WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
MARCH 13, 1980
The Workshop Meeting of the City Council of Palm Beach Gardens was called
to order by Mayor Dick Feeney after a ten - minute recess that followed the
Council's Reorganizational Meeting of this date.
ROLL CALL: Mayor Feeney, Vice Mayor Aldred, Councilman Kiedis, Councilman Laurie, and
Councilwoman Monroe were in attendance. City Manager John Orr and Attorney
William Brant were also in attendance.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
MR. SAMUEL Mr. Samuel Carsillo, member of the City's Beautification and Environmental
CARSILLO Committee, addressed the Council re: the unjust implication that was made
in an article that recently appeared in a local newspaper about a member of
the Committee receiving from the Committee the City's monthly "Home Beau-
tification Award "; the due date for the County's location of a fully -
actuated traffic signal at the intersection of Military Trail and Holly
Drive; Semi- trucks exceeding the speed limit on the segment of Military
Trail that runs through the City; the location of a full- service post office
in the City; the pending location of a helicopter landing pad at the Palm
Beach Gardens Community Hospital; the need for a pedestrian crossing light
at the intersection of Military Trail and PGA Boulevard; and a "cleaning -up"
that needs to be done in front of the Everglades Federal Savings and Loan
Association bank currently heing developed on the west side of Military
Trail, south of PGA Boulevard.
MR. RONALD Mr. Ronald Katz, member of the City's Beautification and Environmental Com-
KATZ mittee and recipient of the City's monthly "Home Beautification Award"
that the above- referenced newspaper article eluded to, addressed the Council
wanting it publicly known that he did not appreciate the innuendos in the
article and that he had returned to the City the "Certificate of Award for
Appearance and Landscape Design" awarded to his home by the Committee; and
requested that his letter that accompanied the certificate be read into the
record.
Mayor Feeney advised Mr. Katz he felt that whenever possible controversy
should be avoided by the City; and that at a previous meeting he suggested
that the Council consider in the future the adoption of a policy re:
recipients of City awards, to include that the homes of members of the

Beautification and Environmental Committee and City Council would not be
considered by the Committee for the monthly "Home Beautification Award ".
Mayor Feeney offered to recognize Mr. Katz's letter under the agenda item
of "Petitions and Communications" at the current meeting.
MR. E. B. Mr. E. B. Shearin, Jr., who was a candidate for Councilman Group 2, publicly
SHEARIN, JR. congratulated Councilman Kiedis on winning his campaign; and said "I
thought the race was well -run; I thought it was a good race; I thought my
showing was very good; and in all of this, I have met so many wonderful
people and would like to publicly express my appreciation to them for their
support and help - it is just gratifying to know that there is so many good,
nice people out there; and I will probably be back next year. ".
Councilman Kiedis offered that he thought Mr. Shearin did a very fine job;
and complimented him on the way he ran his campaign.
RESOLUTIONS: Mr. Don N. Hayhurst, Pastor of the Gardens Baptist Church, addressed the
RE50LUTION -19, Council re: their request for an extension of one year that they may use
a mobile building on their premises at 11980 Alternate A -1 -A, PBG; and
offered that this will hopefully be the last year they will need this
mobile facility to operate their Christian Middle School.
The March 11, 1980 draft of Resolution 19, 1980, which amends the City's
Resolution 30, 1979 by extending the time for the use of a mobile trailer
on the church's premises, will be considered for adoption by the Council
at their Regular Meeting of March 20, 1980.
ORDINANCES: There were no changes made by the Council to the February 26, 1980 draft
ORDINANCE 3, of Ordinance 3, 1980, which is based on the request of Mr. Dave Hendel for
DST_ the rezoning of his 27.222 -acre parcel of land located on the west side of
Prosperity Farms Road, south of PGA Boulevard within Section 5 -42 -43 from
RMH - Mobile Home District to RM - Medium Density Residential District.
A duly advertised Public Hearing and the Council's consideration of
adoption of Ordinance 3, 1980, will take place at the Regular Meeting of
March 20, 1980.
ITEMS FOR DISCUSSION:
CREATION OF At their duly advertised Public Hearing on June 19, 1979, the Planning and
'OAKPARK OFFICE Zoning Commission unanimously adopted a motion that they recommend to the
Council the granting of the request of Mr. Kieran Kilday, authorized agent
for Mr. George Blanck, for the creation of a Planned Unit Development with
CPO - Commercial Professional Office usages on a 5.128 -acre parcel of land

located on the west side of Prosperity Farms Road, south of PGA Boulevard.
The name of the project at that time was "Belle Terre ".
U Mr. Kilday, Registered Landscape Architect and Land Planner, addressed the
Council explaining that the subject parcel has changed ownership to C. C.
Realty of Fla., Inc., and Investment Equity Corporation; and that with the
permission of Mr. Blanck and the City, they would like to proceed to the
Council with the application for this PUD. A few "insignificant" changes
have been made to the plans for this project now called "Ookpark Office
Park ", .including the roof -line configurations and the parking lot layout.
After a review of the plans presented by Mr. Kilday, the members of the
Council concurred with the City Administration that the original concept
approved by the Planning and Zoning Commission had not been changed
significantly enough for the PUD application to be requirdd to be resub-
mitted to the Commission for their consideration of a recommendation to the
Council.
Councilman Kiedis conveyed that in an effort to "go along" with the County's
concept that no additional commercial establishments be located any further
south on Prosperity Farms Road, he wanted the landscaping along the artery
in front of the project to be dense enough to mostly obscure the professional
office buildings from view.
The Council's consideration of first reading of an Ordinance adopting this
PUD will take place at their Regular Meeting of April 3, 1980. In the
meantime, Mr. Kilday will provide an elevation plan for the landscaping,
revise the specifications to reflect that the Oak 'trees that will be planted
along Prosperity Farms Road in front of the project will be a minimum of
25' in height at the time of planting, and explore the need /possibility of
providing two exit lanes from the project. The City Manager and Fire Chief
were requested to re- review the plans from the standpoint of accessibility
to the center building with the ponds located per the site plans.
PETITIONS AND COMMUNICATIONS:

article re: his home receiving the City's monthly "Nome Beautification
Award ".

Mayor Feeney acknowledged receipt of communications from the following:
WAYNE A. WALTER 1. Wayne A. Walter, Special Events and Publicity Chairman for the Palm
P. B. DISTRICT Beach District Boy Scouts, inviting the Council to participate in the
ff UTIT= opening ceremonies of their Scout -O -Rama show to'begin at 11:00 A.M.
on Saturday, May 3, 1980, at the Palm Beach Gardens High School.
DR. ED EISSEY 2. Edward M. Eissey, President of the Palm Beach Junior College, requesting
RES.? P91C the City's ideas re: the Institute of Local Governments he intends to
establish at the Community College. Mayor Feeney requested that if any
of the members of the Council had any comments /suggestions re: this
proposal, they be submitted to the City Manager or himself, so that he
may forward them to Dr. Eissey.
ITEMS BY THE CITY MANAGER:
PBG - WORLD The City Manager reported that Roger Martinez advised him this date that
RECORD OLDER he had received a telegram from England, notifying him that the Guiness

S C1ER LAYING Book of World Records now reflects that the City of Palm Beach Gardens
holds the World Record for continual soccer playing. This is the first
time that the United States has held this record.
At a meeting in the near future, the Council will present a plaque of
recognition to Mr. Martinez, a former professional soccer player, coach
in the Palm Beach Gardens Soccer League, and coordinator of this event
that took place February 22, 23, and 24, 1980. The Recreation Department
will be requested to explore the cost of the City presenting certificates
of recognition to the rest of those involved in the event.

B & E COM. Councilwoman Monroe reported that the Beautification and Environmental

MAKING POLICE The other members of the Council concurred with the recommendation of

COUNCILMAN Councilman Kiedis acknowledged receipt of a communication, dated March 5,
KIEDIS 1980, from County Commissioner Peggy B. Evatt. This communication is

the "Rybovich property" and /or the adjoining 13.50 -acre parcel owned by
Royal American Industries, which are located on the intracoastal waterway,
south of the Monet Road extension, within the Village of North Palm Beach.
Attached to this letter was an explanation from Peter J. Kelly, Director
of the County's Land Acquisition Division, as to why he recommends the
21.03 -acre parcel not be acquired. A cost figure for the 13.50 -2cre parcel
will not be given by Royal American Industries until such time their current
project of having all of their properties appraised is complete.
At the Workshop Meeting of March 27, 1980, the Council will consider the
pursuit of their request that the County acquire the 13.50 -acre parcel.

SPEECH OF COUNCILMAN JOHN KIEDIS RE: PAST COUNCILMAN MICHAEL MARTINO
To the members of the Council and you ladies and gentlemen in the audience:
Just taking a few minutes of your time to say a few words about a gentleman who
has sat here as a Councilman for the past Sk years. You know, long before Mike
became a member of the Council and a three -time Mayor of the City, he's been a
leader in our community through his activities with the youth of our City.-He
is dedicated to the service of others far beyond that of the usual, average person
in our community; and has spent countless hours organizing, teaching, training,
and developing our children in making kids and parents grow tbgether in a better
way.
When Mike became a member of the Council, he really never changed his philosophy
of giving of himself to others as a member of the City Council. He fought hard
on the issues to bring the best to our citizens. He's dedicated to his position
here and he demanded the highest degree of intregity, leadership in our community.
Mike and I were sometimes at odds on certain questions; we were on opposite sides
of the Vote many times; but, each of us, I think, with his own convictions and
with the best interest in the community at heart. He's been a friend of mine
through all the years and a deeply dedicated friend to really all of us, and,
everybody who lives in the Gardens. I think the people of Palm Beach Gardens owe
Mike a great deal for the service he had rendered and I'm sure we are going to miss
him on the City Council.
