16500 North Military Trail, Falm Beach Gardens, Florida; and opened
with the Pledge of Allegiance to the Flag.
POLL CALL.
The roll was called by the City Clerk and present were: Mayor Feeney,
Vice Mayor Aldred, Councilman Y,iedis, Councilman Laurie, and Councilwoman
1 :onroe. City Manager John Orr and Attorney 6dilliam Brant were also
in attendance.

MR. RICHARD Pursuant, to the concern expressed by Mr. Richard Chiero, 4293 Lilac
Street, PBG, the City Manager will provide the Council factual infortctation
from the Police Department on the recent problems, if any, the City has
experienced with juvenile delinquents. Mr. Chierc offered to donate 20
hours of his time n week to community activities for this age group.
ORDINATICES: Mayor Feeney declared the Public Hearing open, which was duly advertised
ORDINANCE 9, ;November 17, 1980, and held on the intent of Ordinance 9, 1980, providing
1980 for the creation of a PUD with CPO- Commercial Professional Office usage
on a 11.PI S -acre parcel of land located on the east, side of U.S. #1,
north of Onl,brook Square Shopping Center.
Per the request of the City Manager and the applicant, Oakbrook Square
Associates, a motion was unanimously adopted by the Council that the
sibject public hearing and their consideration of second reading of
Ordinance a, 1980, be tabled until the Regular Meeting of December 18,
1980.
ORDINANCE 19, :^aver Feeney declared the Public €learing open, which was dilly advertised
197 Idcvember 11, 1980, and held on the intent of Ordinance 19, 1980, amending
the permissible hour: for the sale.'serv.ce of intoxicating beverages in
the Citv.
;None of the members of the audience that addressed the Council re: the
intent of this Ordinance objected to revising the time for the sa ;e of
intoxicatin` beverages to cease (i.e., 5:00 A.M. to 3:00 A.f.). The
cc- owners of the Abbey Road rr�staurant, /lounge indicated their d °sire that
the County Commission revise the pert,^ ssibie no:,rs for unincorporated
areas tc be in conformity with the m,.rir_ipalities' hours. Members of
the .audience had mixed fee]ings on the earlie:;t tjrre (12:00 A.M.) for
tr.ece beverages to be sold on Sundays.

3y a unanimous vote of the Council, the City Clerk read on second reading,
by title only, Ordinance 19, 1980.

made to the text of Ordinance 19, 1980.
The time of "7:00" revised to read 118:00" in the first and second
sub - paragraphs of Sections 1 and 2.
2. The deletion of the phrase "except that on Sundays the hours shall be
between the hou�s of 3:00 a.m. and 12 o'clock noon" in the first
sub - par- --r:ph of Sections 1 and 2.

® CQ�TNCILMAN In response to Councilman Laurie, the City Manager advised that he and
LAURIE. the Lake Park Town Manager will be meeting; with the County Attorney next,
week to start discussions on the mechanics of establishing a taxing

recommended to the Council by the Planning and Zoning Commission was
referred to the Beautification and Environmental Committee for their
input.
Because of the closeness of the bicycle path, the Public Works Depart-
ment will be requested to delineate the edge of the Burns Road pavement
under the 1 -95 overpass.
The Public Works Department will be requested to upgrade /repair the
City's jogging trawl.
The City Manager will send a communication to the Countv and the State
Department of Transportation reiterating the City's request for
cedestrian signalization at the intersection of PGA. Boulevard and
Military Trail.
The City Manager was requested to provide the Council a flow chart on
the events to transpire prior to realizing the Community activities
P•uilding.
The Fire Chief will be requested to include the results of the depart-
ment's inspections in public schools in his monthly report.

Inn on PGA Boulevard.

Please be advised that on November 18, 1930, the F' .:.9 of County Commissioners
officially approved 50/50 matching funds between the City and County for the
below regtaested bikeway projects.
Project 1:
Military Trail from PGA Blvd, to Elm St., east side

Palm Beach Gardens - $9,678.00

Palm Beach Gardens = $11,328.00

(The estimata,' construction cost shall be subject to a 10% contingency
reserve for cost over runs.)
Approval is predicated on the below conditions:
a) The CitylTown shall be responsible for maintaining the bikeway/
pedestrian path after co7,plc-tion of the project.
b) The City /Town shall, relieve the County of any liability for the
bikeway /pedestrian path, and if applicable, especially those
Projects that lead to bridge crossings.

c) If applicable, proper signing shall be the responsibility of the
City /Town.
For official acceptance of the terms and conditions of the 50% matching grant,
this letter must be signed by the City /Town manager or governing board and
returned to this office.

I attended a meeting of parents and school officials at Palm Beach
Gardens 71igh Schnol oa Monday night November 17th concerning the base-
ball program at Palm Beach Gardens High School. Also in atten°.ance at
this meeting was Councilman Richard Aldred, City Manager John Orr, and
Richard Cameron, a representative of Public Works.
The following requests were made by the baseball group and I wish
to convey these to you so that you may act upon them at your earliest
convenience.
Aft 1) Use of the 90' Northeast corner ballfield at Gardens
qF Park for tryouts for the varsity and junior varsity
programs 13� the dates of December 8th .-r3 -6q;"Z—
December 18th and January 5th through January 30th.
2) Use of plant Drive Park for four (u) home games oy,_
and one days practice before each home game. This /�o., IC !
is for the junior Varsity baseball program.
3) That the City would assist, with equipment, in the
repair of the Palm Beach Gardens High School base-
ball field.
Attached you will find a copy of the letter I received from John
Walker, Athletic Director of Palm Beach Gardens High School. You will
find in this his request for tryout dates and their committment to
taking care of the field and following each condition the City has
outlined.
I ask that you take these requests under consideration so that I
may inform the Palm Beach Gardens High School of your decision and the
City's policies concerning these matters.

Dear Doug,
Thank you very much for your letter of November 10,1980 regarding
use of the Gardens Park Complex for our Varsity i._ Baseball team.
In my request I intended of course, to ask the City's permission
to have our Junior Varsity Baseball team utilize the field with the same
conditions afforded the Varsity. I believe you have a copy of our Junior
Varsity schedule.
Doug, I am also requesting the Cizy's permission that the baseball
program may have its tryouts on the following, dates, so the Varsity and
Junior Varsity teams can be selected. These dates are as follows:
December 8th. -• December 18th.(Pre- season Tryouts)
January Gth. - January 30th.
Official Junior Varsity practice will begin on Tuesday February 3rd.
In conclusaon,I want you to know that the Baseball prugram is
commhtted to taking care of the field and following each condition the
City has outlined. As Athletic Director of the school I want to thank
you and the City of Palm Beach Gardens for its consideration to our
Athletic Program.
