WORKSHOP MFETING
® SEPTEMBER 24, 1481
The Workshou 'Ieeting of the City Council of Palm Beach Gardens was
called to order by Mayor Kiedis at 8:00 P.M. in the Assembly Room,
10500 North Military Trail, Palm Beach Gardens, Florida, and opened
with the Pledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the Deputy City Clerk and present were: Mayor
rledis, Vice I]ayor Martino, Councilman Aldred, Councilwoman Monroe,
and Councilman Kiselewski. City Manager John Orr and Attorney William
Brant were also in attenaance.

Mr. Jay- Lauterborn, owner, and I•ianager of "Mary Jay's Liquors ". was
in attendance to 2iscuos with the Council his request to sell liquor
off- prrrol ^c as a conditional u_( -, at hi„ packagc store located within
the PGA Plaza, 2254 PGA Boulevard; and in conjunction with this,
the granting of a variance to Section 3 -30, Article II of Chapter 3 of
tLe Palm Beach Gar +ens code relative to the distance restriction of
750 fEet between alcoholic beveraf,e vendors.

objcctions to the conditional use /variance request, however, requested

the City Manager to check into the status of the conditional use
granted on April 3, 1980. to PGA Liquors, Tnc., for the sale of
alcoholic beverages off - premise, at 2506 PGA Boulevard, prior to
final consideration for Mary •Jay's Liquors.
A Public Hearing and the Council's consideration of the request
for conditional ..se /variance for Mary Jay's Liquors will take place
at the Regular Meeting of October 15, 1981,
CREATION OF A MULTI - FAMILY PUD ON THE M-l4� 15 & 16 TRACTS OF THE PGA NATIONAL PCD
Mr. Hank Skokowski, President of Urban Design Studio and Authorized
Agent for Peoples Fiscal Corporation, was in attendance to address
the concerns of the Council on the ! °1-14,15 & 16 Tracts of the PGA
Resort Community, raised at the Workshop Meeting of September 10,
1981 re: Suest parkin„ provisions. Mr. Skokowski stated they have
revised the plans to reflect 1 extra parking; space per unit, giving
a total of 3 spaces per unit. These non- tandem spaces are located
on the street in front of each unit, parallel to the unit, and

access road onto Kintyre Road to be used for emergency and service

which include installing a swimming pool in aieu of a tenniz
court, a gazebo, perimeter and interior walls with lighting,

In response to 11ayor Kiedis, Attorney Brant stated at the time
Mr. Camel gained title to Phase II of Vision I, Mr. Brodd, the
owner of Phase I assigned the voting rights of the developer,

l;r. Carlton stated with regards to the landscaping, they are
proposing to fully dress -up the back and along the canal with
landscaping of 21 Bischovia's, 10 -14' high.

to the City Council approval of the modifications to Vision I with
the proviso that 1) upeated landscaping plan around the pool be
presented to the Council, 2) updated landscaping plan for the
northern boundary adjacent to the canal be presented to the Council
3) written plan for the dressing and clearing of the bank and the

reflect lower, laghr fixtures, 5) to allow the pool, entry gate,
and guardhouse station as presented in the plan.
Followan, their discussion, the petitioners were requested to
come back with a Toro detailed landscaping plan showing the
inclusion of the swlmminp, pool; some members of the Council felt
the location of the pool should be more centrally located within
the project, however Mr. Carlson stated that due to the drainage,
the pool could not be located in the center of the project; the
pool horse sho,'.d be in line with the rest of the buildings., and
the guardhouse at the entry be deleted because it is not on Mr.
Gsmel's property, It was also requested that the City Attorney
and the attorney representing Mr. Gamel get together to work out

The Council disco sed pro'?din ;_, for the input of the Site Plan

and Appearance Review Committee to be a part of the approval
process for Planned Unit Developments, which was prompted by that
Committee in that they feel they are beano 'left out" in the
dec sion malcarip, process for PUDs and asked for the Council's

consideration at the time they will be reviewing the PUD procedure,

�+ NPB to them by Chief Ed Arrar.ts and the members of the Fire Department
during the f2rc, at Old Port Cove on September 10, 1481.
VICE MAYOR MARTINO: Vire Mayor Martino requested the City Manager to get copies of
an aerial on PGA Boulevard from US 4r1 to the C -18 Canal, so that they
can keep track of the aevelopments in this area.
