WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
OCTOBER 9, 1980
The Workshop Meeting of the City Council of Palm Beach Gardens was called
to order by Mayor Feeney at 8:00 P.M. in the Assembly Room, 10500 North
Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge
of Allegiance to the Flag.
ROLL CALL: The roll was called by the City Clerk and present were: Mayor Feeney,
Vice Mayor Aldred, Councilman Kiedis, Councilman Laurie, and Councilwoman
Monroe. City Manager John Orr and Attorney William Brant were also in
attendance.
ANNOUNCEMENTS: Mayor Feeney announced that meetings of the City's Planning and Zoning
Commission, Recreation Advisory Board, and Fire Department will take
place on Tuesday, October 14, 1980, at 7:30 P.M..
RESOLUTIONS: At their Regular Meeting of October 16, 1980, the Council will consider
RESOLUTION 54, adoption of Resolution 54, 1980, appointing and reappointing members to
1980 the City's Beautification and Environmental Committee, with the names
Mary Ann MacDonald, Margaret Thompson, and Judith Hood inserted in the
blanks of Sections 1, 2, and 3, respectively.
COND. USE At their duly advertised Public Hearing on September 23, 1980, the
APP— LIION BY Planning and Zoning Commission adopted a motion recommending to the
MEDI CENTER Council the granting of the request of Attorney Barry Berg, authorized
agent, for the manufacturing, sale, and fitting at retail, prosthetic
devices, and the sale and renting at retail, hospital equipment to be
permitted as a CPO Zoning District "conditional use" within Unit 110 at
the Plaza North Medical Center, 3385 Burns Road; and that the City's
Occupational License Code be modified to include these usages
specifically.
The City Attorney was requested to draft an Ordinance for the Council's
consideration amending Chapter 15 of the City's Code to provide for
this particular Occupational License. Subsequent to its passage, the
Council will consider a Resolution permitting these usages in this 553
sq. ft. leasable area, which, per Attorney Berg, will only be an "adjunct
to the working system' at the center and not generate commercial traffic.

ORDINANCE 18, At their duly advertised Public Hearing on October 16, 1980, the
Council will consider passage of the September 30, 1980 draft of
Ordinance 18, 1980, providing for the adoption of the City's Budget
for the 1980/1981 Fiscal Year.
In response to the City Manager, the Council advised that in the event
the total property evaluation on the certified tax roll differs from
the amount provided by the County Property Appraiser, they will be
available for a special meeUng within the three -day time requirement
to consider a modification to the millage rate. (Prior to taxing
authorities receiving a copy of their certified tax roll, it must meet
the approval of the Department of Revenue.)
ITEMS FOR DISCUSSION:
REZONING
In a memo dated September 18, 1980, the Planning & Zoning Commission

advised the Council that at their duly advertised Public Hearing on
September 9, 1980, they adopted a motion rea taiiending the denial of
the request of Ms. Anne Booth, authorized agent for H.C.F. Realty, for
the rezoning of a 1.76 -acre parcel from CC -1 to CG -2. In this mew,
the Commission explained that they were not in favor of the zoning
classification requested because of the wide range of permitted usages;
however, they would consider a commercial professional office building
exceeding two stories under a PUD concept.
Ms. Booth will relay to her client that the Council concurred with the
recommendation of the Planning and Zoning Commission.
PETITIONS AND COMMUNICATIONS:
Mayor Feeney acknowledged receipt of communications from:

Boulevard, south of the entrance to the jr. high school's parking
lot be continued to the bicycle storage area on the north side.

Councilwoman Monroe reported on the Special Recreation Advisory Board

MAYOR FEENEY Mayor Feeney reported on the Beautification and Environmental Connittee's
meeting of October 8, 1980. The minutes of this meeting will be placed
on file in the City Clerk's office.
The Mayor will send a communication to the Acting /Assistant Principal
of the PBG High School requesting that they care for the landscaping at
the school.
The City Attorney will check into the possibility of the City impounding
the truck and trailer being stored at the Vision I PUD site.
ITEMS BY THE CITY MANAGER:
DISPOSITION The City Attorney will prepare the documentation necessary for the City
OF CITY LOT to sell, by sealed bids, Lot 12 of Block 68, Plat #6.
ITEMS BY THE MAYOR AND COUNCIL:
The members of the Council will provide the City Manager a list of any
items they would like to be included on the agenda for the Tri -City
meeting to take place on Tuesday, October 14, 1980.
COUNCILWOMAN Councilwoman Monroe reported that she, and hopefully, Dick Cameron,
M0� member of the City's Public Works Department, will be meeting next
Wednesday with Mr. Otto DiVosta, developer, and Mr. Winston Lee, landscape
architect, to finalize the plans for landscaping the median at PGA
Boulevard and Military Trail.
COUNCILMAN In response to Councilman Laurie, the City Manager advised that the
Lilac Street drainage improvements have been completed by the contractor
the City employed.
The City Manager advised that the City's priority list does include
recreational improvements to the 2.9-acre parcel the City owns north
of the Carden Square /Lakes PUD; and that they should be completed before
the end of this calendar year.
COUNCILMAN The City Manager will reiterate the City's request of the County to pro -
kIEDIS vide traffic control buttons for pedestrians /bicyclists at the inter-
section of Military Trail and PGA Boulevard.
Mr. Vincent Pappalardo, Mr. Otto DiVosta, and Bankers Life & Casualty
Company, owners of property along the south side of PGA Boulevard, will
be contacted to learn their receptiveness to monetarily participating
in the construction of a bicycle path along the front of their properties.

Mr. DiVosta, developer of the Garden Lakes /Square PUD, will be con-
tacted re: sharing the cost of the construction of a concrete bicycle
path along the east side of his project with the developers of the
proposed Winchester Courts II PUD, who, per Ordinance 12, 1980, are
responsible for an asphalt sidewalk at this location.
