HomeMy WebLinkAboutMinutes Council 1113801 CITY COUNCIL WORKSHOP MEETING CITY OF PALM BEACH GARDENS NOVEMBER 13, 1980 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Feeney at 8:00 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the City Clerk and present were: Mayor Feeney, Vice Mayor Aldred, Councilman Kiedis, and Councilwoman Monroe. Attorney William Brant was also in attendance. Councilman Laurie was not in attendance due to a business commitment; City Manager Joh Orr was not in attendance as he was on vacation. ANNOUNCEMENTS: Mayor Feeney announced that a meeting of the City's Zoning Board of Appeals will take place on Wednesday, November 19, 1980 at 7:30 P.M. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: MR. SAMUEL Mr. Samuel Carsillo, who is one of the City's volunteer firemen and a CARSILLO member of the City's Beautification and Environmental Committee, addressed the Council re: the fife department ascertaining small street maps of the City; the expansion of the fire department's parking facilities; the need for three additional fire department sub - stations and a combination aerial ladder /pumper; the attendance record of the Beautification and Environmental Committee; the Malayan Palms the City has on hand and the ones the Committee would like to order; the storage of building materials on the southeast corner of Elm Avenue and Military Trail by the developer of the Edgemere Project; and the potholes in PGA Boulevard, west of the turnpike. RESOLUTIONS: The Council will workshop /consider adoption of Resolution 48, 1980, RESOLUTION 48, appointing members to the City's Code Enforcement Board, at their 19� Regular Meeting of November 20, 1980, when a full Council will /may be in attendance. ORDINANCES: During the workshop session on Ordinance 19, 1980, the time of "3:00 A M. ORDINANCE_ 191 was substituted for the time of "2:00 A.M." in the seventh and ninth 1980 lines of the sub - paragraph of Section 1 and in the sixth and eighth lines of the sub - paragraph of Section 2; and the time of "7:00 A.M." was placed in the stead of the time of "10:00 A.M." in the seventh line of the sub - paragraph of Section 2. A Public Hearing and the Council's consideration of adoption of Ordinance 19, 1980 will take place at City Council Workshop Meeting, 11113180 Page 2 the Regular Meeting of December 4, 1980. ITEMS FOR DISCUSSION: CREATION OF Mayor Feeney acknowledged receipt of a communication dated November "IRONWOOD" PUG 4, 1980 from the City's Planning and Zoning Commission advising that at their meeting of October 14, 1980 they unanimously adopted a motion recommending to the Council that the application for the "Ironwood" single- family PUD proposed to be developed on lands designated as Tracts M -17, M -18, and 5-7 on the Master Plan for the PGA National PCD not be approved, as submitted. Mr. Hank Skokowski, Land - Planner and authorized agent, introduced this project to the Council expounding on the amendments made to the plans pursuant to the concerns of the Planning and Zoning Commission and was referred back to the Commission for their consideration of approval of the modified plans at their meeting of December 9, 1980. PETITIONS AND COMMUNICATIONS: Mayor Feeney acknowledged receipt of communications from the following: RECREATION DIR. 1. Recreation Director Doug Hood, thanking the City Manager and Council DOUG HOOD for supporting his efforts in promoting the Community Activities Building the Council placed before the City's electors on November 4, 1980. SEACOAST GAS 2. Mr. Wallace W. Todd, Assistant Manager of Seacoast Gas Corporation, L�JT N advising the City that the proposed site of the Community Activities Building is within their corporation's service area. REPORTS: Mayor Feeney reported that he attended Mr. Geoffrey Birt's wake last MAYOR FEENEY evening. On behalf of the citizenry, Mayor Feeney said many kind words about Mr. Birt, who was a professional journalist and the author of "OuT Town" in the local "Weekday" newspaper. COUNCILWOMAN Councilwoman Monroe reported that she attended the monthly meeting of MONROE the Palm Beach County Municipal League. Ms. Pinky Yount, President of the league, will be sent a copy of the City's Resolution 61, 1980, requesting the members of the Florida Legislature to adopt a bill pro- viding for the conduction of fire safety inspections in public schools by the Division of State Fire Marshal or a qualified local fire depart- ment official. City Council Workshop Meeting, 11/13/80 Page 3 ITEMS BY THE MAYOR AND COUNCIL: iOUNCILWOMAN In response to Councilwoman Monroe, the City Clerk advised that the MONROE City is soliciting letters of interest from architects for the Community Activities Building. This will be advertised in a local newspaper on November 14, 1980. VICE MAYOR Vice Mayor Aldred reported that he attended the Public Hearing held ALDRED on November 11, 1980, by the Planning and Zoning Commission /Local Planning Agency on the City's proposed Comprehensive Land Use Plan. The minutes of this meeting are on file in the City Clerk's office. MAYOR FEENEY Mayor Feeney reported that he attended the dedication of Air Force Beach on Singer Island on November 7, 1980 and that he sent flowers from the City to Mrs. John D. MacArthur, in recognition of the many things she has done "behind the scenes" for the good of the City and County. ADJOURNMENT. With no further business, the meeting adjourned at 10:30 P.M..
