WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
APRIL 10, 1980
The Workshop Meeting of the City Council of Palm Beach Gardens was called
to order by Mayor Dick Feeney at 8:00 P.M. in the Assembly Room, 10500
North Military Trail, Palm Beach Gardens, Florida; and opened with the
Pledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the City Clerk and present were: Mayor Feeney,
Councilman Kiedis, Councilman Laurie, and Councilwoman Monroe. City
Manager John Orr and Attorney William Brant were also in attendance.
Vice Mayor Dick Aldred was not present.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
MR. SAMUEL Mr. Samuel Carsillo, 10063 Dahlia Ave., PBG, addressed the Council re:

the County being requested to give the south side of PGA Boulevard
between Military Trail and the Sunshine State Parkway a general clean -up;
the need for additional personnel in the City's Fire Department; the
Fire Department's need for a four - wheel -drive vehicle; the County being
requested to upgrade the intersection of A -1 -A and Burns Road; the
developer of the Edgemere PUD being requested to upgrade the appearance
of his ,fob site; and Mr. Geoffrey flirt, reporter for Weekday Newspaper,
being recognized by the City for his "good" reporting.
MR. EDWARD In response to Mr. Edward Weimer, 4320 Hawthorne Ave., PBG, the City
WEIMER Manager advised that the City has requested the County to reduce the
speed limit to 35 m /p /h along the stretch of Military Trail from the
northern boundary of the Garden Lakes project to at least the northern
boundary of Plat #4. The County Commission will consider this request
in the near future.
FIRE CHIEF Pursuant to the discussion at the Regular Meeting of December 6, 1979,
EDWARD ARRANTS Fire Chief Edward Arrants addressed the Council requesting the City's
endorsement of House Bill 836 sponsored by State Representative Lippman
and its companion, Senate Bill 449, sponsored by State Senators Tobiassen
and Winn. These Bills address the problem of fire safety inspections
being conducted in public schools by those without the most expertise; and
"provide that all fire safety inspections of any educational plants be
conducted by the Division of State Fire Marshal of the Department of
Insurance, or by a local fire department official who has been certified

by the division as having completed the training requirements for persons
inspecting educational facilities. ". A Resolution endorsing these Bills
will be considered by the Council at their Regular Meeting of April 17,
1980.
RESOLUTIONS: There were no changes made by the Council to the April 8, 1980 draft of
RESOLUTION 24, Resolution 24, 1980, supporting the County's acquisition of properties on
1980 Singer Island with the Beach Bond Referendum funds. Resolution 24, 1980
will be considered for adoption by the Council at their Regular Meeting
of April 17, 1980.
RESOLUTION 25, Mr. Bob Bergen of the Government Products Division of the Pratt and
--j-90-- Whitney Aircraft Group addressed the Council pursuant to their request
that the City extend the time they may use two modular buildings for
offices on property located at the RCA Plant. Mr. Bergen advised that
plans are being made to expand their main facility on the Bee -Line Highway;
and, hopefully, their branch at the RCA Plant will be relocated to their
main plant within 18 months. Space is not available at the RCA Plant for
these offices needed at this branch.
Resolution 25, 1980, providing for the extension of one year that Pratt
and Whitney Aircraft may use these two modular buildings at the RCA Plant,
will be considered for adoption by the Council at their Regular Meeting
of April 17, 1980.
RESOLUTION 26, Mr. Guy Heath of the Florida Aircraft Federal Credit Union addressed the
Council pursuant to their request that they be permitted to continue to
use a mobile home trailer at the RCA Plant as a Disbursement and Informa-
tion Center for members of the Credit Union. Mr. Heath explained that
they would like to maintain this trailer as a convenience to their members
who are employees of Pratt & Whitney Aircraft at the RCA Plant; and
offered to landscape it with the permission of RCA.
Resolution 26, 1980, providing for the extension of one year that the
Florida Aircraft Federal Credit Union may use this mobile building at the
RCA Plant, will be considered for adoption by the Council at their
Regular Meeting of April 17, 1980.
RESOLUTION 27 During the Workshop Session on Resolution 27, 1980, the Council inserted
the names Virginia Amato, Walter H. Wiley, Robert Savel, and Alan M.
Strassler in the blanks of Sections 1, 2, and 3, respectively. Resolution
27, 1980, appointing a member and reappointing and appointing alternate
members to the City's Zoning Board of Appeals will be considered for
adoption by the Council at their Regular Meeting of April li, 1980.

ORDINANCES: The April 2, 1980 draft of Ordinance 5, 1980, will be amended to include
ORDINANCE 5, the monetary donation to be made to the City pursuant to Sub - section
1980 16.19 of Section 16, Article VII, Zoning Codes-,and the amount prescribed
by the City Engineer will be inserted in the blank of Section 5.
Ordinance 5, 1980, providing for the creation of the "Oakpark Office Park"
POD on a 5.128 -acre parcel of land located on the west side of Prosperity
Farms Road, south of PGA Boulevard within Section 5- 42 -43, will be con-
sidered for adoption by the Council at their Regular Meeting of April
17, 1980. In the meantime, Mr. Kieran Kilday, authorized agent for the
developers, will clarify /satisfy several items, including:
1. Increasing the quantity of handicap parking stalls.
2. Perform a tree survey delineating the existing trees that will be
relocated, removed, and maintained as is on the site.
3. Include in the specifications the minimum height of the landscaping
at the time of planting.
4. Provide the City Attorney a copy of their Condominium Association
Documents for his review /approval.
5. Contact the County's Traffic Engineering Department re: the possible
need for a deceleration lane on Prosperity Farms Road.
6. Explore the need for special disposal facilities for the medical
offices.
ORDINANCE 7, the City Clerk was requested to incorporate those revisions made by the
T79u- Council to the April 1 1980 draft of an Ordinance
p , providing for the
creation of a Code Enforcement Board of the City. Ordinance 7, 1980 will
be considered by the Council for first reading at the Regular Meeting of
April 17, 1980.
PETITIONS AND COMMUNICATIONS:
Mayor Feeney acknowledged receipt of communications from:
MR. JOHN 1. John Caporini, President of the PBGYAA, requesting permission for the
CAPORINI Association to have their "Las Vegas Night" at the City's Fire Station

is the only facility the City has available at the present time for
this large of a function, the Council approved this request.

holes that may exist in the outfields. The City Manager was requested
to explore the cost of upgrading these fields for the Council's con -
sideration during the 1980/1981 Budget discussions.
REPORTS: Louncilwoman Monroe reported on the Merit System Board's, Planning and
COUNCILWOMAN Zoning Commission's, and Beautification and Environmental Committee's
MONROE meetings she attended on April 7, 8, and 9, 1980, respectively. The
minutes of these meetings will be placed on file in the City Clerk's
office.
COUNCILMAN Councilman Kiedis reported that during his discussions with County Com-

approved for construction in the City on a 50/50 cost - matching basis.
These paths, which were approved by the Council on February 7, 1980, will
be located on Burns Road from Military Trail to Riverside Drive, Riverside
Drive from Burns Road to Holly Drive, and Gardens East Drive from Meridian
Way to Lighthouse Drive.
The City Manager was requested to contact the County re: matching funds for
the construction of bicycle paths along the east side of Military Trail
between Holly Drive and Lilac Street.
MAYOR FEENEY Mayor Feeney acknowledged receipt of a communication from Mr. Rudy

County's facilities be expanded by a cluster of buildings in downtown
West Palm Beach, where the Central County Complex is now located, rather
than at a site at the Palm Beach International Airport.
ITEMS BY THE MAYOR AND COUNCIL:

PRESENTATION OF The members of the Council were unanimously in favor of expending $195

at the Palm Beach Gardens High School. Councilman Laurie offered to set
up the parameters for this presentation by the Council.
