The [Jorkshop Meeting of the City ' buncil of Palm Beach Gardens was called
to order by Mayor F"iedis -it, 8:00 P.M. in the Assembly Room, 10500
North Military Trail, Palm Reach Gardens, Florida, and opened with the
Pledge of Allegiance to the F1aF_
ROIL CALL: The roll was called by the Deputy City Clerk and pr-e-;t,nt were: Mayor
Kledis, Vace Mayor r- Iartino, Councilman Aldred, Councilwo:ran Monroe and
Councllma,i Kiselewski. Also in attendance were City Manager John Orr,
and Attorney ,di3lia.c Brant.

A meeting of the City's Planning and Zoning Commission and Palm Beach
Garden's Fire Dept., Inc., will take slice on Tuesday, October 13, 1981.

and the Community Center Architect, John Glidden, will take place on

Per the request of Councilman Kiselewski, the City Manager will report
on items of "general information" that is given to the Council each
week to letter form, so the general public will become more aware of
the activities in the City.

TRAFFIC_ The City Mtanager reported on the one -day traffic survey performed by
SURVEY PE1,F07,iPET) by the Police Department on the turnip_ movements at Larch Avenue arid
BY POLICE DEPT
Xilitary Trail to verify tie need for an officer to control traffic
at this intersection. The longest wait for any vehicle was 55 seconds.
This survey was taken at peak hours of traffic it the morninE and
afternoon, and ac'- uitt-nal survey:; will be taken in the next couple of
wc,:ks dif•fcrent hours.

of the Coale Enforcement Board stating the Building Department presently
has four case; that notices have bean sent out, and to cats these
people have been compl•yin _-.

1'ayor Pieidz requested of the City Nanager to check with the Police
Department to see how they are coming along with the bicycle safety

Mayor Kiedis requested that the Council be provided a report on
the seminars the Director of Recreation and Parks and Police Chief
attended recently.
RESOLUTIONS: (FOR WORKSHOP)
RESOLUTION 60, 1981 The members ,f the Council workshopped Resolution 60, 1981,
reappointing and appointing members to the City's Recreation Advisory
Board. To date, three oeor.le are interested in becoming members,
and they are: Tom Easton, Fred Schiller and Sue Archer.
The Council requested that these applicants be in attendance at
the joint meeting of the City Council & Recreation Advisory Board
on Wednesday, October 15, 1981, at T:00 P.M., so the members of the
Council can gget acquainted with them.

at their previous meeting oP September 24, 1981 re: guest parking
provisions.
Mr. Aisinger stated they now have letters -n file from the City's
Fire Chief and `.:ounty Sanitation givznE their- approval on the
ability to sery ce this project.
Hr. Risinger presented revised landscapiri.; plans and also stated
they have increased the turnarounds at the ends of the streets to
1,0' typicals in order to make a 3 -point turn. The overflow parking
arrangements ha-, not changed.
In response to Councilman Kiselewski, Mr. Risinger stated who -e
there is 35' turnarounds, they could add 5' to make them all 401.
The members of the Council felt the 40' turnarounds were acceptable,
however, would prefer they be 45', and at least 15' as far as
r)ullinr into the typicnls, which occurs in several places.
Subsequent to further discussion, the petitioners were requested
to in!'icate on 1,h,- plans how much area, or percentaLe i. Zreen
space.

00 ANNEX. OF A 3.5- Mr. Jack Ketter, President of the Marquis Corporation, addressed
ACRE PARCEL ON THE the Council during the workshop Session pursuant to his request

TRAIL & N'LAKE BLVD. for annexation of a parcel of land containing 3.5 -acres located
on the northwest corner of military Trail and Northlake Eoulevard,
with a zoninf; classificntion of CG -1.
His reasons for requesting annexation into the City is for
improvement of the tax base, better regulation of building con-
struction, and to have a Palm Beacn Gardens address. Mr. Ketter
stated it is his intention to develop a commercial building on
this parcel. ;:hich would offer neighborhood services such as a
small restaurant, arofessional offices, etc.
,1r. Ketter advised the Council he has tried to purchase the
gasoline station on the corner of Military Trail and Northlake
Bculevard to square off his property, but the owners would not
sell.
At, the Planning and "'oning Commission's meeting of September 22,
l ?31 , a motion way unanimously adopted to recommend to the City
Council the annexation of this 3.5 -acre parcel of land on the
west side of military Trail, north of Nort' -i�ke Boulevara.
Following' their discu.;sion, the members of the Council concurred
they would be in favor of this annexation proposal which will
onabl- the City to have better control ovor what will be developed
there.
The City Attorney was requested to :raft an Ordinance for the
proposeu annexation.

completed. Along with this request, they are asking for an
extencion of time for the mobile unit which is presently located
adjacen'c to the existing building.
"trs. ilyCard stated they are contemplating construction on their
nc., facility to start about the middle of January, and in the
meantime, using the mobile units until they obtain approval. from

from the City for their new facility, and with the DOT taking
some of their property, all of the mobile units wall be re-
moved. The new complex will be a multi - purpose sanctuary sur-
rounded by educational and staff facilities, to be constructed
in three phases.
The members of the Council had no objections to this request of
Garden's Baptist Chirch, and the City Attorney was directed to
draft the necessary Resolution.
RFVA%I?lNG THE CITY':i_ During the Workshop Session on the City's off - street parking
OFF - STREET PAR['._'.G regulations, Councilman hiselewski "highlighted" the proposed
REGULATIONS
changes /insertions pertaining to the City's off- street parking
ordinance that he, the Police Chief and Building Official have
been working on.
The m^_moers of the Council conc_-3d these changes proposed
are constructive and will improve the present ordinance, however,
felt it should be workshopped further at a later date.
