HomeMy WebLinkAboutMinutes Council 102380CITY COUNCIL / WORKSHOP MEETING i CITY OF PALM BEACH GARDENS CCTOBER 23, 1980 The Workshop Feting of the City Council of Palm Beach Gardens was called to order by Mayor Feeney at 8:00 P.M. in the Assembly Room, 10500 North Military trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the City Clerk and present were: Mayor Feeney, Vice Mayor Aldred, Councilman Kiedis, Councilman Laurie, and Councilwoman Monroe. City Manager John Orr and Attorney William Brant were also in attendance. CALL FOR BIDS: 1.'he one bid received by the City was opened and read by the City Clerk WTNDCW VAN FOR for one used window van for the Recreation Department, as duly advertise' RE=ICN I. October 7, 1980, as follows: a' Bruce King Chevrolet, Lake Park, Fla. - (1) 1978 Ford F -250 Window Van t 8 Passenger - $5400.00 This bid was referred to the Recreation Director and City Manager for recommendation to the Council at a future meeting. PRESENTATION OF AWARDS TO WINNERS OF "FIRE PREVENTION WEEK" POSTER AND ESSAY CONTESTS On behalf of the Fire Department, Assistant Fire Marshal Bill O'Brien assisted by Assistant Fire Marshal Ray Lambert presented cash prizes and certificates to this year's winners of the "Fire Prevention Week" Poster and Essay Contests. The Fire Department will be presenting a certificate to the Palm Beach Gardens Women's Club in appreciation of their assistance in this program. On behalf of Mr. Frank McAbee, President, Mr. Richard Anschutz, Manager of Business Development at Pratt & Whitrmy Aircraft, presented a donation in the amount of $2,500 fo the Fire Department via Fire Chief Edward Arrants and Assistant Fire Marshal Bill O'Brien. On behalf of the Fire Department, Chief Arrants thanked Pratt & Whitney for their generous donation to be used for bettering the department's already- admirable training program. The members of the Council applauded the children and their parents for their participation /support in "Fire Prevention Week" and Pratt and Whitney for their kind donation. WALTER Pursuant to the suggestion of Mr. Walter Daley, Seagrape Way, PBG, the U 1� City Manager will contact the County re: a means to warn motorists that there is now a fully— actuated traffic signal ahead at the intersection of Holly Drive and Military Trail. MS. ZOLA Ms. Zola Hartman, Neighborhood Chairwoman of the Girl Scouts of America, hARTNAN presented the Council a 1981 Calendar and a roster of the girl scouts in the "Scorpio Neighborhood of Girl Scouting" with a note attached soliciting the City's request for their assistance and listing the things they would be especially proud to do. W. SAMUEL Mr. Samuel Carsillo, 10063 Dahlia Ave., PBC, addressed the Council re: C — the illumination of the Holly Drive and Military Trail intersection; and the Resolution the Council will be considering re: fire safety inspections in public schools. MR. DON KOHL Mr. Don Kohl, President, and Dr. Timothy Toward of the Exchange Club of RE: EXCHANGE the North Palm Beaches addressed the Council re: their request in a GLIISZ'[UNIVAL communication dated October 21, 1980, to hold a contracted carnival at the southeast corner of Military Trail and Northlake Boulevard during the period of October 28, 1980 through November 2, 1980. At their Regular Meeting of November 6, 1980, the Council will ratify their approval of this request of the Exchange Club. RE50LUTIONS: At their Regular Meeting of November 20, 1980, the Council will consider RESOLUTION 60, adoption of the 10/21/80 draft of Resolution 60, 1980, granting the 199T— conditional zoning usages requested by the Plaza North Medical Center, with the following amendments: 1. The word "wheelchairs" inserted between the words "canes," and "crutches," in the heading paragraph. 2. The sentence "The sale and manufacturing of any other items not allowed herein is expressly forbidden." added to the end of the first paragraph of Section 2. RESOLUTION 61, At their Regular Meeting of November 6, 1980, the Council will consider 1 - adoption of the 10/21/80 draft of Resolution 61, 1980, requesting the members of the Florida Legislature to adopt a bill providing for the conduction of fire safety inspections in public schools by the Division of State Fire Marshal or a qualified local fire department official, with the word "the" placed in the stead of the word "this" in the second line of Section 1. STUART Per the request of the Council, Mr. Stuart Temkin of Atlantic /Palm EmK �F Beach Ambulance Service was present to discuss the costs for providing ATLANTIC PALM -- BEACH AMBULANCE Basic /Advanced Life Support services. SERVICE Mr. Temkin offered to supply the Council cost estimates for the Tri- cities to have these services available to their residents, with variables. PETITIONS AND COMMUNICATIONS: Mayor Feeney acknowledged receipt of communications from: MS. MYRTLE 1. Ms. Myrtle Blanchard of the PBG Women's Club re: the availability BLANC'HARG of Advanced Life Support services in the City. Mayor Feeney will respond to this comromication. DR. EDWARD 2. Dr. Edward M. Eissey, President of the Palm Beach Junior College, requesting that a representative of the City meet with them to discuss a joint venture in the building of a library on the junior college's north campus on PGA Boulevard. Councilman Laurie offered to explore this and report back to the Council. GERALD F. 3. Gerald F. Thompson, Chairman of a statewide political action THOMPSON committee supporting the passage of constitutional amendment #4 on the November 4th ballot, requesting the City's endorsement of this amendment that would allow water facilities to be financed through bonds of the State of Florida. The City Manager was requested to research this via Mr. Jack Goodrich of the South Florida Water Management District. REC. DIRECTOR 4. Recreation Director Doug Hood, requesting guidelines from the Council DOUG HOOD as to the usage of the City's baseball and softball fields by the PBG High School and the Benjamin School in North Palm Beach. Mr. Hood will provide the Council copies of the schedules for the games these schools wish to play on the City's fields, along with a copy of the PBGYAA's game schedules for their reference. M. E. B. 5. Mr. E. B. Shearin, Jr., owner of Shearins Hardware and Ranch Supply, SHEARIN, JR. requesting that he be able to maintain the storage trailer at his store at 4223 Northlake Boulevard, PBG. The Council will consider a Resolution granting this "temporary conditional use ", subsequent to Mr. Shearin providing the City proof of permission from the property owner and a site plan. INACCURARY OF Councilman Laurie noted that an article in this weeks "Weekday" news- MR paper re: the City's budget hearing on October 16, 1980 was inaccurate. (He, too, had a copy of the proposed budget at hand.) UPDATE OF CITY'S Councilwoman Monroe suggested that the City's Election Code be updated CODE prior to the City's next General Election. The presentation was made by Dick Anschutz, manager of business development admin- istration. Some of the money will be used toward the purchase of video tape equipment to produce much - needed fire safety training films. Campaign literature Campaign literature for many local, state and put on display national candidates will be put on display at Palm Beach Gardens and main plant cafeterias this week. Eagle Transit Eagle Transit Inc. has announced new weekly rates announces weekly and two route changes, each to take effect on Mon - rates, two route day, Nov. 3. Daily, weekly and monthly fares for - hanges the five routes are: Stuart ($4, $15, $50); Jupiter ($3, $10, $35); Lake Park /Palm Beach Gardens ($3, $10, $35); Lake Park /North Palm Beach ($3.25, $12, $40); and West Palm Beach ($4, $15, $50). The Stuart bus will now pickup employees at the Palm City ball park at 6:05 a.m., 2:35 p.m. and 11:10 p.m, instead of the K -Mart Plaza. The Twin City Mall terminal has been dropped from the Lake Park /NPB route and replaced by Richardson's Gulf Station on Blue Heron between U.S. 1 and I -95. Departure times will be 5:50 a.m., 2:20 p.m. and 10:55 p.m. Changes were made in response to popular demand. November tickets can be purchased from any bus driver. I am respectfully requesting that either you or your designees meet with representatives from Palm Beach Junior College to discuss a joint venture in the building of a library on the junior college campus, which would serve all of the citizens in Palm Beach Gardens, as well as the students in our north area. The Florida Legislature has an Educational Facilities Matching Fund Act which will allow municipalities and educational institutions to raise two thirds of the cost of a library, and the state will fund the additional one third. Please advise if we may have the opportunity of discussing this with you or your designees. S*rd.
