WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
JANUARY 10, 1980
The Workshop Meeting of the City Council of Palm Beach Gardens was called
to order by Mayor Samuel Laurie at 8:00 P.M. in the Assembly Room, 10500
North Military Trail, Palm Beach Gardens, Florida; and opened with the
Pledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the City Clerk and present were: Mayor Laurre,
Vice Mayor Kiedis, Councilman Martino, Councilman Feeney, and Councilman
Aldred. City "tanager John Orr and Attorney George Baldwin were also in
attendance.
ANNOUNCEMENTS: Mayor Laurie announced that a meeting of the City's Landscape Committee of
Adjustments would convene at 7:30 P.M. on Monday, January 14, 1980.
PRESENTATION OF PLAQUE OF APPRECIATION TO MR. LEON BLANCHARD, MEMBER OF THE FIRE DEPARTMENT
FOR TEN YEARS
Mayor Laurie presented a Plague of Appreciation to Mr. Leon Blanchard for his
dedicated and conscientious service to the City as member of the Fire Depart-
ment for ten years, January 13, 1970 - January 13, 1980.
CALL FOR BIDS: The three bids received by the City were opened and read by the City Clerk
STATION WAGON for a new or used station wagon for the Fire Department, as duly advertised
F R F R EPT. December 26, 1979, as follows:
Bruce King Chevrolet, Inc., Lake Park, Fla. - Used 1978 Chevrolet Malibu
Classic four -door station wagon with 17,364 actual miles - $335.00. This
vehicle has a 305 cubic inch V -B engine, air conditioning, automatic trans-
mission, comfortilt steering wheel, power door locks, luggage roof carrier,
power steering and brakes, steel belted radials, full wheel covers, and two -
tone paint. The bid price is good until February 20, 1980.
Bruce King Chevrolet, Inc., Lake Park, Fla. - New 1980 Chevrolet Malibu
Classic four -door station wagon - $6,944.29. This vehicle has a 267 cubic
inch V -8 engine, automatic transmission, air conditioning, confortilt steer-
ing wheel, power tail gate window release, luggage roof carrier, power steer-
ing and brakes, steel belted radials, full wheel covers, and two -tone paint.
The bid price is good until February 20, 1980.

Al Packer Ford, West Palm Beach, Fla. - Used 1978 Ford Fairmont four -door
station wagon with 20,456 actual miles - $5,025.00. This vehicle has a
302 cubic inch V -B six - cylinder engine, automatic transmission, dual mirrors,
power steering and brakes, and is tan in color. A 12 month /20,000 mile extended
warranty is available (N $195.00.
CALL FOR BIDS: The three bids received by the City were opened and read by the City Clerk
PICK -UP TRUCK for a new or used pick -up truck for the Public Works Department, as duly

6 3/4 -1/2 ton Ford pick -up truck with 15,600 actual miles - $3,500.00. This
vehicle has a 300 cubic inch six - cylinder engine, three -speed transmission,
and am /fm radio.
Congress Auto Brokers, Lake Park, Fla. - Used 1978 Custom F -100 styleside
6 3/4 -1/2 ton Ford pick -up truck with 15,700 actual miles - $4,000.00. This
vehicle has a 300 cubic inch six - cylinder engine, automatic transmission,
and an am /fm radio.
Al Packer Ford, West Palm Beach, Fla. -Used 1979 Custom F -250 Ford Pick -up
truck with Reading utility body with 15,785 actual miles - $5,975.00. This
vehicle has a six - cylinder engine, four -speed transmission, power steering
and brakes, and air conditioning, and is white in color. A 12 month /20,000
mile extended warranty is available 9 $210.00.
All of the foregoing bids were referred to the City Manager and members of
the staff for recommendation to the Council at a future meeting.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
MR. SAMUEL Mr. Samuel Carsillo, 10063 Dahlia Ave., PBG, addressed the Council re:
CARSILLO: vehicles being parked along the curbing of the medians in the parking lot of
Gardens Square Shopping Center, rather than in the parking stalls provided;
the potholes in PBA Boulevard between the C -18 canal and the turnpike; the
County's lack of maintaining the road right -of -way on the north side of Burns
Road; the Fire Department's need for a four -wheel drive vehicle; the need
for a fully- activated traffic signal at the intersection of Holly Drive and
Military Trail; the radius of the roadway being too narrow for vehicles
turning north onto Military Trail from Arbor Way; and noted that the Public
Service Commission has now decided to have a Public Hearing in the evening
�,, on the Seacoast Utilities requested rate hike.

The Building Official will be requested to ensure that stalls have been
reserved for handicap parking at the Garden Lakes Shopping Center and the
shopping center on the northeast corner of Lighthouse Drive and A -1 -A
Alternate.
The Fire Chief will be requested to verify that the fire lanes at the
shopping centers are delineated and that parking is not permitted in these
areas.
In response to Ms. Helen Gallagher of Tamberlane Condominiums, the City
Manager advised that prior to the City's consideration of locating a bicycle/
pedestrian path along PGA Boulevard between the Ave. of the PGA and Military
Trail, the City would have to verify that the right -of -way easement for PGA
Boulevard is wide enough. Mr. Orr is presently exploring this with the
County.
Mr. Samuel Carsillo suggested that the Pratt & Whitney employees be dis-
couraged from riding their bikes to work during the hours that it is dark,
as PGA Boulevard is heavily traversed, especially by semi- trucks.
Councilman Feeney suggested that Pratt & Whitney coordinate with the County
a bus service to transport their employees to and from the main plant on the
Beeline Highway.
RESOLUTIONS: During the workshop session on Resolution 2, 1980, requesting the expansion
RESOLUTION 2, of the motor vehicle inspection facilities in northern Palm Beach County,
T7FF- the Council inserted the word "preferably" between the words "or," and
"establish" in Section 1. Resolution 2, 1980 will be considered for adoption
by the Council at their Regular Meeting of January 17, 1980.
ORDINANCES: The December 18, 1979 draft of Ordinance 17, 1979, repealing a portion of
ORDINANCE 17, Ordinance 7, 1978, which created the Sandtree PUD, will be considered for
adoption by the Council at their Regular Meeting of January 17, 1980.
ORDINANCE 18, The January 2, 1980 draft of Ordinance 18, 1979, providing for a referendum
T7F election to beheld in conjunction with the City's General Election on March
11, 1980, will be considered for adoption by the Council at their Regular
Meeting of January 17, 1980. This referendum is for the purpose of the City's
electors approval /disapproval of a change in the dates for filing as a can-
didate for Council in the City's Charter.
PETITIONS AND COMMUNICATIONS:
Mayor Laurie acknowledged receipt of communications from the following:

MAYOR LAURIE: Mayor Laurie reported that he will present the City's "National Volunteer
Blood Donor Month" Proclamation to the Director of the Palm Beach Blood
Bank's branch at the Palm Beach Gardens Community Hospital, Mrs. Bobbye Ison,
M.T., and personally donate blood during the month of January, 1980. Vice
Mayor Kiedis reported that he donated to this bank this month.
COUNCILMAN Councilman Martino reported on the Recreation Advisory Board meeting of
MARTINO: of January 8, 1980. The minutes of this meeting are on file in the City
Clerk's office.
The Council clarified that the open area between the two baseball diamonds,
north of the concession stand at Gardens Park can be utilized for recreational
activities, if they don't conflict with other scheduled activities at the Park.
The FEC Railroad will be requested to give the City permission to beautify
their right -of -way at Lighthouse Drive.
_ ITEMS BY CITY MANAGER:
`— The City Manager advised that Mr. Otto DiVosta has offered to install land -
LANDSCAPING OF scaping and an irrigation system in the median strip of PGA Boulevard in front

MEDIAN: of his shopping center, Gardens Square, if the City is willing to maintain
the landscaping and pay the meter charge. Per the direction of the Council,

a Council meeting in the near future to discuss this new concept.

2. Boca Raton Federal inviting the Council to attend their ribbon- cutting

MR. JOHN
3. Mr. John Caporini, President of the PBGYAA, requesting the use of the
CAPORINI
City's Fire Station on Saturday, April 19, 1980, for their annual
fund - raising event - "Las Vegas Night ". A motion was unanimously adopted
by the Council that they grant this request, contingent upon their
working with the City's Fire Chief to ensure that they will not cause
a hindrance to the Fire Department.

4. Mr. Hank Vanderwende, PBGHS Baseball Booster Club Representative, request -

ing the use of the Gardens Park baseball facility by the Palm Beach Gar-
dens High School baseball team from 2:30 to 5:00 P.M. on Monday through
Friday for the month of January. The members of the Council were in
favor of this request, to be coordinated with the City's Recreation
Director.
REPORTS:

the City Manager will respond positively to this request, to include that
the City would accept liability for this median.
RESURFACING OF The City Manager reported that the resurfacing of Holly Drive, east of 1 -95,
CIS' Lilac Street, and Larch Street should be complete by the first of next week;
and that he will be ascertaining a cost estimate for resurfacing MacArthur
Boulevard, to include a recommendation to the Council as to what account the
funds for this artery could be taken from.
COMP. LAND The City Manager reported that the City will start the proceedings on the
D-°F-PUAN. adoption of its Comprehensive Land Use Plan in the near future. The Compre-
hensive Planning Act of 1975 requires that this plan be adopted by July 1,
1980.
ITEMS BY MAYOR The establishment of a Code Enforcement Board will be an item for discussion
ANTL LL' at a Council meeting in the near future. In the meantime, the City Attorney
VICE MAYOR will research the establishment of a board of this type by other

COUNCILMAN The Council acknowledged receipt from Councilman Aldred of a draft of a
Resolution urging all governmental entities in Palm Beach County to develop
a comprehensive mass transit program. This draft will be further discussed
'y at the January 17, 1980 Regular Meeting.
MAYOR LAURIE: The Council acknowledged receipt of a memo from Steve Henning, Director of
Recreation and Parks, advising that the bike paths referenced at the Regular
Meeting of January 3, 1980 would cost the City $12,191.00.
VICE MAYOR The City Manager reported that the County is presently considering the appli-
cation of Centrex Corporation for the completion of the "Cinnamon" project
within unincorporated lands on the north side of PGA Boulevard in Section
2- 42 -42; and that he has received a copy of the preliminary plat for this
multi - family development. The City Manager will reiterate the City's dis-
agreement with this project in that it creates a "pocket" within the City.
ADJOURNMENT: With no further business, the meeting adjourned at 9:10 P.M..
