JANUARY 17, 1980
The Regular P9eoLinq of Lhc City ('ouncil of Palm Reach Gardens was called
to order by Mayor Samuel Laurie a! 8 :00 P.M. in the Assembly Room, 10500
North Military Trail, Palm Beach Gardens, Florida; and opened with the
Pledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the City Clerk and present were: Mayor Laurie,
Vice Mayor Kiedis, Councilman Martino, Ccuncilman Feeney, and Councilman
41dred. City Manager John Orr and Attorney William Brant were also in
attendance.
MINUTES: The minutes of the December 20, 1979 Regular Meeting were unanimously
approved by the Council, as written.
The minutes of the January 3, 1980 Regular Meeting were unanimously approved
by the Council, as written.
The minutes of the January 10, 1980 Workshop Meetinq were unanimously apps
by the Council, as written.
ANNOUNCEEI_NTS: Mayor Laurie announced that a meeting of the City's Planning and Zoning
Commission would convene at 7:30 P.M. on Tuesday, January 22, 1980.

Per the recommendation of the City Manager, the City Council unanimously
awarded the bid received by the City on January 10, 1960 from Congress
Auto Brokers for one used 1976 Custom F -100 styleside b 3/4 -1/2 ton Ford
pica -up truck vith 15,700 actual miles for the Public Works Department in
the amount of $4,000 - monies to be taken from the Public Works Department
Account 64.10.

activated traffic signal at the intersection of Holly Drive and Military
Trail; the radius of the roadway being too narrow for vehicles turning north
onto i4ilitary Trail from Arbor Way; the City renuiring devel ,)pers to post
a performance bond for their projects; the percentage of the rate increase
requested by Seacoast Utilities. Inc. being an injustice to its users; the
need for a pedestrian crossing at the intersection of PGA Boulevard and

canal that runs along the rear perimeter of the homes on Bellewood Street.

The members of the audience didn't address the COLincil re: the intent
of Ordinance 17, 1979. Mayor Laurie declared the Public Hearing closed.
By a unanimous vote of the Council, the City Clerk read by title only
on second reading Ordinance 17, 1979, Ordinance 17, 1979 was unanimously
adopted by the Council.
ORDINANCE 13. On January 19, 1978, the City Council adopted Ordinance 19, 1977, which
19--,1)7- provided for a referendum election to be held in conjunction with the City's
General Election on March 14, 1978. This referendum was for the purpose of
the City's electors approval /disapproval of a change to the dates for filing
as a candidate for Council in the City's Charter from "during the last
fifteen calendar days of Fehru&ry" to "during the first fourteen calendar
days of the twenty -eight X28) calendar day period next preceding the date
of the general election ". This General Election was cancelled, as only one
candidate filed for each Group; therefore, the Referendum was also cancelled.
At the Regular Meeting of January 3. 1930 c City Clerk read on first
reading Ordinance 18. 1979, providing for this same change in the Charter
to be placed before the City's electors in conjunction with the City's
General Election on Harch 11, 1980.
(he Council acknowledged receipt of a communication dated January ii. 1 >80
from fIs. Jackic Winchester. Palm F)r�ach County Supervisor of Elections,
requesting that the City consider amending its qualifyi-q dates to close
thirty days prior to its General Llection, rather than fourteen days prior,
as proposed. The reason for rs request is that n lesser period of time
between t;e quaiifyinq deadline and the t.enerii Elect__ =en oucs not piovide
sufficient time for her office to perform the procedures prescribed by 1PU

By a unanimous vote of the Council, the City Clerk read the title
paragraph end Section 1 of the Jlaiioary 2, 1930 draft of Ordinance 18,
1979. This draft, which was read on first reading at the Regular Meeting
of January 3, 1980 and duly advertised January 2, 1980, would, if approved
by the Citv's electors, change the dates for filing as a candidate for
Council in the City's Charter to "during the first fourteen calendar days
of the twenty -eight calendar day period next preceding the date of the
general election ".
By a unanimous vote of the CounczJ, the City Clerk read the title paragraph
and Section 1 of Ordinance 18, 1979 with the verbiage "during the last
fifteen calendar days of January" inserted in the stead of "during the first
fourteen calendar days of the twenty -eight calendar day period next preced-
ing the date of the general election ".
The City Manager outlined that the Council's consideration on an emergency
basis of Ordinance 13. 1979 amended to place before the City's electors
the change in dates for filing as a candidate for Council in the City's
Charter to "during the last fifteen calendar days of January" is that
Ordinance 18, 1479 as �oposud and advertised does not provide adequate
time for the City's General Flection to take place in an orderly manner;
Wr and that there is insufficient, time to satisfy the legal requirements for
processing /adopting a new ordinance with the amendment incorporated anti
advertisinq the referendum election as prescribed by law.
Ordinance 18. 1979 was unanimously adopted by the Council uith the verbiage
"during the last fifteen calendar days of January" inserted in the stead of
"during the first fourteen calendar days of the twenty -eight calendar day
period next preceding the date of the general election" in the title
paragraph and in Section 1 and the second "WHERFAS" paragraph rep;a! _,ed wath
the new paragraph "WHEREAS. this time period established does not provide
sufficient time for the Supervisor of II—tlons to nerform Lhe procedures
prescribed by law for the conduct of an electron, such as printing of

RESOLUTIONS: By a unanimous vote of the Council, the City Clerk read in full Resolution

W4EX. OF LANDS Vice Mayor Kledis noted that per in article in the newspaper, the Town
BY LAKE PARK of Lake Park is considering the annexation of properties immediately
west of the K -Mart shopping center on Northlake Boulevard. The City
Manager was requested to contact their Town Nanager to discuss the City's
proposed Comprehensive Land Use Plan.
GEOFFREY BIRT Vice Mayor Kiedis noted that the Town of Lake Park honored Mr. Geoffrey

FIRE PROTECTION In response to Vice Mayor Kiedis, the City Manager advised that hecauoe
AT PGA NATIONAL of the great distance between the Central Fire Station at City Hall and
the PGA National, the developer indicated a temporary structure would be
erected for fire protection at that development during its initial stage.
A permanent structure will be constructed during a later phase of
development.
