ROLL CALL: 'the roll was called by the City Cleric and p esent were: Mayor Feeney, Vice Mayor Aldred, Councilmen Kiedis, Councilwcmian Ibnroe, and Council- man Laurie. Citv ,tanager John Orr and Attorney Cvilllam Brant were also in attendance. PURPOSE: I'he Special `beting was called for the purpose of the Council canvassing the returns of di,- City', Special Refer alum Election held in conjunc- tion with the General Election on November 4, MO. The City Clerk explaine3 that because four residents of the City that voted on election day were erroneous y registered in a precinct for unincorporated lands (Precinct 39), there was a delay in the City AM receiving the total counts; therefore, the quantity of votes placed in the various blanks of Resolution 64, 1980 .era those verbally certified by the Palm Beach Ccnmty Supervisor of Elections, hLs. Mavor Feeney acknowledged receipt of a copy of a caimunication addressed to Doug Hood, Director of the City's Recreation and Parks Department, thanking him for his excellent efforts in getting the message of the CcrTmnity Center to the public. Military Trail Palm Beach Gardens, Florida 33410 Dear Mr. Orr: The condition of slopes /embankments you mention are the same generally throughout Palm Beach County. I don't offer this information as an excuse for the condition you note but as you read on, perhaps you will understand our problems a little better. Municipalities adjacent to I -95 apparently have funding to support a maintenance effort on aesthetic items to•a much higher degree than the Department. Our present funding level and priority system dictate the items and methods to which and with which we perform maintenance. Our income source, as you know, is from gasoline sales and this product is one of the most severely effected by inflation. The collection of tax on gasoline sales is by the same formula as in effect prior to World War II. T'hearies, materials and equipment we pay for are escalating while our revenue resource is dwindling; therefore, we are busy working on items involving the safety and protection of the investment(in structural terms) rather than those items of aesthetic value. Thest_ � forts are not always as L, dily apparent as mowing or trash pickup but are necessary due to present financial conditions. Mr. Jcl.n L. I am sure that requests from you or Mr. Devine made to Mr. Smith at telephone (305) 683 -4646 would receive the same attention that we are able to give you from the District Office, except he can respond faster as he is able, due to earlier notification. I don't know what kind of agreement needs to be made for maintenance of the area in concern but I invite you to propose what you have in mind to Mr. Smith so that he can make his recommendations to us at the District. No one person in the Fourth District is as singularly knowledgeable as Mr. Smith on conditions or information on highways in Palm Beach County. I also showed the van to Doug Hood and he feels it would work out just fine to fill the needs of the Recreation Department. A new 1981 windows vary equipped the sane as this 1478 van, will cost over $10,000. Varsity Baseball - 3:30 p.m. start Fri. 2/13 Tues. 2/17 Fri. 2/27 Tues. 3/10 Fri. 3/13 Tues. 3/17 Tues. 3/24 Tues. 3/31 Fri. 4 /3 Thurs. 4/16 Fri. 4/24 P.B.G.H.S. Varsity Girls Softball - 3.30 p.m. start Feb. 23 March 5, 12, 13, 19, 20 April 2, 3, 9, 10, 16, 2.3 PBGHS has also requested to use the field for daily practices of their Baseball and Girls Softball teams. They would be off of the field by 5 :00 p.m. so as not to interfere with the PBGYAA. Varsity Boys Ba4Pba11 - The Varsity Boys Baseball team is pernitte to play a heir home games on the 90' baseball field at U e Gardens Park Complex. They may use this facility for practice the day before each home game. A11 practices must end promptly at 5:00 p.m. and the clay infield area and batters box is to be drub with a portable drag that wi'1 be supplied by the City. No other practice time is alloted. C_irls Varsity S_o£tbal'_ - The Cir's Varsity Softball team can practice and have all homy games on the Southeast Softball field adjacent to Burns Road. They may have daily practice there but will also be required to leave the field in good condition. The field must be dragged after each practice and game, The drag will be supplied by the City. (No practices on the clays of Benjamin's Girls Softball games.) All practices that are held on these fields will conducted ;.n accordance with whatever the best policy for securing safety and without unnecessary damage to the fields. All pitching will be done from the pitchers mound and all hitting from the batters box. There will be no exceptions to this. The use of Plant Drive Park is not possible due to maintenance procedures and upcoming use by our Youth Athletic Association.
