HomeMy WebLinkAboutMinutes Council 091180CITY COUNCIL WORKSHOP MEETING CITY OF PALM BEACH GARDENS SEPTEMBER 11, 1980 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Dick Feeney at 8:00 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the City Clerk and present were: Mayor Feeney, Vice Mayor Aldred, Councilman Kiedis, Councilman Laurie and Councilwoman Monroe. City Manager John Orr and Attorney William Brant were also in attendance. ORDINANCES: At their meeting of September 9, 1980, the Planning and Zoning Commission ORDINANCE 13, postponed their consideration of a recommendation to the Council re: the hJ�� intent of the August 7, 1980 draft of Ordinance 13, 1980 until their Special Meeting to precede the Special Joint Meeting of the City Council and Planning and Zoning Commission on September 30, 1980. The Public Hearing duly advertised to take place at the Council's Regular Meeting of September 10, 1980 on the intent of this Ordinance that amends the minimum acreage and fee structure for PUDs will be recessed until the Regular Meeting of October 2, 1980. URDINANCE 14, Subsequent to the duly advertised Public Hearing to take place at the 1980 Regular Meeting of September 18, 1980, the Council will consider final passage of Ordinance 14, 1980, placing the question of revising Sub- paragraph (b) Initiation by Petition of Section 22 -1 of Article XII of the City's Charter before the City's electors at a Special Referendum Election to be held in conjunction with the General Election on November 4, 1980. ORDINANCE 15, During the workshop session on Ordinance 15, 1980, increasing the maximum O allowable rates to be charged by Perry Cable TV, the rate for the first outlet in residential establishments was revised to $8.00 in lieu of $8.00 for the first year from date and thereafter $8.50. A Public Hearing and the Council's consideration of final passage of Ordinance 15, 1980 will take place at the Regular Meeting of October 2, 1980. City Council Workshop Meeting, 9/11/80 Page 2 Architect Robert Slater, one of the four stockholders in the Winchester Development Corporation, addressed the Council pursuant to their request for an extension of one year from the date established in Ordinance 15, 1978 for the completion of the final phase of the Winchester Courts PUD. Mr. Slater explained that poor economic conditions have, in most part, caused this delay in the completion of the project. ORDINANCE 16,, Ordinance 16, 1980, extending the time for the completion of the Winchester T9BT_ Courts PUD until August 3, 1981 will be considered for first reading by the Council at their meeting of September 18, 1980. ORDINANCE 17, At the Regular Meeting of September 18, 1980, the Council will consider emergency passage of Ordinance 17, 1980, placing the question of a City - owned, multi- purpose Community Center before the City's electors at a Special Referendum Election to be held in conjunction with the General Election on November 4, 1980. ITEMS FOR DISCUSSION: UNIFORM HOURS In response to the questionnaire of the Palm Beach County Municipal League FOR SELLING ALCOHOL IN P.B. re: a uniform hour for the opening /closing of establishments selling/ COUNTY serving alcoholic beverages in the County, the majority of the Council selected the hour of 3:00 A.M.. An Ordinance revising the hours this use is permitted in the City will be considered by the Council for first reading at their Regular Meeting of September 18, 1980. APPOINTMENT OF The members of the Council were appointed /volunteered as liaisons to the CODN7TE-rI AISONS various advisory boards of the City. PETITIONS AND COMMUNICATIONS: Mayor Feeney acknowledged receipt of communications from the following: W. E. FINLEY 1. Mr. W. E. Finley, President of The Bankers Land Company, advising that they would be pleased to meet with the City to explain their reasons for believing that Seacoast Utilities, Inc. should remain a privately owned and operated utility company. Mr. Finley will be invited to attend the next Tri -City meeting. STUART TEMKIN 2. Mr. Stuart Temkin, President of Atlantic /Palm Beach Ambulance Service, offering to discuss with the cities now being served by Inter -City First Aid Squad the problems of meeting the municipalities' needs. HOWARD LFBRECHT 3. Mr. Hdward Lebrecht, Director of Operations of the Inter -City First Aid Squad, Inc., advising Mr. Ed Wilson of Emergency Medical Services in Tallahassee that effective October 1, 1980, they will no longer be providing Advanced Life Support Services. City Council Workshop Meeting, 9 /iiJO0 Page 3 REPORTS: Councilwoman Monroe reported on the Planning and Zoning Commission and COUNCILWOMAN Site Plan and Appearance Review Committee meetings of September 9, 1980. MONROE The minutes of these meetings are on file in the City Clerk's office. ITEMS BY THE MAYOR AND COUNCIL: RICE MAYOR ALDREDThe City Manager was requested to check into the problems being exper- ienced with ducks and the drainage canal on Riverside Drive. COUNCILMAN In the near future, the City will ascertain a professional opinion re: KIEDIS a water source for the Gardens Park irrigation system. COUNCILMAN The Recreation Director will be requested to provide the Council an outline of the department's schedule for promoting the Community Center to be placed before the City's electors at a Special Referendum Election to be held in conjunction with the General Election on November 4, 1980. COUNCILWOMAN At the Regular Meeting of September 18, 1979, the Council will submit the MONROE names of five applicants they feel, per their resumes, have the best qualifications to serve on the City's Code Enforcement Board. The Council will consider appointments to this board subsequent to interviewing the applicants on this compiled list. The City Attorney was requested to draft a Resolution to be sent to the County Commission supporting the efforts of the municipalities of Palm Beach, North Palm Beach, Boca Raton, and West Palm Beach re: dual taxation. COUNCILMAN The County's "Clean Indoor Air" Ordinance, adopted August 26, 1980, will ALDRED be discussed by the Council at a meeting in the near future. ADJOURNMENT.
