WORKSHOP MEETING
OCTOBER 22, 19E1
The Idorkshop Meeting of the City Council of Palm Beach Gardens was called
to o,der by Mayor Kiedis •t B -00 P.N. in the Assembly Room, 10500 North
Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of
Allegiance 10 the Fiag.
ROLL CALL:
The roll was called by the Deputy City Clerk and present were: Mayor Kiedis,
Vice Mayor Martino, Councilwonan Monroe, and Councilman Kiselewski. Council-
man Aldred was not in attendance due to his being out of town on business,
ana City Manager john Orr was on vacation. Also present was Attorney William
Brant.

meet on Tuesday, October 27. 1981, at 7:30 F.,.

Coancllwcman ;:onroe reported that she, beans a member of the Chamber of

Com:7erce, volunteered to be on the Economic Development Committee, ana
had the plea>ure to tour the County with the Bureau of Industry Development
_`roll Tallahassee. During the tour she met with some of the peoplei:ho can help

the City in luring industry to the north end of the County. She also
met a gentlemen who is with the Department of Commerce, located in
Boca Raton, who is responsible for brining potential people who want
tc locate their business in they area, and would be more than happy
to speak to the Chamber of Commerce or the City Council on this topic.
COUNCILMA;I Councilman Kiselewski reported on the Site Plan and Appearance Review
KISELEWSKI Committee's meetinS held Octobers -10, 1931, and these minutes are on
file in the City Clerk's office.

COUNCILMAN Councilman K3selewski reported on the $14,700 the City has received from
F;ISELE'v;Shl the State as our share of a one time Law Enforcement Crime Preventing
Program, to be used within the Police Department; these funds may be
used for anything other than salaries.
Councilman Kiselewski also advised ten- :ouncil that the Department of
Commerce also has funds that can aid transportation needs, and could be
u:,ed for projects such as the 4-12riinC; of RCA Boulevard, where the
LOhMan's Plaza will be located.

40 During their discussion, the members of the Council expressed concern
that this sign may obstruct the view of cars when pulling out and
turning left onto Military Trail. fir. Coates assured the Council
that there is plenty of roon, for cars to approach the stop sign and
proceed left as the median is setbacl< far enough from the stop sign.
Councilwoman Monroe suggested that, rhey install stakes where tne
sign will be locatcd for the Council to view to get a better indication
of the cJ^ � lo:atlon.
In response to Vice Mayor Martine, Attorney Brant stated changing the
name of the Plat is P legal process. The original developers and
owners would have a Make in this; once the resolution is adopted by
the Council, it is recorded in the County Courthouse for the new name
to be de�ignar.cd to the Plat.
Mr. Coates advised the Council they have not settled on a new name
as yet.
Following their discussion, the City Attorney was requested 1;0 research
® the ler,�alzLy of changing the name of the Plat and the petitioner was
requested to get the approval of the majority of the property owner::
in writing, prior to furthr,, cons _Laeration.

construction of the pool on September 1, 1981, and scheduled for
completion in March, 1932. The delay with their contractor causes
® their contract to be _instable unless construction starts soon.

with the additional changes as indicated on the plans, and will have

the City Manafer sign the maintenance agreement so the plans can
be certified by the Board of Health,
During the course of their discussion, Hr. Shannon stated there are 2
walkways 'indicated on the plans that they would like deleted at this
time, due to construction of the Community Center, however, they
agreed to placing a walkway to the pool to prevent dirt, from getting
an it; and were also given permission to remove any pine trees within
10' of the fence surroundiniT the pool.

was in attendance to address the Council pursuant to the services
that are available throu_;n his office in Palm Beach County.

Mr. Alan Strassler, Architect,reprrsenting McCloskey- Gills Development
Group, was in attendance to address the Council during the Workshop
Session on their proposed office building PUD, with CPO usages, to be
located on the south side of PGA Boulevard, west of the Driver's
License Facility.
Mr. Strassler stated they are proposing a 10 -story office building with
a 2- story parking garage In th,- rear, located on 4.5 acre:.
Mr. Strassler went on to say ;.hat when they initially presented these
plans to the Plannin and Zoning Commission, they were proposing
2 -eight story office buildings; it was pointed out to then by Planning
and ZoninZ that they dad not have 35 green area; they came back
after revin-�n, their plans to reflecL d ' -story parking garage which
would ,ivF them the 35;b green area, however, the 2- ei, it story buildings
wore still of concern to the PlarininE. and Zoning Commission. They
again revised their plans to reflect their concerns, and came up with
one 10 -story buLldin =g, similar in deeign with increasod setback_- and
added more lanascaping and parkin; which included handicapped parking
provLsions.

CONSIDERATION OF IIITERLOCAL AGREEMENT, ASSISTING PB COUNTY IN QUALIFYING
The members of the Council- discussed the consideration of Interlocal
Agreement, assistin,, Palm Beach County in qualifying as an urban county
tinder a Federal grant pror„'ram administered by the U.S. Department of
Hou- ng and Urban Development for Federal Peal Yearn 1932, 1933, and
1984.
Mayor Kiedis stated this is done every three years .tn which munici-
palities ,loin together so that the County may qualify as an "urban
County °and receive entitlement to Community Development Funds.
The City Attorney was requested to draft a P,solutior, and formal approval
will be given at their next Regular Meeting.
CONSIDERATION OF EXECUTING 11UTUAL AID AGREEMENT BETWEEN PALM BEACH
COUNTY AND ALL OTHER PARTICIPANTS IN THE EXPANDED 911 SYSTEii FOR PALM
BEACH COUNTY
The members o the Council ciscussed the Mutual Aid Agreement which is
required by State Law, that must be adopted by Resolution prior to
Am turning the 411 System on.
The main object is to Set emergency calls channeled tc the proper
agency, and the City Attorney was directed to ,rcoare a Resolution for
adoption at their, next Regular Meeting,.
REGULATING LOT COVERAGE AND /OR OPEN SPACE IN COMMERCIAL DUDS
During the oorkshop Session on regulating lot coverages and /or open
space in Commercial PUDs, Attorney Drant :sated he has been '.corking
on some proposed Ordinances '.with the Carty Iianager, and should have
somcthinl, soon alon:1 faith col,a.es of there ordinances. They have
also been Icnr:ing at a „et miiairnum, and will be touching on lnuustrial
p TDs.
Attorney Rrant, ciao ::fate. ttie Attorney from Banker's Land Company

8, 1981. The Council voiced no objections to this request.

TOWN OF PALM 2. Town of Palm Beach enclosed a copy of their Resolution 29 -81, adopted
)~ACH by them on October 13, 1981, requesting the Palm Beach County Property
Appraiser's Office to restudy and recertify the Assessment Roll for
the Town of Palm Beach and Palm Beach County.
SOUTH FLA. 3. South Florida Water Management District stating they are doing to have
WATER 7 NAGEMENT to reduce the amount of water available, especially to the farmers
DISTRICT
around Lake Okeechobee.
COUNCILMAN 4. Councilman Kiselewsk3 stated he received a letter from Mr. Don Seguin
KISELEWSKI 16th Lane, Palm Beach Wardens, re: a petition that will oe coming
before the County Commission to allow the use of automouile /truck
repair at the southwest corner of Sunset Drive and Morthiake Boulevard.
The Hear-ng will be next week and the members of the Council would like
a representative to be in attendance to voice opposition to the proposed
request.
