The Wor'.::Fhop iertin- of the City Council of Palm Beach Gardens was called
to order by Mayor Kiedis at 8:00 P.M. in the Assembly Room, 10500 North
Nijii,ary Trail, Palm Beach Gardens, Florida, and opened with the Pledge
of Allegiance to the Flag.
i,01_L CALL: The roll was called by the Deputy City Clerk and present were: Mayor
Kaedis, Vice Mayor Martino, Councilman Aldred, Councilwoman Monroe, and
Councilman Kiselcwski. Also in attencance were City ManaGer John Orr and

for public facilities such as a fare and police station.
Mr. Walker stated their purpose here tonl-ht was to acquaint the City
with their Project and are proposing to fully occupy the nark in 25 years.

When completed, there will be approximately 4000 people employed.
ORIn response to Councilman Kirelewski, Mr. Walker stated that the
traffic on Bee -Line Highway w -ill be one of their main concerns, and at
present will not be widening that road, but will be stag;ering the
work hours, especially at peak hours, to monitor the traffic situation.

Mr. Walker stated they are anticipating construction to begin around
the and quarter of 1982, and would appreciate any favorable comments
the City may have regarding their development.
Subsequent to Per. ?dalker's presentation, the members of the Council
thanked hirn and stated they would welcome their development into the
area and to keep them apprised on their project.

The City Mana,er advised the members of the Council that the suit h as
been settled regarding the Consumer Federation; and !n their settlement,
900.00 was pafd to their Attorney for h.: fees.
The City /lamer advised the Council he has d„st received the information
on the new starting pay for pence, ana ,roald like to male his recomsrend-
ation at their next F-,-u ar t;eeting.
The City iIanaler reported that the City's :ire Fumper was involved in
an accident, this pant, Sunday nirTht, and hopefully krill be back a.n oper-
ation in about 3 months as there taas extensive damage done.

19311, with the 1--95 Task Force, and were _shown their plans fOr the
1 -95 inLerchange that will take place in the City.

Coancilwcman ,:onroe stated the grass out in front of City Hall is in

poor shape, and sugCested perhaps replacing it with St. Augustine or
jr•ess similar in nature.
The City Mana�er was requested to look into this and see if there was
anotner alternative to be used in upgrading the grass.

Councilwoman Monroe stated the Palm Beach Gardens Chamber of Commerce
MONROE:
will be endorsing a Resolution this coming week requesting Legislative
action on the sale of Florida Atlantic univ. prop,rt.y and these funds be
kept in Palm Beach County for the construction of a substitute facility
for their center on the north campus of Palm Beach Junior College.
Mayor Kiedis requested the Council also consider passing this Resolution
at their next Regular Neeting.

The members of the Council workshopped Ordinance 29, 1981, regulating
1931
false alarms to Police and Fire Departments, which included those
amendments incorporated into the proposed Ordinance by the City Attorney

system used, is that the police; have to r ord to rhese calls; and in

This Ordinance as proposed, will limit the namter of fake alarms that
any one business car, have s :_ith,n l year; after (,,,aL a ft:ie will be
imposed; x;25.00 fcr tho first, $50.00 for the :•e, and and no on.
This nrdinarce is not meant to coiled_ monies, but to save lives and
hopefully, corrcctivc action tai :en err the aiar•n systems that, arc eausrng
problems.
The menuers of the Courcal aJreed to workshop this ordinance further
with the amendments at a future meetin prior to their consideration of
adoption.

Attorney Raymond Royce, Autaori::ec Agent for Otto and Betty
owner:;, was in attendance I o address the Council r? >>rl n,; the
Se,sicn on their proposed PttD with CG -1 usages. This area in auestion
contains 3.1 -acres and is located on the southwest corner of PGA
Boulevard and llilinary Trail. Attorney Royce stated they arc rropooin,
a 4 -story office building, to be located on the east side of their
property. Their initial plans were to construct a G -ntocy office
building along with a restaurant located on the west side (zoned R[');

however, much concern arose with adjacent property owners due to the
height of the building, the restaurant, and increase in traffic. The
residents also felt that, a precedent would be set with the rest of
the vacant property fronting on PGA Boulevard. To address the concerns
raised by the ressdents in the, nrea, they revised their plans, reduced
the height o the building to a stor?es, and took out the restaurant,
and in its ;toad, put in a drive -in bank facility. At the Puhlic
Hearang meeting with the PlanninG and Zoning Commission held on Nov-
ember 24, 1981, they unanimously adopted a motion to recommend to the
City Council denial of their request for a PUU with CG -1 usages.
Attorney Royce proceeded with his presentation, stating they have
again revised their drawings in an attempt to address the concerns
of the Planning and Zonin-, Commission and adjacent property owners,
by takin,7 out the drive -in bank facility, ane leaving that area as
open green area, reauc ng the size of their PJD by 1 acre and leaving
that area as RM zoning. They have also added aaditional landscaping.
The height of the building will remain 4 stores. Ltiith t;,a deletion
of the drive -in wank facility, Attorney Royce stated there should
be a substantial decrease in the traffic, and also reoults in 24.60
of Sreen open space. They are also proposing a -1' sidewalk along
PGA Boulevard. The to„al parkin,-; now will b,-� 143 spaces with the
elimination of some spaces fronting on PGA Boulevard which will result
in a rr.en belt of 55', The bu -LldinL, wall contain 40,000 sq. ft,. of
net leasable space, and they are intending to heavily landscape and
buffer their property from ad,a_cent property owner;. The exterior of
the ouIlding will be of stucco and reflective glass;.
Several members of the audience that spoke on the proposed PUD c,ere
now in favor of ttie project due to the aeletton of the drive -ir, bank

landocapzn, in the northeast corner of their property, improve the

® reflective glass to be used, the possibility of a sidewalk going south
® on Nilitary Trail, and to provide an amended traffic report.

Mr. David Azsinger, Landscape Architect with Urban Design Studio, and
Authorized Arent for, Paparone domes, Inc., wa- in attendance to address
the Council on the propcsr-d ciultifnmily PUD, cor:s_ stint; of 50 duplexes
(100 units; to be located within the recorded 1113ainwood Fast" single
family subaivision on the couth slide of Burns Poad.
Mr. Risinger stated this project, is currently zonea PS -4, with 5 units
per acre, They are proposing 6 units per acre. The units arc single
family attached townhomes, with approximately 1500 sq. ft. of livable
area and 230 sq. ft. for the Earage. These units are all 2 story with
3 bedrooms. -they will be providing 3 parking spaces per unit, one in
the garage, one in the driveway, and one in a flare -off system to the
side.

one acre dry retention base opposed to a 'z- area wet retention area.which
will eliminate the needed fill requirement: in the project, Tney are
also pronosinit private drives, and will plat the casements of varying

utility casement to give them the flexibility to meander the roads

Following their presentation, the members of the Council stated they
would like to see th-e bike path on Burns Road from their project,
and to give more thought on recreational facilities either on site
or off -site to off -set the ,increase in density.

REVAMPING THE CITY'S OFF - STREET PARKING REGULATIONS
The members of the Council workshopped the amendments recommended
by Councilman Kiselewski, Chief Himmelsbach, and Jack Hanson, Building
Official., to the City's Off- Street Parking Regulations.
The City Attorney was requested to draft an Ordinance incorooratinr
the thoughts of the Council for further workshop at a future meeting.
There being no further business to discuss, the meeting adjourned at
11:30 P.M.
