REGULAR MEETING
CITY OF PALM BEACH GARDENS
DECEMBER 17, 1981
The Regular Meeting; of the City Council of Palm Beach Gardens, r'lorida,:;'
was called to order by Mayor Kiedis at 8:00 P.M. in the Assembly Room,
10500 N. Military Ttail, Palm Beach Gardens, Florida; and opened with
the Pledge of Allegiance to the Flag.
RgLL CALL: The roll was called by the City Clerk and present were: Elayor Kiedis,
Vice Mayor Martino, Councilman Aldred, Councilwoman Monroe, and Council-
man Kiselewski. City Manager John Orr and Attorney William Brant were
also in attendance.
MINUTFS: The minutes of the Workshop Neeting of November 12, 1981, were unanimously
approved *y the Council, as written.
The minutes of the Regular Meeting of November 19, 1981, were unanimously
approved by the Council, as written.
A1NN0L'NCEMFNTS: 11ayor Kiedis announced that the City's AdmiaisLrative Offices will be
closed December 24th and 25th, in observance of Lne "Christmas" holiday.
FRESE.'NTATION OF TROPHIES TO WINNERS OF CITY'S ANNEAL GO?.F TOURNAMENT HELD SEPTEMBER 25,_ 1931
Mr. Doug Hood, Director of the City's Recreation and Parks Department,
assisted Mayor Kiedis in the presentation of trophies /prizes to the
winners of the City's annual golf tournament held at the "PGA National"
September 26, 1981.

NEW STARTING Per the recommendation of the City Manager, the Council unanimously
SALARY FOR POLICE adopted a motion approving the amount of $14,261 annually as the new

starting salary for police officers.
ITEMS BY THE MAYOR AND COUNCIL:
NORTHERLY EXTENSION At a meeting in the near future, the Council will consider a recommendation
OF I -95 to the Grate Department of Transportation re: the location of the entrance
ramp to the northbound lane o£ I -95 on Military Trail, north of PGA
Boulevard.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
RESIDENTS OF Members of the Council, the City Manager, and the City Attorney addressed

concerns of members of the audience that are residents of the Plat #4
Subdivision, including Winchester Courts, re: their lack of knowledge /input
relative to the northerly extension of Interstate -95 and the completion of
the Winchester Courts PLED.
RESOLUTIONS: By a unanimous vote of the Council, their consideration of passage of
RESOLUTION 70, Resolution 70. 1981, accepting the improvements in the dedicated road
1981 right -of -way of the plat of "Gardens Glyn ", was tabled until such time
the drainage and landscaping improvements axe completed /acceptable.
RESOLUTION 71, By the concurrence of the Council, the City Clerk read, in full, Resolution
1981
71, 1981, endorsing legislation providing for the sale of a portion of the
present Florida Atlantic University's West Palm Beach Center property to
fund construction of the same at Palm Beach Junior College's north campus
on PGA Boulevard. Resolution 71, 1981 oas un,nimously adopted by the
Council.
ORDINANCES:
ORDINANCE27, Mavor Kiedis declared the Public Hearing open, which was duly advertised

held on the intent of Ordinance 27, 1931, providing for the a_ineration of
.7 3.5 -acre parcel on the northwest corner of Military Trail_ and Northlake
Boulevard.
Mr. Jack Ketter addressed thy: Council purSuant to hid request for the
anne::aticn of this parcel under the zoning classification of CG -1,
Ak General Commercial District, displaying a location map of the lands.

Per the recommendation of the City Attorney, the Council unanimously
adopted a motion recessing the subject Public Hearing until their
Regular Meeting of January 7, 1982. In the meantime, Mr. Ketter, the
President of the Marquis Corporation, will provide the City a corrected
certified legal survey of the lands he has fee simple title to.
ORDINANCE 30,
By a unanimous vote of the Council, tft City Clerk read, by tit -e only,

on first reading, Ordinance 30, 1981, providing for the creation of a
multi- family PUD proposed to consist of 50 duplexes (100 units) and be
located within the 16.2 acres of the recorded "Rainwood East" single
family subdivision.
The intent of Ordinance 30, 1981, will be workshopped by the Council
at their meeting of January 14, 1982.

By a unanimous vote of the Council, the ( Clerk read, in full,

extending the time for the implementation of the Commercial Prcfessional
Office PL'D created upon the land known. a; Oakbrook Square North. A
Public Eiearing and the Council.'s ronsideration of adoption of Ordinance
31, 1781, will take place at the Regular Mecting of January 7, 1981.
ORDINANCE 32,
Attorney Raymond Royce, authorized agent, adc'ressed the Council pursuant

to the intent of Ordinance 32, 1981, providing for the creation of a PUD
with CG -1, General Commercial, usages on a 2.1 -acre parcel on the south-
west corner of Military Trail and PGA Boulevard, per the application of
Mr. m Mrs. Otto B. DiVosta.
Referencing the discussions at the Workshop Meeting of December 10, 1981,
Attorney Royce advised they nave deleted parking st'all.; further west of
the curve and bettered the landscaping in that area; and are having an
independent traffic stud, performed by Kimley -Horn S Associates.
The intent of Ordinance ;2, 1981 will be further workshopped by the Counci

By a unanimous vote of the Council, the City Clerk read Ordinance 32,
1981, on first reading by title and Section 2, with the figure $9,000
inserted in the blank. A Pubiic Hearing and the Council's consideration
of adoption of Ordinance 32, 1981, will take place at the Regular Meeting
of January 2.1, 1982.

MAYOP KIEDTS At their meeting of January 28, 1981, the Council will workshop the
proposed "Tree Preservation" Ordinance.
COUNCILMAN Councilman Kiselewski referenced discussions of regulatory agencies re:

the location of a dumping area locally.
VICE MAYOR :1ARTINO Incorporatmng the thoughts of Vice Mayor Martino, the City Attorney will
draft a Resolution for the Council's consideration of adoption, outlining
their policy re: maintaining the residential zoning usages along; Military
Trail and PGA Boulevard, contiguous to the west of the lands referenced
in Ordinance 32, 1981. Also, an Ordinance l..t would provide for a
"green belt" along PGA Boulevard, Alternate A -1 -A, ' Mlitary Trail,
etcetera.

CARDEN LAKES HOME- Mayor Kiedis acknowledged receipt of a communication from Ms. Cathe
OWNERS ASSOCIATION Huntoon President of Gardens Takes Homeowner:, Association, Inc., request
the Council to w.iive the City's ordinance governing the posting of "No
Trespassing" signs, so as to ail.ow them to be posted at the pine hedge
that surrounds the perimeter of the project. The City tiaue,er w -is
requested to notify its. Huntoon the Council was not receptive to this
request.
ADJOURNMENT: With no further business. the meeting adjourned at 10:28 P.M..
