HomeMy WebLinkAboutMinutes Council 021480CITY COUNCIL WORKSHOP MEETING CITY OF PALM BEACH GARDENS FEBRUARY 14 , 1980 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Samuel Laurie at 8:00 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the City Clerk and present were: Mayor Laurie, Vice Mayor Kiedis, Councilman Martino, and Councilman Aldred. Attorney George Baldwin was also in attendance. Councilman Feeney was not in attendance due to illness; and the City Manager and Attorney William Brant were not in attendance, as they were attending a Pre - Legislative Conference in Tallahassee, Florida. ANNOUNCEMENTS: Mayor Laurie announced that the NPB /PBG Jaycees will be sponsoring a "Meet The P. B. Gardens Candidates" on Wednesday, March 5, 1980, at 7:30 P.M. in the Assembly Room at the City Hall Complex. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: MR. SAMUEL Mr. Samuel Carrillo, 10063 Dahlia Ave., PSG, addressed the Council re: CARSILLO: the fuel adjustment Florida Power & Light Company is charging its users; the holes in PGA Boulevard, west of the turnpike; the County's lack of maintaining the east side of the canal that runs along the rear perimeter of the homes on Bellewood Street; the location of a post office and City - owned library in the City; the need for a fully- activated traffic light at the intersection of Military Trail and Holly Drive; the City sending a Res- olution to State Senator Philip D. Lewis and State Representative Edward Healy requesting that the State Legislature pass a law that would allow the State Fire Marshals to enforce the Fire Codes in the school system; RCA's non - conformance with the City's Landscape Code; the need for additional street lights in the City; the radius of the roadway being too narrow for vehicles turning north onto Military Trail from Arbor Way; the street light being out at the corner of Sandalwood Drive and Meridian North; the pending location of a helicopter landing pad at the PBG Community Hospital; the projects that are proposed to be accomplished with the Road Bond Referendum funds, if approved by the County's electors on March 11th; and Semi - trucks exceeding the speed limit on Military Trail. City Council Workshop Meeting, 211,q180 Page 2 At their Regular Meeting of February 7, 1980 the Council acknowledged receipt of a communication from Mr. Charles R. Walker, Jr., Director of the Palm Beach County Traffic Division, advising that they have contacted the engineer on the King Arthur Estates project; and have requested that the flush header curb be removed and relocated to the existing condition. The City Manager will be requested to "follow -up" on this communication and learn when this radii at Military Trail and Arbor Way will be corrected. For the benefit of the audience, the Mayor read the letter received by the City from Mr. Charles R. Walker, Jr., Director of the Palm Beach County Traffic Division, advising that the traffic study they performed in December, 1979. at the intersection of Holly Drive and Military Trail indicates that a fully - actuated signal is warranted. The installation of this signal has not been scheduled at this time. MR. AL VARNEY Mr. Alanson Varney, President of the Sandalwood Homeowners Association, REQUEST FOR addressed the Council requesting a street light be located at the intersec- STREET LIGHT & CC Ems_ tion of Sandalwood and Gardens East Drives; and that the canal that runs �-- along the south and east sides of Sandalwood Drive be cleaned and the holes in the embankment be filled in. MR. AL VARNEY Mr. Varney advised the Council they will be receiving a petition from the REQUEST F E OR homeowners requesting the location of a City recreation area east of the CIK . CIF- 7E77TAILROAD FEC railroad. Mr. Varney suggested that the City acquire the vacant land between the PBG Community Hospital and Sandalwood for this purpose. MR. GEORGE Mr. George Hilliard of Sandalwood I addressed the Council echoing Mr. Varney's HILLIARD comments re: the need for recreational facilities east of the railroad tracks, PrrrS—TFOR C77P-ARK E. and suggested that they ultimately include basketball, volleyball, and tennis DAD courts, baseball fields, a nature trail, and a jogging track. The City's Recreation Department will be requested to explore the ownership, etcetera, of the vacant land south of the PBG Community Hospital. Vice Mayor Kiedis suggested that perhaps the City's Dept. of Public Works could upgrade the fields at the Alamanda School for the children's play in the meantime. MRS. LINDA Mrs. Linda Monroe, 4431 Althea Way, PBG, addressed the Council suggesting MONROE REQUEST FOR the location of bike paths along the east side of Military Trail between BIKE PATH Holly Drive and Lilac Street. Vice Mayor Kiedis suggested that the City take the appropriate steps to request matching funds from the County for this project. City Council Workshop Meeting, 2/14/80 Page 3 MR. HOWARD Mr. Howard Lebrecht, Director of Operations of the Inter -City First Aid LEBRECHT OF Squad, addressed the Council requesting that they endorse their new plan TIN Tr _Ci f Y "SPONSORSHIP called "Sponsorship '80... An Interest In Inter - City ". Under this plan, —' THAN citizens can sponsor the Inter -City by paying a specified amount prior to N March 31, 1980 and should they need /receive the corporation's services during 1980, their emergency medical expenses would be "paid an full ". A Resolution endorsing this plan will be considered by the Council at their Regular Meeting of February 21, 1980. ITEMS FOR DISCUSSION: PICK -UP AND Mr. Howard Lebrecht, Director of Operations of the Inter -City First Aid TRANSPORTATION -quad, addressed the Council SERVICES OF q pursuant to their request that the City adopt A78II=ES an Ordinance like the one adopted by the City of West Palm Beach in 1977, IN THE CITY whereby ambulance corporations serving the zone of the City (Zone 2) would be the only ones permitted to enter the zone for the purposes of pick -up and transportation. This restriction enacted by the City of West Palm Beach applied to Inter -City in that they were /are not permitted to enter their corporate boundaries for the purpose of providing these services. However, if our City adopted an Ordinance of the like, they, the ambulance corporation serving Zone 2, would be permitted exclusively to provide these services within our corporate boundaries, which would enable them to take advantage of the income currently being received by other ambulance associations and companies for transporta- tion service. In the event of a disaster where more than one ambulance service may need to be involved, Inter -City would contact another ambulance corporation for assistance. Inter -City serves several municipalities and unincorporated areas that surround, them, including: Palm Beach Gardens, Lake Park, North Palm Beach, Mangonia Park, Riviera Beach, Palm Beach Shores, Cabana Colony, Gramercy Park, Juno Areas, and Lost Tree Village. Mr. Lebrecht advised that thus far, the City of Riviera Beach and the Village of North Palm Beach have enacted this restriction. At their Regular fleeting of February 21, 1980, the City Council will consider on first reading an Ordinance permitting only those ambulance corporations serving Zone 2 to enter Zone 2 for the purposes of pick -up and transportation. In the meantime, Mr. Lebrecht will provide the City a copy of their schedule of rates and an outline of their personnel's salaries. The City Administra- tion will ascertain a copy of other ambulance corporations' rates for comparison. ITEMS BY THE MAYOR AND COUNCIL: COUNTY'S ACQUI- Vice Mayor Kiedis reported that in October, 1979, the City received a SITI N OF MY= communication from County Commissioner Peggy Evatt re: the County's con- METT7 con- ME sideration of the acquisition of the 21 -acre tract known as the Rybovich property. This communication was pursuant to Vice Mayor Kiedis' request at the Municipal Officials meeting of September 17, 1979, and advised that per their staff's evaluation of this parcel, the Beach Bond Referendum funds could be better spent on other parcels. This communication listed the pri- mary reasons for this conclusion. Vice Mayor Kiedis and Steve Henning, the City's Director of Recreation and Parks, met with County Commissioner Evatt on February 11, 1980 to reactivate this request, which was initiated by Councilman Feeney. Vice Mayor Kiedis and Mr. Henning surveyed this 21.03 -acre tract, which borders on a canal along the south side of the RCA Blvd. extension and the intracoastal waterway, and found mangroves constitute approx. 50a of the parcel. However, there appeared to be quite a bit of high ground on the parcel that could be used for whatever purpose wanted, including a launch for boats. Commissioner Evatt offered to have one of her representatives meet with Mr. Henning to discuss a plan for this property. COUNTY'S ACQUI- Vice Mayor Kiedis and Mr. Henning also surveyed an approx. 12 -acre parcel SITION OF 12- ted contiguous to the south of the "Rybovich" property, which in their O7-=COASTAL opinion would be very conducive to a park. Mr. Henning will be contacting the County Mapping Department to confirm the ownership of this parcel; and if the Council is interested in its acquisition, it will be pursued. SODDING OF Vice Mayor Kiedis reported that the sodding of the Plant Drive Field by the 7777R. = Public Works Department is near completion. City Council Workshop Meeting, 2/14/80 Page 5 VICE MAYOR Vice Mayor Kiedis reported that he contacted Mr. Jim DeLonga, member of IED the Palm Beach County School Board, and he is going to try to provide the SCHOOL BOARD City the approx. amount the School Board would be selling their parcel for. rro-rrrrr— This 10 -acre tract is located south of Plat 4 along the FEC railroad, and may be considered by the Council as a site for a future City park. P & Z COM. & Vice Mayor Kiedis reported on the Planning and Zoning Commission meeting of 9-TT=' February 12, 1980 and the Beautification and Environmental Committee meeting m7FTIT( S: of February 13, 1980. The minutes of these meetings will be placed on file in the City Clerk's office. COUNCILMAN Councilman Dick Aldred reported that he met State Attorney General Jim ALDRED: Smith at a social, and they discussed various State Statutes, including his COMPREHENSIVE opinion re: the legal status of an adopted Comprehensive Land Use Plan. LAND USE PLAN Councilman Aldred emphasized the importance of Bankers Life & Casualty Com- pany, the owner of the majority of vacant lands in the City, reviewing with the City their plans for future land development, prior to the adoption of our Comprehensive Land Use Plan.
