HomeMy WebLinkAboutMinutes Council 1016801] CITY COUNCIL REGULAR MEETINS CITY OF PALM BEACH GARDENS OCTOBER 16, 1980 Per the suggestion of Mr. Carsillo, the Council will consider the adoption of a Resolution encouraging the Palm Beach County Legislative Delegation to sponsor a redraft of xicnise Till 836 and Senate Bill 449, to inclucae the basic requirement for all public educational facilities to be inspected for fire safety by the Division of State Fire Marshal or .t local fire department official who has bee-i_ ^mortified by th. division ao qualified. ORDINANCES: Mayor Feeney declared the Public Hearing open, which was duly advertised CRDINANCE 16, September 24, 1980 and held on the intent of Ordinance 16, 1980, amending 778U— Ordinance 15, 1978, by extending the time for the completion of the Winchester Courts 1 1117) being developed within Plat #4 of the Citv. The Regular Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Feeney at 8:00 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the flag. ROLL CALL: The roll was called by the „ity Clerk and present were: Mayor Feeney, Vice Mayor Aldred, Councilman Kiedis, Councilman Laurie, and Councilwomd�. Monroe. City Manager John Orr and Attorney [tiilliam Brant were also in attendance. MINUIES: �— The minutes of the Regular Meeting of October 2, 1980 were unanimously approved by the Council, as amended. SAMI UEL Mr. Samuel Carsillo, 10063 Dahlia Ave., PBC, addressed the Council re: CARSILT-0 the status of the traffic signal to be fully- actuated at the intersection of Holly Drive and Military 'frail; the possibility of the City impounding the truck and trailer being stored at the Vision I PLD site, the mainte- nance of the vegetation under the 1 -95 overpass on Burs Road- the remDval of the graffiti on the 1 -95 columns on Holly Drive; the expansion of the Fire Department's parking facilities; the location of a full -service post office and a City -awned library in the City; and the pending location of a helicopter landing pad at the PBG Comriunity Hospital. City Council Regular 146eting, 14/16/80 Page 2 Per the concern pointed out by Mr. Bob Yeager, President of the Plat #4 Homeowners !association, the City will reiterate its request of the developers of this project to remove the trash from the construction site at least weekly. In response to Mr. Bill Harkham, 10330 N. Mllitiry Tray], PB(;, the Council advised that the poor cconorrdc conditions everyone has been faced with is one of the main reasons for the development of this project taking longer than anticipated. With no further comments From members of the audience, Mavor Feeley declared the Public Hearing closed. By a unanimous vote of the Council, the City Clerk read in full Ordinance 16, 1980, amending Ordinance 15, 1978 by extending the time for the com- pletion of the Winchester i7ourts I PUD. Ordinance 16, 1980 was unani- mously adopted by the Council. ORDINANCE 18, Mayor Feeney declared the Public Hearin_- —en, which was duly advertised 119800 October 1 and 13, 1980, and held on the intent of Ordinance 18, 1980, providing for the adoption of the Citv's Budget for the 1980/1981 Fiscal Year. Coun -ilman Kiedis offered that he would not he voting in favor of adoption of Ordinances /resolutions relating to the budget because he was out of town on vacation and unable to he in attendance and participate in the di�-cussions at same of the budget workshop sessions. Councilman Kiedis felt that bur3get workshop sessions should ht, reschedulcct /delayed in the event of a Council member's absence. Councilman Kiedis reiterated the suggestion he made at the workshop session on salaries that the monies included in the budget for cost of living Salary increases be equally distributed rather than each employee rezeiving a 10% increase in his /her salary. He felt the proposed method is unfair, as the salaries of City employees are widely ranged, and yet prices are the Same for all. M2vor Feeney offered that the wav he views the proposed cost -of- living increase is that _c is in an effort to make up for the decrease in everyone's purchasing power. • In response to Mr. Smiuel Carsillo, the Council advised that the budget provides for an acriss- the -board 1P% cost-of- living salary increase for all City employees. Military Trail, PBG, the Council advised that the City employees have received one —,coss• -the- board salary increase during the last two years - 6% in 1978/1979; and 8% in 1979/1980. The City �funager and n:mbers of the Council clarified certain concerns of Mr. Mike Martino, who resides at 320 Balsam Street, PBG, and was a member of the Council from 10/5/72 - 3/11/80, re: the statement of revenues, which he felt was underestimated, and certain budgetary items that contributed to the approx. $500,000 increase in this year's budget over last year's. In response to Mr. Martino, the Council advised that the employment of a J-ind Planner is still under consideration. In response to Mr. Bill Markham, the Mayor explained that the Supreme Court has not ruled on the case before them re: the City transferring the services of the Police Department t^ tine Sheriff's Department; and that this item is not under consideration by the Council at the present time. Ah With no furthor com rents from members of the audience, the Mayor declared the public hearing closed. By a vote of four ayes and one nay, the City Clerk read by title only on second reading Ordinance 18, 1980, providing for the adoption of the City'.-, Padget for the 1.n80/19fi1 t'iscal Year. Ordinance 18, 1980 was adopted by the Council with the vote of four ayes and erne nay. (vote on both motions: Mayor Feeney, Vice Mayor Aldred, Councilman Laurie, and Councilwoman Monroe voted aye; Councilman Kiedis voted nay.) RESOLUTIONS: By a unanimous vote of the Council, the City Clerk read in full RESOLUTONN 54, Resolution 54, 1980, reappointing and appointing member, to the City's Beautification. and Environmental Committee. Resolution 5A, 1980 was unanimously adopted by the Council with the year the terms of office expire in Sections 1 and 2 rrvised to read "1983 ". RESOLUTION 55� By a unanimous vote of the Council, the City Clerk read in full Rc= :oluticn 55, 1980, establishing the City's millage rate for the 1980/1981 Fiscal Year. Resolution 55, 1980 was unanimously adopted by the Council. ® RESOLUTION 56, By a vote of four ayes and one nav, the City Clerk read in full Resolu- 1797— tion 56, 1980, increasing the annual salary for the City Manager. Resolution 56, 1980 was adopted by the Council with the vote of four ayes and one nay. (Vote on both motions: Mayor Feeney, Vice Mayor Aldred, City Council Regular Meeting, 10 /15/$0 Page 4 Councilman Laurie, and Councilwoman Monroe voted aye; Councilman Kiedis voted nay.) RESOI,MON 577 By a unanimous vote of the Council, the City Clerk read in full 1380— Resolution 57, 1980, reappointing Department Heads and Officers of the City. Resolution 57, 1980 was unanimously adopted by the Council. RESOLUTION 587 In response to the Council, the Citv Manager advised that the State 7960 — Department of Conrilunity Affairs will be performing a study of the salary structures and job classifications of City Employees in December of this year. By a unanimous vote of the Council, the City Clerk read in full Resolu- tion 58, 1980, establishing and adopting the range and minimum and max - imum salaries of the job classifications in the City's Merit System. Resolution 58, 1950 was unanimously adopted by the Council with the position of Police a-iptain at a pay grade of 34 incorporated into the attachment. RESOLUTION 597 By a unanimous vote of the Council, the City Clerk read in full Resolu- tion 59, 1980, executing an employment agreement between. the City and the ® Palm Beach Countv Police Benevolent Association for the 1980/1981 Fiscal Year. VICE MAYOR Vice Mayor Aldred iwide a brief report on the Tri -City Meeting uenbers of the Council attended on October 14, 1980_ ty Council Regular Meeting, W1$/80 Page 5 COUNCFi Councilwoman Mcaroe reported on the meeting she, the City Manager, and Public Works' employee Dick Cameron had with Mr. Otto DiVosta, developer of Garden Lakes /Square, and Yx . Winston Lee, landscape arch- itect, yesterday re: plans for landscaping the medi.:n at PGA Boule- vard and Military Trail. ITEMS BY THE MAYOR AND COUNCIL: MAYOR FEENEY Per the direction of the Council, the bleachers on the east side of the football field at Plant Drive Park will be moved back to the clay area, providing for better maintenance of the grass. A letter will be sent to Heiser Realty regauesting beat the firm no longer print the nos of the City Manager and Mayor on the front cover of their monthly newsletter, because it my cause residents to assump- the newsletter is associated with the City. By a tnianimmis vote of the Council, the City Manager will draft a letter to be sent to the Chairman of each adj,;-_ry board of the City advising of the Council's desire that advisory board members not use his /her i,i,anbership on a board's) for business or professional advertising. This policy is in an effort to discourage any possibility of a conflict of interest. This letter will be sent subsequent to the Council's approval of its ve *_biage /contents. C0JN,VIIIMOMr14 At a special meeting; on October 28, 1980, the Council will begin inter - PIONRCE viewing those residents that have offered to serve as members of the City's newly- created Code Enforcement Board. The City Manager was requested to periodically provide the Council a progress report on the items they have formally given him direction on. COUNCII.MAN The City Manager was requested to provide the Council an up--to --date I-A RTE "priority list" at least .monthly. In response to Councilman Laurie, ti,e City Manager advised that the court will rule next week on -whether or riot the amendment the electors made to the State Constitution at the Second Primary Election re: homestead exemption will effect this year's tax base. Councilman Laurie requested that first thing tomorrow the City take care of the dangerous situation of a deep hole put in the ground ® and left open by a utility firm on the northwest corner of Military Trail and Holly Drive. City Ci u-icil Regular Meeting, 10/16/80 Page 6 11 11 VICE MAYOR Vice Mayor Aldred suggested that the Council consider setting aside the PT= month of August for future years' budget workshop sessions, so that members of the Council and the City Manager can schedule their vacations accordingly. C(X=ILI-i-V Councilman Kiedis requested that the tennis court lights be checked KIEIS regularly to make sure the lights are operational. Councilman Kiedis requested that the street corner flower pots in the City be monitored by the Public Works Department so that the ones not being used as planters are removed by the department. Councilman Kiedis requested that the cross bars on the City's streets receive attention by the Public Works Department. The City Manager was requested to provide the Council cost figures for the construction of a bicycle path between the entrance /exit roads to Howell Watkins Junior High School. ADJOURMI%LENf.
