City Council Uorkshop Meeting, 4/23 /Ell Page 3 The County asked the municipalities to participate with them in a program that would require developers of new projects to pay "road impact ices "; however, our Council was one of those that declined. In the case of the "PCA National" project, the developer as part of his annexation applrcaLion, agreed to continue to pay the road impact fees at $115 per unit to the County. They propose to expend from these monies the City collc - -ct:; for the County approximately $90,007 to construct a center turning lane along the Holly Drive /lhompson River and PrA Boulevard /Johnson Dairy Load segments of Military bail. The balance of the cost is beano picked up from another account /source of the County. Mr. Ualker solicited the Council's support of a,-iv Roadway Improvement Hand Referendum the County Commission may propose in the future. Additionally, he requested the Council's adoption, as a part of the City's Comprehensive Land f3;e Plan, the County'„ `noroughfare Rights -of -Way Protection Plan ". Often times, when The location is within corporate boundaries, the County shares the cost with the municipality. They are not, at this time, Short of funds to accomplish traffic signalization. They prefer riot to perform a traffic study at a given intersection more frequent than once every six months. 10. They will be happy to look into the installation of traffic signals on I'lilitary Trail at its intersection with Arbor Way, Gardenia Drive, Crestdale Street, the Garden Lakes /Square ingresses /egresses, and Elm Stree=t. Dice Mayor Mirtinc referenced a recent article in the newspaper where County Commissioner Peggy Evatt indicated she needed the support of the rest of the Commission in order to spearhead an effort to have the State accelerate the improvements to Alternate A -1 -A; and requested Mr. Walker to let the Council know what they can do to help. rlembers of the Council thanked Hr. llalker for his presentatior. They have, in the meantime, installed landscaping in their stead. Subsequent to exercising a duly advertised public hearing at their meeting of April 14, 1961, the Planning and Zoning Commission unanimously adopted a motir,, rc�­amendinq to the Council this modification to Ordinance 14, 1979. Mr. Sabatello conveyed that subsequent to being aporoached by some of the residents in "Edgemere" re: the deletion of the amenities, they contacted all of them. With the exception of one, all of the people that occupy the units were totally in favor of : ; one gust wanted the break- down of the costs. "SANDTREE PUD" Holdings, Inc., requesting a two -year exten ^ion for the completion of the "Sandtroc" PUD, (Ordinance 7, 1976, which created this PUr) being developed by Sandtree Development /N,P.R. Holdings, Inc.,'Village liome Builders, Inc., was formally adopted on June 1, 1976 and provides for the Council to grant an extension of one year from the two years allotted Tor the completion of this project that includes 122 residential units (61 duplexes) and a "Sportsplex ". fIr. (The City's Resolution 33, 19 80, adopted May 15, 1980, granted a "conditional use" for the sale of malt and wine beverages at this restaurant then d /b /a "Pasquales Italian Restaurant ".) E. 8, Shearin, Jr. and Mr. Samuel KISELE1VSKI Carsillo at past Council Mectangs, the City Manager was requested to ascertain prrifeosional input re: alleviating the traffic problem at the interseetlon of Lighthouse Drive and MacArthur Boulevard. Councilman Kiselewski reported on the Site Plan and Appearance Review Committee';; mecririg of April 21, 19n I. Minute, of Lhis mooting will be placed on file in the City Clerk's office. The City Manager was requested to ascertain a preliminary cost estimate for an opaque projector for the Assembty Roam. Councilman Kiselewski reported on the meeting of the Interstate -95 Task Force held yesterday afternoon at the Tequesta Town Hall. At this meeting, the District X14 Engineer represented the State DOT and advised that the Governor's commitment on the completion of this interst to highway has been changed (i.e., the dates for lands to be acquired and contracts to be let on this missing Link between Palm Beach i,ardens and Stuart have been postponed). Four plane were projected; and apparently the only way this project is going to be funded is if the State comes up with about $100 million a year. City Council Workshop Meeting, 4/23/81 Page 11 COUNCILMAN In response to Councilman Kiselewski's inquiry as to why the request KiSLLEWSKI Attorney Boldwin sent on April 2, 1901 to the Office of the Attorney General for an opinion concerning the City's Code of Ethirs did not include the question as to the constitutionality of the Article, Attorney Brant advised that the Assistant, Attorney General's reply was prirt oral and part written in order to expedite the matter. She did reply to that point over the phone. Councilman Ki;elewski acknowledged receipt from the City Manager a copy of the data the Police_ Chief provided him on the City's crime statistics.
