Tlne Regular Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Mayor Kiedis at 8:00 P.'1. in the Assembly Room,
10500 North Military Trail, Palm Beach Gardens, Florida; and opened
with the fledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the City Clerk and present were: Mayor Kiedis,
Vice Mayor Da.tino, Councilman Aldred, Councilwoman MIonroe, and
Councilman Kiselewski. City Mlanager John Orr and Attorney William Brant
were also in attendance.

approved by the Council, as amended.

approved by the Council, as written.

a*id Zoning Commission, and Recreation advisory board will convene at

ATTENDAINCE OF With Police Chief Edward Himmelsbach's assurance that he has no
POLICE CHIEF AT intentions of subsequently leaving the City, the majority of the members L1 ACAD^L1
®� of the Council were not objectionable to the City Manager permitting
him to accept the invitation of FBI Director William H. Webster to attend
the January 10th through (larch 26th session at the FBI National Academy
in Quantico, Virginia, at a cost to the City of $500, plus his regular
salary while on educational leave. Mayui kiedis was not in favor of
this for various reasons, including the possibility of the Police Depart -
aent being short -- handed during the busy winter season.
The City Manager reviewed with the Council the schedule on Ordinances
pending for Workshop, First heading, and /or Public Hearing and considera-
tior, of Second Reading.
Per the r-ecaviendation of the City ManaFer, the Council authorized the
City Attorney to draft a Resolution for their consideration, provid4
for the acceptance of the non- platted segment of Sazidtree Boulevard.
The City Ptanager reported that he and the Mayor have been invited to
at_tonci a conference in Philadelphia, PA, with some investment and money

City.

Coariission rejection of the request of 21,1r. Ceorge D. Mansfield (Petition
#31 -193) for a special exceptia, to the uses permitted in the CG- Ceneral
Ccmrercial District, to provide for the sale, rental, and repair of
auta- mobiles, including tricks, at Pave Beach Motor Homes located on the
southwest corner of Interstate -95 and Northlake Boulevard.

requested.

Councilwunan tIonroe reported that she had attended a meeting of Dr.
iKMDE
Edward Eissey, President of the Palm Beach Junior College, Dr. Otto
Smith, Provost of the Plea Boulevard branch, Dr. Dick Lepesca of the
Economic Council of Palm Bach County, and a couple of members of the
Palm Beac'n Junior College's staff, `,Ahere they exchanged thoughts with
a representative of the PEPSI Commission, a conmission in Tall hassee
established to study post - secondary education as it relates to the
industrial graoth of an area.

RESOLUTIONS:

Beach County in qualifying as an urban county under a Federal grant

was unani�rously adopted by the Council.

Council pursuppnt to the intent of Resolution 66, 1981, providing for
the creation of a nulti- family PUD on the M--14, M113, and y1-16 tracts
on the Master Plan for the PGA National PCD. LNir. Slcokowski reviewed

By the concurrence of the Council, the City Clerk read, in full,
Resolution 66, 7981, providing for the creation of a multi-family PUD
on the M-14, M-15, and Mf-16 tracts of the PGA National PCD. Resolution
66, 1981 was adopted by a vote of four ayes and one nay of the Council,
with the provisos that: (1) the plans are submitted to Northern Palm
Beach County Water Control District for their input /approval; and (2)
the Deed Restrictions include the prohibition of obstructing the him-
around area at the end of each parking lot. Vote on motion: 'Mayor Kiedis,
Councilman Aldred, Councilwoman Monroe, and Counc7.lman Kiselewski voted
aye; Vice Mayor Martino voted nay.
ORDLNANCES: By a unanimous vote of the Council, the City Clerk read, by title only,
ORDIN,V\CE 27, on first reading, Ordinance 27, 1981, providing for the annexatiari of a
1981 3,5- -acre parcel on the northwest corner of Military Trail and Northlake
Boulevard, and concurrently zoning same CG-1, General Cmn- ercial District.
A Public Hearing and the Council's cozisideration of adoption of this
Ordinance based on the petiti_en of Mir. Jac' Katter of the Marquis
Corporation will take place at the Regular fleeting of December 17, 1981.
ORDIN CE 28 lir. Alan Strassler, authorized agent for McCloskey -bills Development

,'rdinancc 26, 1951, providing ror '-he creation of a PUD with CPO usages
on a 4.5 -acre parcel on the south side of TUA, Boulevard, west of the
Drivers License Facility. fSr. Strassler reviewed those modifications
m2de to the plans for this ten -story Ccramercial Professional Office
Corplen pursuant to the discussions at the l�rorkshop Meeting of October
2"2. 1981.
By a unanimrnis vote of the Council, the City Clerk read, by title only,
on first reading, Ordinance 28, 1981. A Publi: Hearing and the Council's
cc ideratiou of adoption of this Ordinance will take place at the Regular
II -sing of December 3, 1951.

for ascertaining a new fire pmtper for the department.
