Meeting of March 18, 1982•

During the worksho: session o.-, Orainance 29, 1981, Regulating False

Alarms to the Police and Fire Departments, the Council changed the dollar
figure in the second DararCraph of Section 17.99 to $20.00 and in Section
17.104, the service fees in the first and second oaragrachs frcm $25,
$50 and $100 to $50, $75, and $150 respectively.
This Ordinance will be considerea for adoption by the Council, at the
Regular Meeting; of March 18, 1982, subsequent to exercising a Public
Hearing.
ORDINANCE 4
During the workshop session on Ordinance 4. 1982, the City Attorney was
requested to, with the assistance of Louis Timcnak, Attorney of Bankers
.:..nu C,),F::ary, incorporate the thoughts of the Council into the March 3,
1982 draft of Ordinance 4, 1982.
At their Regular Meeting of Mares 18, 1982, the Council will r c,s:,s the
Fublic Hearing on their consideration of adoption of this Ordinance to
their Regular ?fleeting of April 1, 1982. In the meantime, Mr. Rick
4;arrer, Red,istered Landscape Architect will provide the Council supportive
da +,s o:, his recci)nenaatien that the definition of trees be increased to at
least a 3" diameter.

FIRE MARSHAL'S
Mr. Tom Vreeland, the City's Fire Marshal, addressed the Council
RECOMMENDED
pursuant to his recommended amendments to the City's Fire Prevention
CHANGES TO
FIRE PREV. CODE
Code, (Chapter 11 of the City's Code of Ordinances). This rewrite
will be further workshoppeo by the Council at a future meeting. In
the meantime, Mr. Vreeland will advise the Council, in writing, where
this code is redundant to Fire Prevention Codes of other regulatory
agencies. Also, Vice Mayor Monroe, Liaison, will request the input
of the Merit System Board regarding the ,lob descriptions of the
Fire Chief, Fire Marshal, etc a- now outlined in Chapter 11 of the
City's Code.
REVAMPING OFF- STREET
Revamping off - street parking requirements of the City will be

APPOINTMENT OF CHAIRMAN PRO -TEM OF THE CITY

Mayor Kiedis opened the floor to nominations for Chairman Pro -Tem.
Councilman Aldred nominated Vice Mayor Martino as Chairman Pro -Tem.
Vice Mayor Martino was appointed Chairman Pro -Tem of the City, by
acclamation.
RESOLUTIONS:
By the concurrence of the Council, the City Clerk read, in full,
RESOLUTION 11,
Resolution 11, 1982, appointing Donald Kiselewski Mayor and Linda Monroe
1982
Vice Mayor of the City. Resolution 11, 1982 was unanimously adopted by
the Council.
RESOLUTION 12,
By the concurrence of the Council, the City Clerk read, in f,+ll,
1982
Resolution 12, 1982, with the paragraph of Section 3 deleted. Resolution
12, 1982, setting forth those persons who are authorized to sign and
countersign the City's checks and gain access to the City's safety
depository boxes, was unanimously ?dnnted by the Council as read by the
City Clerk with the names "John Kiedis" and "Dick Aldred" inserted in
in the blanks of Section 1 and the names "Donald Kiselewski ", "Linda
Monroe ", and "Mike Martino" inserted in tle blanks of Section 2,
respectively.
