called to order by Mayor Feeney subsequent to the adjaurnment of the
Special r1eetang at 8:14 P.M. ar: the A sembly Room, 10500 North Military
Trail, Palm Doach Gardens, Florida.

Mayor Feeney, Vice Mayor Aldred, Councilman K>ed>s, Coun ^rlman Laurie,
and Councilwoman Monroe were in attendance. Attorney George Baldwin was
also in attendance.
ANNOUNCEMLNTS:
Mayor Feeney announced that a meeting of the City's Zoning Board of
Appeals will take place on Wednesday, February 18, 1981 at 7:30 P.M..

The Mayor will follow up the City Manager's request of the County to
explore the location of some kind of device on [turns; Rocd under the
I -95 overpass to protect pedestrians /bicyclists from vehicular traffic.
The Citv Manager will explore the status of the plans for the expansion
of the Fire Department's parking facilities, which are a part of a
preliminary pnrking / trnffic plan prepared by the City Engineer for the
City Hall properties. Ihese plans will be considered for approval by
the Council at a meeting in the near future.
The Mayor will pursue previous di;eUssion:; had with Dr. Edward Eissey,
President of Polm Beach Junior College, re: the location of a Fire
Department Sub- statioc at their site on PGA Boulevard.
MR. ROBERT in response to Mr. Bob Langsfeld, 9646 Althea Cloy, PBG, the Mayor
LPM'UFLD advised that while the City Manager and Attorney are in Tallahassee, they
are going to approach the State Department of lransportation re: pro-
hibiting flammable trucks from travcroina ''-litary Trail where there is
residential housing.
The flayor will follow up the City iannger's request of the County to
assist traffic enterinq Military Trail from the Plat #4 subdivision

At their Regular Meeting of February 19, 1981, the Council vzll consider
adoption of the February 10, 1981 draft of Resolution 14, 19 81, amending
Resolutinn 67, 1979 by extending the permissible period of time for a
temporary clubhouse to be used in conjunction with a golf course at the
"PGA National" project until February 1, 1982.

ORDINANCES: At the Requlrir Meeting of February 19, 1981, the Council will consider
ORDINANCE 1, first reading of the February 3, 1981 draft of Ordinance 1, 1981, amending
1981 "Chapter 32. Code Enforcement 3oarei` of the City's Code to be in conformity
with Chapter 166, Florida Statutes.
ORDINANCE 2. At their Regular Meeting of February 19, 19B1, the Council will consider
1981 first reading of the February 3, 1981 draft of Ordinance 2, 1981, adding
an Article VII of "Chapter 2. Administration" of the City's Code.
ITEMS FOR DISCUSSION:

Commission adopted a motion recormendinq to the Council the granting of
the request of Royal Investment and Development Corporation for the
creation of a single - family PUD on Tracts 8 and 9, Replat ltl, Plat 114,
located on the southeast corner of Elm Avenue and Military Trail.
Mr. J. Omana, Planner, addressed the Council pursuant to their proposal
to develop 2I detached single family homes under a zero - lot -t.ne concept
on this 3.04- acr^rl3rcel presently zoned 11,11- Medium Density Residential
District.
During the discussion, members ci the Council s+.iggested that the hnme-
ownors doctw,—nta for the project inctude, (1; t.`c mo-itec. ^r,ce of the
common area, including the buffer strip, 1s the responsibility of the
homeowners association; (2) a wall cannot he constructed at the parking
areas sheltered with lattice work; and (3) the rubbish to he picked up

of the request of Mr. & Mrs. William Hibel for the rezoning of a .71 -acre
parcel of lard located on the west side of Military Trail, contiguous

Mr. Ted Davis, Architect, addressed the Council on behalf of hl; clients

Hibel "definitely - intend to place on the site ".
Anticipating the Council being receptive to the project proposed for the
site but having concern that under straight zoning the State Statutes
protect the landnvner /developer from being legally bound to them, Mr.
Davie placed into the record documentation from Attorney Herbert L.
G:ldan that if' the zoning requeot is granr^ his clients, William R.
and Doris F. Hebei, would develop the site as represented by 11r. Davis.
