City Council Regular Meeting, 4/17/80 Page 2 RESOLUTIONS: By a unanimous vote of the Council, the City Clerk read in full Resolution RESOLUTIN 24, 24, 1980, supporting the County's acquisition of properties on Singer Island with the Beach Bond Referendum funds. Vice Mayor Aldred conveyed that, he was riot in favor of the County's acquisition of the Howard Tract because of the cost of the roadway improvements it would necessitate. Resolution 24, 1980 was unanimously adopted by the Council. RESOLUTION 25,_ By a unanimous vote of the Council, the City Clerk read in full Resolution 1980 25, 1980, providing for an extension of one year that Pratt & Whitney Aircraft may use tue modular buildings for offices at their branch located at the RCA Plant. Resolution 25, 1980 was unanimously adopted by the Council. RESOLUTION 26, By a unanimous vote of the Council, the City Clerk read in full Resolution X980 26 1980 providing for an extension -f , p g one year that the Florida Aircraft Federal Credit Union may use one mobile hump trailer as a Disbursement and Information Center for members of the Credit Union who are employees of Pratt & Whitney Aircraft at the RCA Plant. Resolution 26. 1980 was unanimously adopted by the Council. RESOLUTION 2i� by a unanimous vote of the Council, the Citv Clerk read in full Resolution 1980 — 27, 1980, appointing a member and appointing and reappointing alternate mambos to the City's Zoning Board of Appeals. Resolution 27, 1980 was unanimously adopted by the Council. RESOLUiI_O,N 28, By a unanimous vote of the Council, the City Clerk read in full Resolution 1980 28, 1980, endorsing House Bill 836 and Senate Bill 449, which provide for local fire department officials to conduct fire safety inspections in puhlic schools. Resolution 28, 1980 was unanimously adopted by the Council. RESOLU TI fir. Otto Cillosta, developer of the "Glenwood" multi- famaly PUD, addra;sed the Council requestinq permission to temporarily locate a modular building on property adjacent to the entrance of the PGA National to be used as a sales office for his few units that remain to be sold. Permission has been ascertained from Royal American Industries for the location of this building on their land until August 1, 1980. Resolution 29, 1980 was unanimously adopted by the Council. LANDSCAPING OF M . DiVor,ta advised the Council of the progress that bas been made on the MEDIANS T SECTION Al IIiC proje,t of beautifying the medians at the intersection of PGA Boulevard T 5EC� OF m PGA 91-VD & and 111litary Trail. He has employed the firm of Urban Design Studios to MILITARY TRAIL prepare comprehensive landscaping plans for the four medians at this intersection and to ascertain the necessary permits from the Department of Tran.spartatron. The City will recontact the developer of Woodland Lakes and the Admiralty Building and the manager of the Holiday Inn re: their offers to contribute toward thus project. ORDINANCCS: Mayor Feeney declared the Public Hearing open, which was duly advertised ORDINANCE 5, March 31, 1980 and held on the intent of Ordinance 5, 1980, providing for 1900 the creation of the "Oakpark Office P--' ' PUD on a 5.128 -acre parcel of land located on the nest side of Prosperity Farms Road, south of PGA Boule- vard within Section 5- 42 -43. Hr. Kieran Kilday, Land Planner /Landscapc Arcliitect and authorized agent for C. C. Realty of Fla., Inc., Inlestment Equity Corporation, and Mr. John H. Bourassa, addressed the Council s viewing the plans for thca Commercial Professional Office project, including those deficiencies noted at the Workshop Fleetino of "pril 10, 1980. '11'. The Council abknowledged receipt of a communication from the City's, Consulting Engineer recommending approval of the engineering aspects fir thi:: project ei,th th(, understanding that the City will receive revised plans per the agree-mrnt he has coached with the engineer of record. Other members of the audience didn't address the Council re: the intent of Ordinance 5, 19PO. Mayor Feeney declared the Public Hearing closed. Ry a unanimous vote of the Council, the City Clerk read in full on second reading Ordinance 5, 1960. Ordinance 5, 1980 was unanimously adopted by the Council with the amount of $268,000 inserted in the blank of Section 5 and the verbiage "or as shall be amended" place! in the stead of the words "as proscribed" in the last line of Section 5. ORDINANCE 7, By a unanimous vote of the Council, the City Clerk read by title only an 1980 , firat reading rdinance 7 198p g providing for the creation of a Code Enforcement Board of the City. Ordinance 7, 1980 will be workshopped by the Council at their meeting of April 24, 1980. PETITIONS AND COMMUNICATIONS.- Mayor Feeney acknowledged receipt of communications from the following: L. Loren Midgett, P.E., District Project Development and Environment Engineer, notifying the City of the highway Design Hearings to be held on Inter3tate Route 95 from PGA Boulevard to South of County Road 714 in Martin County on April 22 u 23, 1980. Administrator of the t' County Courthouse Annex, in response to Mayor Feeney's letter to County Commissioner Peggy Evatt re: the County's maintenance of medians on PGA Boulevard. U. S. SENATOR 3. U. S. Senator Richard Stone, outlining his proposal before the Congress DICK STONE re: Balanced federal Budgets. CO. COMMISSIONER 4. County Commissioner Peggy Evatt in response to [layor Feeney's ccmmun- PEGGY EVA1T ication requesting the County to pursue the acquisition of the I3.5- acre parcel of land located directly south of the "Rybovirh property ". ITEMS BY THE r1AYOR AND COUNCIL: VICE MAYOR The Recreation Department will be requested to provide the Council a cost ALDRED estimate for bringing the softball field located in the southwest corner of LOCATION AND Gardens Party up to ASA Standards and to locate two softball fields meeting UPT'T790M OF SOFTBALL FIELDS ASA Standards per the Recreation Master Plan for Gardens ParK (i.e., on the 7—G—AME-FT77 PARK northern one -half of the south 9`2- acres). The softball field located in the southeast corner of Gardens Park will be maintained. FURC14ASE OF A motion was unanimously adopted by the Council that the City Manager be PATCHES~ ART SOCCER PARTIC- authorized to expend $195 from Account 01 -48.00 Community Promotion IPANTS for the purchase of 250 patches to be presented by the City to those in•olved in the World Record Soccer Game on February 22, 23, and 24, 1980. 0 [MAYOR FEENCY Mayor Feeney reported that he attended the meeting of the Northern Palm Beach County Board of Realtors this date. City Council Regular Mceting, 4/17/80 E- 11 0 Page S SPRIGGING AT Leonard Devine, Director of Public Works, advised the Council that the GARDENS PARK cost for the firm of Persley.Sod to sprig 7 acres of the south 9; acres at Gardens Park would be $4,480 (i.e., $1.60 per bushel of sprigs planted x 400 bushels per acre x 7 acres = $4,480); and the cost for sprigging at Plant Drive Park in the event the Council chose to move the football field to the north world be $480.00. Mr. Devine was requested to ascertain a cost estimate for the 7 acres at Gardens Park, excluding labor, prior to the Council's consideration of approval of monies for this project.
