ROLL. CALL: The roll was called by the City Clerk and present were: Mayor Feeney, Vice Mayor Aldred, Councilman K.iedis, Councilman Laurie, and Councilwoman Monroe. City Manager John Orr and Attorney William Brant were also in attendance. 1:BUIES: The minutes of the Regular Meeting of September 18, 1980 were unanimously approved by the Council, as amended. 17he minutes of the Workshop Meeting of epr_ember 25, 1980 were unani- mously approved by the Council, as written. A.LN9,'N+CEIu:NTS: Mayor Feeney announced that meetings of the City's Merit System Board, Recreation Advisory Board, and Beautification and Environmental Committee wall convene at 7:30 P.M. on October 6th, 7th, and Sth, respectively. Llwyd Ecclestone, Jr., developer of this 2,340.92 -acre project. Mr. Ecclestone presented this plaque to the City in appreciation of the Council's and City Manager's support in making his project a reality. The nvmhers of the Council thanked Mr. Ecclestone for the presentation and added that they were pleased to have the "PGA National" project a part of the City. Walter Colbath, Sr. of 10162 Meridian Way, PBG, that a hedge be planted along the rear of the Publix Shopping Center on A-1-.A Alternate. MS. 1ELEN In response to Ms. Helen Gallag: ^_r, 5570 Tamberlane, PBG, the City Manager —�- advised that the City has requested matching funds from the County for the install 1-14- of « b? ycle /pedestrian path along PGA Boulevard between the Avenue of the PGA and Military Trail. ORDINANCES: Mayor Feeney declared the Public Hearing open, which was duly advertised ORDINANCEE 13, August 25, 1980, recessed at the Regular Meeting of September 18, 1980, 79x0 and held on the intent of Ordinance 13, 1980, anending ttie minimum acreage and fee structure for PUDs. Members of the audience did not address the Council re: this proposed change to the City's zoning codes. Mayor Feeney declared the Public Hearing closed. By a unanimous vote of the Council, 0- ",_ty Clerk read by title Only on second reading Ordinance 13, 1980. Ordinance 13, 1980 was unanimously adopted by the Council. Aft ORDDyUUE 15, Mayor Feeney declared the Public Hearing open, which was duly advertised T980 September 16, 1980, and held on the intent of Ordinance 15, 1980, increas- ing the maximum rates to be charged by Perry Cable TV. Members of die audience did not address the Council re: this proposed revision to the City's franchise agreement with Perry Cable W. Mayor Feeney declared the Public Hearing closed. By a unanimous vote of the Council, the City Clerk read by title only on second reading Ordinance 15, 1980. Ordinance 15, 1980 was unanimously adopted by the Counril. ORDINANCE 18, rL:yor Feeney declared the Public Hearing open, which was duly advertised 19 0 by the Palm Beach County Property Appraiser, and held fur the purpose of receiving public input- re: the City's tentative budget /millage rate for the 1980/1981 Fiscal Year. ('Phis public hearing was held per recent legislative action conmonly known as the "TRITE Bill ".) The City Manager explained that the tentative millage rate of 5.593 per $1,000 of assessed valuation was established, anticipating the passage of ® a constitutional amendment re: homestead exemption on the October 7, 1980 Second Primary Ballot; and is 8% above the rollback rate. City Council Regular Meeting,10 /2/80 Page 3 Several members of the audience addressed the Council conurnding them fo- their fine job in keeping the City's tax rate /base minimal, trh;_le at the same time: maintaining quality service. In response to Mr. Millard Chilstrom, 3871 Bluebell St., PBG, the Kayor advised that the City's mosquito control was maintained. The Council explained to Ms. Dorothy Shaffer, owner of an undeveloped single - family lot in the new "PGA National" project, that the notable increase in taxes on her lot was probably caused by the Northern Palm Beach County Water Control District's levy; and suggested that she con- tact County Commissioner Peggy Evatt about the taxes that are proposed to be placed on her property. Ms. Shaffer offered that the City's relatively small increase in taxes was admirable. Mayor Feeney declared the Public Hearing closed. By a unanimous vote of the Council, the City Clerk read on first reading by title only Ordinance 18, 1980, ac:�pLing the City's budget for the 1980/1981 Fiscal Year. A Public ]learirg and the Council's consideration of adoption of Ordi- nance 38, 1980 will take place at the Regular Meeting of October 16, 1980. ITEMS FOR DISCiJSSION: BAT= BANK'S Per the request of Attorney Jon C. Moyle, applicant, the Council unani- RJLIiNG mously adopted a mrotion that they table their consideration of his, as OF Si P 7 777 authorized agent for the Barnett Bank, "Appeal to the Ruling of the Site Plan and Appearance Review Committee" until their Regular Meeting of Nk' vember 6, 1980. In the meantime, the applicant will provide the City simples of the metal roofing material approved by the Committee and the fiberglas shingles requested, and artist renditions showing, what each ould look like on their building. Mr. James Zook of Kimley, Horn, and Associates, Traffic Engineers, answered inquiries of the Council r2: tLe cut the Barnett Bank proposes to make in the median on the Avenue of the PCA for ingress /egress to their bank to be located at 5600 PGA Boulevard. The Council was in favor of this median cut app -owed by the City Engineer, provided that Mr. Zook determines the location of the decorat,ve pole 10 lamp the bank agre-d to place in the median at the cut. Liayor Feeney retracted his previous request that the roadway surface in the median cut be cobblestone rather than asphalt_.
