The Workshop Meeting of the City Council of Palm Beach Gardens was called
to order by Mavor Kicd,s ac 8;00 P_M_ in tha P—,m, 10500 North
Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge
of Allegiance to the Flag.
ROLL CALL: The roll was called by the Deputy City Clerk and present were: ;;ayor Y,ledis,
Vice ;Iayor Martino, Councilwoman Nonroe, Councilman Aldred, and Councilman
Kiselewski. Also in attendance were City Manager John Orr and Attorney
William Brant.

ir. Dunne went on to say that if the City elects to go with the Horizon
System, under, their 72 month contract. the, equrament portion cannot ue

11r. Dunn- explained the benef is that would be derived from the Horizon

System which are: l) will relieve the switchboard operator to perform
®other duties, 2) would delay hiring of another person, 3) can accomodate
the 911 System, 4) the City can wake its own physical changes as these
sets are modular and movable, as well as make the software adjustments,
5; the City will also be improving its service to the community by giving

In response to Councilman Kiselewski, Mr. Dunne stated the installation
cost for the Horizon phones will he $3,000 (roughly) for every phone now
in eristance.
Before making a final decision on the Horizon System, the Council concurred
that they would iike to see a demonstration of the system, and Mr. Dunne
stated they have seminars where people can observe how this system works.
The City Manager will get with Mr. Dunne to set up a demonstration, and
also contact Lauderdale Lakes and the City' of Sunrise, who presently

1831 City's B & L' Corrunittee, and inserted the name Betty Marks in the blank of
Section 1.
Resolution 67, 1931, will be considered for adoption at their Regular
iMeeting, of Novemoer 19, 1;81.

ORDINANCE 229, the Council workshopped Ordinance 29, 1981, regulating false alarms to
1951 Police and Fare Departments. During their discussion, the City Manager
stated the City is experiencing problems with the aiversification cf alarm
Lystems, causing an e;,cessive number o: calls from the same businesses.
Some systems are not -installed properly, the upkeep is not up to standard,
and people are using lower quality alarms. This proposed Ordinance will
allow an individual or business, a certain number of false alarms, and
ofter that, a fee will be Lmpo;,ed to help regulate these calls.
Mr, Ken Kelly, who owns an alarm business in the area, spoke on the proposed
ordinance stating the alarm business people support the need for this type
of an ordinance, because the owners themselves are guilty of setting off the
alarms in many instances. Alarm systems become more necessary as the City
_rows, and are be :t installed by people v,.. snow what they are doing.
Ni. Kelly made certain notations on the ordinance which was given to Attorney
Brant for ham and Mr. Kelly to discuss and possibly incorporate into the
proposed ordinance.
For the benefit of the Council Attorney Brant stated there are two types
of alarms proposed in tri, Ordinance, any alarm system omits noise, on or
off the premise or to a centr-.l system /agency, wh c:i is also covered.
Prior to final con�.ideratien of the Ordinance, the Council requested that
the Police and Fare Chic—, comment on any recommendations /su gesticns they
may have.

of November 10, 1981, unanimously adopted a motion to recommend to the
City Council approval of the Conditional Use request.
'fhe members of the Council voiced no objections to this request, and the
City Attorney uas requested to draft a Resolution for their consideration
at their Regular Meeting of December 3, 1981.

ir. Don Carlson, representing; Mr. Isaac Gamel, owner of the Vision II

Carlson stated they have now reworked the plans to indicate more landscaping
along the canal by doubling the trees to include a tree every 10'
In response to Counciiwoman Monroe, Mr. Carlson stated they will oe re-
placing the d,-ad trees once Florida Power & Light finishes their work
so they can install a sprinkler system.
With retards to the pool, Mr. Carlson stated they are still intending to
install the pool where initally proposed, with 51' of a landscaped wall along
Mslztary Trail.

In response to Councilman Kiselewski, Mr. Carlson stated the poolhouse
setback has increased from 19' to 30'.

is the successor in Phase I as far as the common area, which include the
berm area, landscaped area, etc, so Phase I amenities can be brought up to

Subsequent= to further discussion, the City Attorney was requested to draft
an Ordinance for the Council`. ccn�,i�eration at a future meeting.
PROVIDING FOR THE DEDICATION OF NON- PLATTED SEGIKENT OF SANDTREE DRIVE
During the 4,orkshop discussion on providing for dedication of the non -
platted segment of Sandtree Drive, th- City Ma.-iager stated that
has a separaLe drive that is not a part of the dedicated plat, ,ahicn
as from south of Northlake Boulevard to the intersection of what is a
co:,tinuation of Sandtree Drive and Northport Drive. The Sandtree Drive
that is a cart of Sandtree PUD, basically is dedicated to the City by virtue

thereof. The "outparcel" of Sandtree Drive 13 still under the ownership of
the developer, :4r. Robert Harris. In order for the City to properly police
tinat roacway, and to have the maintenance- responsibiiity, the City Manager
stated we need to accept the dedication of the non - platted segment by
Resolution. Mr. Orr went on to say that one of the problems that the City
encountered some time ago, was when the road was put in, the sales center
was located on Northlake Boulevard, and there was a missing link in the
sidewalk. It has since been compieted and approved by the City Engineer,
however, the developer has some objection-- to the .'oad being dedicated to
the City at this time.

installation of a traffic signal at the intersection of Sandtree Drive and
Northlake Boulevara, the City Hanager stated the developer gave the City
$25,000, which wa„ put — an interest bearing account, and the devoloper
has been collecting the interest. Although the actual cost of the traffic
signal will be more than $25,000, the rest of the monies will be split up
p by the other developers in the area.

ACCEPTANCE OF GARDEN;, GLEN CIRCLE FOR MAINTENANCE
DurinC th,; Workshop discussion on the City's acceptance of Gardens Glen
Circle for maintenance, th,, City Manager stated the road in Gardens Glen
hie, been approved by the City Engineer for dedication to the City, however,
since its completion, the road has begun to deteriorate in sections, along
with the landscaping not being kept ur in the entrance and along the sides
where the grass has begun to grow up in the hedges.
The Council requested the City Manager to contact the Building Official
ana have his department check into this matter and report back to them

The members of the Council discussed the modifications to the Merit System
Rules and Regulations that were recommended oy the Merit Board, which will

The members of the Co,incil were in favor of these recommendations and
the City Attorney boas requ_ d to draft a Resolu.'an for adoption at a
meptin, in the future.

The Council concurred that a 1/16 page ad for $37. 50 will be placed
in the newspaper, and will be voted on at their next Regular Meeting.
ALAMANDA SCHOO' 3. Councilman Kiselewski acknowledged a communication from Alamanda School,
thanking him for his help in providing mulcn for their temporary path
for the kids to walk on to school.
