HomeMy WebLinkAboutMinutes Council 012480CITY COUNCIL WORKSHOP MEETING CITY OF PALM BEACH GARDENS JANUARY 24, 1980 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Samuel Laurie at 8:00 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the City Clerk and present were: Mayor Laurie, Vice Mayor Kiedis, Councilman Martino, Councilman Feeney, and Councilman Aldred. City Manager John Orr and Attorney William Brant were also in attendance. ANNOUNCEMENTS: Mayor Laurie announced the following: Personnel of David Reid's Office will be at City Hall 9:00 A.M. - 4:00 P.M. on January 28 & 29 to take applications for Homestead Exemption. There will be a General Membership Meeting of the Palm Beach Gardens Youth Athletic Association on Wednesday, January 30, 1980 at 8:00 P.M.. f COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: MR. ED In response to Mr. Edward Weimer, 4320 Hawthorn Ave., PBG, P1ayor Laurie WIER advised that the Community Center being considered by the Council for a referendum election will not be placed on the ballot of the City's General Electron to be held March 11, 1980. MS. NANCY Ms. Nancy Jewett, 4334 Magnolia St., PBG, addressed the Council requesting they consider racquetball courts as a part of the City's recreational facil- ities by either converting an existing tennis court into a racquetball court or constructing one. The City's Recreation Department and Advisory Board will be requested to conduct a survey to see how much interest there is in this sport and ascer- tain cost figures for a racquetball court. PRESENTATION OF PLAQUE OF APPRECIATION TO COACH LARRY HOOD Mayor Laurie presented a plaque of appreciation to Mr. Larry Hood, Coach at the Palm Beach Gardens High School for several years, which read " Presented to Coach Larry Hood In Sincere Appreciation For His Exemplary Dedication, Inspiration, And The Gifts gf Knowledge, Leadership, Sportsmanship, And Spiritual Growth That He Has Provided The Youth Of Palm Beach Gardens Fro The City Council January, 1980 ". City Council Workshop Meeting, 1/24/80 Page 2 PROCLAMATIONS: Mayor Laurie reap a Proclamution dedicating the week of January 20 - 26, 1980 to Coach Larry Hood and his family. RESOLUTIONS: There weren't any revisions made by the Council to the January 22, 1980 Resolution 5, draft of Resolution 5, 1980, appointing the City Manager to act as the City's 980 liaison agent on all matters concerning the State Aquatic Plant Control Funding Program. Resolution 5, 1980 will be considered for adoption by the Council at their Regular Meeting of February 7, 1980. Resolution 6, There weren't any changes made by the Council to the January 22, 1980 draft 1980 of Resolution 6, 1980, reaffirming that the monies received by the City from the Department of Natural Resources will be used for aquatic weed con- trol in waters within the City's corporate boundaries. Resolution 6, 1980 will be considered for adoption by the Council at their Regular Meeting of February 7, 1980. ITEMS FOR DISCUSSION: DEDICATION OF Fir. Andrew Jacobson, Counselor for the PGA National project, addressed the INTERIOR STREETS Council relating that at the time of the City's adoption of the PGA National NATIONAL PCD, the developer, Mr. E. Llwyd Ecclestone, Jr., chose to make all of the interior roads of the project private by deeding them, by plat, to the various homeowners associations. However, Mr. Ecclestone would now like for the City to accept the dedication and perpetual maintenance responsibility of all of the interior roads within the single family plats. This change in Mr. Ecclestone's position is due to various reasons, including that dedi- cating the streets to the homeowners creates an unfairness in that the cost for maintaining public streets is absorbed by the entire City, and the homeowners within the PGA National would be paying the same millage rate as the rest of the City plus be assessed for the maintenance of their own Private streets. Other reasons were that the resort core will be open to the general public; Florida Power & Light Company will not install street lights on private roadways; and the Police Department's Jurisdiction on these streets would not be hampered if they were public. The dedication of the interior streets within Plat 1 (Glengary Subdivision), Plat 2 (Thurston Subdivision), and Plat 3 (Burwick Subdivision) has already been accomplished. This dedication would be revoked and the streets would be conveyed by way of gift to the City. The balance of the interior streets would be directly dedicated, by plat, to the City. Upon substantial com- pletion of all construction within the project, they also wish to convey the two access points to the single family areas (one on PGA Boulevard and the other on Northlake Boulevard) to the City. They will continue to own the City Council Workshop Meeting, 1 /24/80 Page 3 loop roads, with a roadway easement granted to the Northern Palm Beach County Water Control District. The District will continue to build these public roads and will also have the maintenance responsibility for them. Mr. Mike Rosen, Project Manager, advised that if the streets were public they would still have internal security surveillance and the guard houses at the access points would merely serve as information centers. The general public's access to the project would not be impeded in any way. The City's acceptance of the dedication of these interior roads will be further discussed at a future workshop meeting. In the meantime, Mr. Rosen will research several items, including the widths of the rights -of -way within the plats, and the total amount of miles of roadway the City would be accepting. Mr. Rosen will also find out whether or not Mr. Ecclestone would be willing to post a two -year maintenance /performance bond on these streets at the time of their acceptance by the City, and ascertain a letter from the Treasure Coast Regional Planning Council outlining that the City's acceptance of these roads would not inhibit the DRI (Development of Regional Impact) approval. INTER -CITY At their Regular Meeting of September 20, 1979, the City Council adopted FIRST AID Resolution 70, 1979, which authorized the donation of $2250 to the Inter - City First Aid Squad. These monies were in addition to the $1,500 already appropriated in the City's 1978/1979 Fiscal Year's Budget, and donated to aid the corporation in meeting its debt obligations. At the Regular Meeting of January 17, 1980, the Council acknowledged receipt of a communication from the Village of North Palm Beach, enclosing a copy of a draft ordinance, which would permit only those ambulances serving Zone 2 to enter Zone 2 for the purposes of pickup and transportation. This measure, if adopted by the Council, would essemtially permit only the Inter -City First Aid Squad to provide these services within Palm Beach Gardens, thus enabling them to take advantage of the income currently being received by other ambulance companies for transportation services. Although the City Council by adoption of Resolution 17, 1977 requested the City Commission of West Palm Beach to permit the transportation of Palm Beach Gardens residents by the Inter-City First Aid Squad from medical and /or nursing facilities within their corporate limits to their homes or medical and /or nursing facilities within the City, they chose to limit this service to ambulances serving their zones. With the concurrence of the other members of the Council, Vice Mayor Kiedis will pursue the transfer of sod from Gardens Park to Plant Drive Park. POOR RESUR- Councilman Feeney noted that a poor fob was done by the contractor on the FACING OF BAS- resurfacing of the basketball courts at Plant Drive Park. These courts ETBURTS AT -FETN -DRIVE were completed approx. two weeks ago by Heavy Construction of North Palm -7T7__ Beach. IMPACT FEE Councilman Feeney noted that per an article in the newspaper, the Town of CHARGED BY Jupiter is charging developers an impact act fee of $45 JUPITER FOR p g g p P per unit for the future FIRE DEPT. expansion of the Fire Department. The City Manager was requested to y explore this matter. Councilman Feeney suggested that the Tri- Cities challenge this restriction imposed by the City of West Palm Beach, as he felt an individual should be able to choose the company in which he /she wishes to employ for this service. Mr. Howard Lebrecht, Director of Operations of the Inter -City First Aid Squad, will be requested to attend the Workshop Meeting of February 14, 1980, to address the progress of that corporation in continuing its services. PETITIONS AND COMMUNICATIONS: RICHARD MORLEY, Mayor Laurie acknowledged receipt of a communication from Mr. Richard F. PR77PC1CQNER OF COUNTY Morley, Principal Planner for Palm Beach County, advising that on January 15, 1980, the Board of County Commissioners approved on a 50/50 cost - BIKE PATHS matching basis the construction of bikeways within the City on Burns Road WITHIN CITY from Military Trail to Riverside Drive; Riverside Drive from Burns Road to Holly Drive; and Gardens East Drive, from Meridian Way to Lighthouse Drive. At the Regular Meeting of February 7, 1980, the Council will consider the City's share amounting to approx. $12,191.00 (+ 10%' contingency). REPORTS: VICE MAYOR Vice Mayor Kiedis and Councilman Martino reported that they attended the City's Site Plan and Appearance Review Committee's and Planning and Zoning - COUNCILMAN MARTINO Commission's meetings of January 22, 1980. The minutes of these meetings are on file in the City Clerk's office.
