CITY OF PALM BEACH GARDENS
NIAY 1, 1980
The Regular Meriting of Lho City COLInCiI of Palm Beach Gardens was called
to order by Mayor Dick Feeney at 8:00 P.M. in the Assembly Room, 10500
North Military Trail, Palm Beach Gardens. Florida; and opened with the
Pledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the City Clerk and present were: Mayor Feeney,
Vice flayor Aldred, Councilman Kiedis, Councilman Laurie, and Councilwoman
f?onroe. Attorney George Baldwin and City Manager John Orr were also in
ati r�nrlancc.
IIINUTIES: The minute, of the Regular Moeting of April 17, 1980, were unanimously
approved by the Council, es written.
The minutes of the Workshop Fleeting of April 24, 1980, were unanimously
approved by the Council, as written.
ANNOUNCEMENTS: Mayor Feeney announced that a meeting of the City's Merit System Board
would convene at 7:30 P.M. on Monday, (lay 5, 1980.
PROCLAMATIONS: flayor Feeney read a Proclamation proclaiming May 5 - 9, 1980 "Better
Watrr For People Week" in the City. Tiis ProclaonLian was presented
to members of Seacoast Utilities' staff.
COMMENTS FROM THE PUBLIC FOR TMIS NDT ON THE AGENDA:

the need for the County to: have PGA Boulevard on their regular maintenance
program, upgrade the intersection of Burns Road and Alternate A -]-A, and
clean the drainage canal in their easement along the north side of &urns
pond

Mr. Chuck BIttle, 532 Riverside Drive., PBG, addressed the Council present-
ing a petition with signatures of 57 residents of the City who live along
Riverside Drive. This petition, which has been attached and made a part
of these minutes, expressed these residents' concern for the safety of
children who live on this artery, and requested the City to deal with the
problems being experienced with the volume of traffic and speeders. In
an effort to alleviate these problems, "No Thru Traffic" signs gill be
posted, Pratt & Whitney Aircraft and RCA will be contacted re: a more
suitable route for their employees to take thru the City, the Public

Works Department will be requested to paint a solid yellow no- passing
line on the road, and the Polico Department w311 he requested to concen-
trate on this area.
hP. STELE Mr. Steve Godfrey, 591 Riverside Drive, PBG, addressed the Council making

recommendations as to what could be done by the County at the intersection
of Burns Road and Alternate A -1 -A to help alleviate traffic problems.
Mr. Godfrey offered to provide the City a sketch demonstrating these
recommended roadway improvements.
RESOLUTIONS: The Council's consideration of Resolution 30, 1980, approving and adopting
RESOLUTION 30, the City of Palm Beach Gardens Employees Manual, was deferred until their
]980 RequIar Meeting of May 15, 1980.
ORDINANCES: Mayor Feeney declared the Public Hearing open. which was duly advertised
ORDINANCE 6. April 7, 14, 2i, and 28, 1980. and held or }he intent of Ordinance 6,
1980
- 1980, providing for the annexation of tl,e 1.143 -acre "out - parcel" located
an the east side of U. S. Highway III within the parking lot of the Oakbrook
Square Shopping Center.

Hearing closed.
By a unanimous vote of the Council. the City Clerk reed on -econd reading

adopted by the Council.

CO COMMISSIONER_ Mayor Feeney acknowledged receipt of a letter of response from County

- -� Commissioner Peggy Evatt re: the timetable for the construction of the
bikeways the Council approved on a 50/50 cost - matching bass at their
Regular Neeting of February ;, IS?30.
REPORTS: Mayor Feeney reported on the ,tatus of the heliport the Palm Beach Gardens
PAYOR FEEN°EY Community Hospital has under consideration.
ITEMS BY THE CITY HANAGER:
LEGISLATIVE The City Manager brought the Council up -to -date on certain Senate and House

Bills the State Legislature has under consideration this session, which
officially opened on April 8, 1980.

Depending-on the stags of these issues, the Council will oppose either
by Resolution or mail -o -gram SB969 re: involuntary annexation; HB1097 re:
Group Housing; HRID04 re: Financial Disclosures; SB904 re: maintenance
of railroad crossings; HB744 and its companion SB523 re: regulation of
Cable TV rates; and HB637 re: a cap on ad valorem taxes; and support
SB1045 and SB1269 re: annexations; HB255 re: Unemployment Compensation;
HB220 re: State funding of expenditures imposed on cities and counties;
and HB1343 re: a cap on ad valorem taxes.
What stage a Bill is in when it is before the Appropriations Committee
will also be learned.
INSTALLATION OF A motion was unanimously adopted by the Council that the City Manager be
FENCING AROUND authorized to accept the proposal of Overton Fencing to install 6' fencing

OUR— a gate around the total area of the basketball courts at Plant Drive
Park - this $1350 to be taken from the Council Contingency Account. This
fencing is to he installed prior to the _vine these courts are opened to
regular play.

Public 4Jorks ascertained for sprigging 7 acres of the south 9; acres at
Gardens Park.
Councilman Kiedis offered to solicit volunteers for the installation of
the sprigs, prior to the Council's consideration of these proposals it
their Regular Meeting of May 15, 1980.
ITEMS BY THE MAYOR AND COUNCIL:
COUNCILMAN Councilman Kiedis suggested that Dick Cameron, who supervises the main -
kICDIS: tenance of City property, become a member of the South Florida Golf Course
Association. The City M@nager will contact Mr. Louis Oxnevad to ascertain
further information re: the association.
The City's next Newsletter will emphasize the restrictions o." the City's
Code pertaining to door -to -door solicitations.
The City Attorney was requested to render an opinion as to whether or not
usino a trailer as a supplemental warehouse in a CG -1 Zoninq District is
Dermissible.
The Public Works Department will be requested to explore whether or not
an inoperable vehicle located at 9162 N. Military Trail is in violation cf
the City's "junk vehicle" ordinance.
