REGULAR MEETING
AUGUST 2p, 1981
The Regular Meeting of the City Council of Palm Beach Gardens was called
to order by Mayor Kiedis at 8:00 P.M. in the Asscmibly Roan, 10500 North
Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge
of Allegiance to the Flag.
ROLL CALL: 'llie roll was called by the City Clerk and present were: Mayor Kiedis,
Vice Mayor Martino, Councilman Aldred, Councilwoman Monroe, and
Councilman Kiselewski. City Planager John Orr and City Attorney William
Brant were also in attendance.

AA'NOUNCF- BENTS: mayor Kiedis announced that at 7:30 P..1., ai Tuesday, August 25, 1981,
the Planning & Zoning Comiu_ssim will hold their bi- monthly meeting;
and at 7:30 11.11., on Monday, August 31, 1961, the Council will hold
a Public Hearing on the City's proposed usage of funds anticipated from
Federal Revenue Shnrrng.

S be authorized to purchase two new typewriters (Adler SE 1000 CDs)
w @ $900 each, less a trade -in allowance for one used typewriter (o $400 -
this $1400 to be taken from Federal Revenue Sharing.
SF,;MD MEETING The City Manager reported that at a meeting this date, South Florida
Water Management nistrict discussed standardizing the restrictions
on non - essential uses of water.
TRAFFIC ACCIDENT Me City Manager reported that as a temporary measure, a supervisor's
770E= POLET car is being used to replace the 1980 patrol car that was totalled in
UUR a traffic accident at the intersection of PGA Boulevard and Military
Trail last evening.
REPORTS: Councilman Kiselewski reported on the Site Plan and Appearance Review
COUINCI11%IVN Committee's meeting of August 4, 1981. The minutes of this meeting will

responsibilities of the Site Plan and Appearance Review Coranittee and
Planning and Zoning Coianission, to include the suggestion of the
Site Plan and Appearance Review Committee that their input be a
part of the approval process for PIJDs.

PROPOSED TREE PRE-- Prior to the Council's consideration of the draft of the "Tree
SEKVXf1ON ORD. preservation Ordinance" Lhe Site Plan and Appearance Review Conuittee
recormcen&d for adoption, Councilwoman Monroe will arrange a "Field
Day" for the members of the Council to survey trees on undeveloped
lands of the City, air. Ed Isenhour, Urban Forester of the Area Planning
Board, will be invited to attend this "Field Day ".

PBG, the Comcil advised they have pursued his suggestion of a municipal
golf course.
MR. O 11 KAT7., Mr. Ronald Katz,. Chairnun, addressed the Council on behalf of the City's
B & E CC) ?1`1IT1Es 5eautification and Environmental Conmttpa, requesting the ninimra of
$5,000 be included in the City's 1981/1982 budget for beautification
programs. `1'he Council advised Dlr. Katz they %,rill take this request
into consideration during their budget discussions.

Mayor Kiedis declared the Public hearing open, which was duly advertised

of Ordinance 18, 1981, providing; for the annexation of a 1.29 -acre
parcel simultaneous with the creation of a PUD with CPO usages, to
becor,� a part of the Oakpark Office Park PUD,
Subsequent to exercising a duly advertised Public Tearing at their
n>cetino of June 9, 1931, the Planning and Zoning Commission adopted a
motion recomnendi.ng to Cho Council the granting of this request.

proposal to expand this PUD on the west side of Prosperity Farms road,
south of PCA Boulevard, including the provisions they have made to
better the landscaping /buffering from adjacent lands.

By a "manimous vote of the Council, Ordinance 18, 1961, was read on
second and final reading by title and the following arriendmFnts to
Sections 4 and 5:
I. The second sentence of Section 4 ended at the word "forra "; and
the verbiage "'Ilie existing letter of cre, __ posted with the City
on behalf of OaKparlc Office (;ompl(,x shall b, amended to include
the lands annexed herein" inserted in the stead of the verbiage
"and upon the Petitioners posting with the City of Palle Beach
Carders, either a cash or surety perfornaice bond, or a letter of
credit in the sum of $ _ ,, determined by the City Engineer ",
2. The fiGsre "$3,000" inserted in the blank of Section 5.
Ordinance 18, 1981 was unanirit)usly adopted by the Council, as amended.

Mayor Kiedis declared thin Public Hearing open, which was duly advertised
July 27, 1961, and held on Lht intent of Ordinance 20, 1981, providing
for modifications to th, plans for the Oakpark Office Park PUD created
by Ordinance 5, 19K),
Subsequent to exercising a duly advertised Public Hearuig at their
meeting of .July 14, 19;57, the Planning and Zoning Commnission adopted a
motion recoimending to the Council the granting of this request, crith
the provision that the developer provide updated landscaping plans to
include a buffer strip around the total perimeter of the project.

Mr. Alum Strassler, Architect and authorized agent for the developers,
McCloskey -Bills DevLloix nt Group, reviewed those modifications they
wish to make to this PUD, including the rotation of buildings in Phase
II to enable them to salvage mature trees that would otherwise fall
within the building lines. Mr. Str,ssler addressed the Planning and
Zoning Comnission's concern re: buffering during t:he preceding Public
Hearing.
With no further comrx_nts from the public, Mayor Kiedis declared the
Public Hearing closed.
By a unanirrous vote of the Council, the City Clerk read Ordinance 20,
1931 in full on second and final reading. Ordinance 20, 1981 was
unanimously adopted by the Council.

TiVk�M LICENSE Robert E. Farmer, developer, for the creation of a CPO- Corrmrciai
® Professional Office PUD on a 4.5 -acre parcel of land located on the
south side of PQ Boulevard, west of tEie Drivers' License Facility, with
the provision that further consideration be gi,._,_ to: (1) the proposed
contribution to the l.:.ty's Recreational Lands /F'une, ; and (2) the proposed
quantity of ingresses /egresses.
Mr. Steve Yeckes. Architect, and Mr. Fred Cohen, Attorney, participated
in a presentation of the plans for this project proposed to consist of
t�ao 46,400 sq. ft. eight -story towers, a 226 -car two -story parking
garage, 148 parking stalls on grade, and a 50' -wide strip to buffer the
project fray the adjacent residential property.
Messrs. Yeckes and Cohen will relay to iir, Farmer the Council's thoughts
re: the proposed plans for this PUD, including (1) the landscaping is
inadequate; (2) the developamt is too dense; (3) the lot coverage is
too great; and (4) the dedication of the 50' -wide strip of land to
the rear of the property is not suitable as a contribution to the Cry's
recreational lands.
10 The developer's application for the Council's consideration of revised
plans for this project will include a commutation of the square footage/
stories the City's CC-2 zoning classification would pernit_ on the
subject parcel.

Per the recommendation of the Recreation Advisory Board, the Council
