WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
MAY 24, 1979
The Workshop Meeting of the City Council of Palm Beach Gardens was called
to order by Mayor Samuel Laurie at 8:00 P.M. in the Assembly Room, 10500
North Military Trail, Palm Beach Gardens, Florida; and opened with the
Pledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the City Clerk and present were: Mayor Laurie,
Vice Mayor Kiedis, Councilman Feeney, Councilman Aldred, and Councilman
Martino. Attorney William Brant and City Manager John Orr were also in
attendance.
ANNOUNCEMENTS: Mayor Laurie announced that the City's Municipal Offices will be closed
May 28, 1979 in observance of National Memorial Day.
RESOLUTIONS: At their Regular Meeting of May 17, 1979, the City Council recessed their
RESOLUTION 46, consideration of a Resolution approving the final plat for the Sandtree
1979 PUD, until their Regular Meeting of June 7, 1979.
The exhibits to Ordinance 7, 1978 that created this PUD included a pre-
liminary plat, a master site plan, a landscape plan, and a survey of the
lands, with the final plat to be approved by Resolution of the Council.
Since the adoption of this Ordinance, June 1, 1978, the master site plan 1;
and landscaping plans for this development have been modified; and N.P.B.
Holdings, Inc. requested that the Council consider approving these revised
plans without modifying Ordinance 7, 1978, and adopt a Resolution adopting
their final plat.
The Council acknowledged the approvals of the drainage plans by the South
Florida Water Management District and the City's Engineer, which Mr. Bob
Harris, Pres. of N.P.B. Holdings, Inc., explained was the primary cause for
the approx. one -year delay in the submittal of the final plat and the
development of the project.
The City Engineer's approval of the plat, with certain provisions, was also
noted by the Council.
A comparison was made of the approved and proposed landscaping plans and
the site plans for this project; and the Council _ties in favor of the
improvements made.

Resolution 46, 1979, approving the final Plat for the Sandtree PUD, will be
considered by the Council at the Regular Meeting of June 7, 1979.
In the meantime, the applicants will submit additional copies of their site
plan and survey; and landscaping plans for the Sportsplex for the Council's
review /approval.
The modified site plans and landscaping plans will be considered for approval
by the City's Site Plan and Appearance Review Committee at their meeting of
June 12, 1979.
ITEMS FOR DISCUSSION:
LEASE_ AGREEMENT The City Attorney was requested to redraft the proposed Lease Agreement
7FE7B7=AN between the City and the Westminster Presbyterian Church for the use of
CRUFC TJ-OR F TEN -their lands to extend the City's Jogging Trail to include an optional
SION OF JOGGING extension of the two -year lease.
TRAIL
At the Regular Meeting of June 7, 1979, the City Council will consider
authorizing the Mayor and City Clerk to execute this Agreement. In the
meantime, it,will be presented to the Church for their approval of the
modification.
TRI -CITY ANIMAL The City Manager was requested to meet with the Administrators of the Town
CONTROL AGREE- of Lake Park and the Village of North Palm Beach to discuss the views of

those municipalities re: continuing /discontinuing the Tri -City Animal
Control in the 1979/BO Fiscal Year. This subject will be discussed at a
future Tri -City meeting.
The draft of the proposed Joint animal control ordinance provided by the
Village of North Palm Beach for the Council's review /input will be work -
shopped at a future meeting. This draft is a combination of current ordi-
nances of all three communities, plus some references to the County's
ordinances; and its intent is to have uniformity in the municipalities'
animal control regulations.
PETITIONS AND COMMUNICATIONS:
Mayor Laurie acknowledged receipt of the following:
MR. JERRY KLEIN I. Input from Mr. Jerry Klein, Director of the Charles MacArthur Community
Theater re: the City's proposed Community Center.
MR. MICHAEL 2. A letter from Mr. Michael Hardwick, Research Specialist of the County's
HARDWICK Department of Human Resources, enclosing an architectural check list
for senior centers, as requested by Mayor Laurie.

MR. FRANK R. 3. A communication from Mr. Frank R. Masciello, Jr., President of P.G.F.
The City Manager reported that State Representative William Myers' House
Bill 1366 does not have a companion Senate Bill; therefore, it is not
expected to become law during this session of the State Legislature.
COUNCILMAN Councilman Aldred reported on the Site Plan and Appearance Review's and
ALDRED - P & Z Planning and Zoning Commission's meetings of May 22, 1979. The minutes
are on file in the City Clerk's office.
ITEMS BY CITY MANAGER:
A Resolution establishing a checking account entitled "City of Palm Beach
Gardens 701 Planning Assistance Account" will be considered by the Council
at the Regular fleeting of June 7, 1979.
ITEMS BY MAYOR AND COUNCIL:
DAMAGE TO HOLLY It will be suggested to the Div, of Youth Services that those juveniles
CURBING apprehended for damaging the curbing recently installed along Holly Drive be
required to repair the damage and paint the curbing. Councilman Martino
suggested that the parents of these juveniles be responsible for the cost of
these repairs.
Enterprises, Inc., requesting the City to issue building permits for
five model homes in the Rainwood West Subdivision. The members of the
Council were in favor of the intent of P.G.F., as outlined in this
communication.
MR. HOWARD L.
4. A communication dated May 23, 1979 from Mr. Howard L. Searcy, Vice
—yam
President, formally resigning the firm of Mock, Roos, & Searcy, Inc.
as Consulting Engineers for the City. The reason for this resignation
is their selection to be design engineers on the PGA National Project,
a major development within the City.
REPORTS:
Mayor Laurie reported on the Competition Night he, the Recreation Director,

COUNCILMAN
Councilman Martino reported on the Municipal League meeting he and the

City Manager attended on May 24, 1979. The items discussed at this meeting

LEAGUE MEETING
included Judge Hewitt's decision to cause all interlocal municipal agree -
ments to be subject to a referendum election. The Town of Lake Park will
send the City a Resolution supporting its efforts in appealing Judge
Hewitt's ruling re: the transfer of the services of the City's Police Depart-
ment to the Sheriff's Dept. of P. B. County. The minutes of this meeting
will be placed on file in the City Clerk's office.
The City Manager reported that State Representative William Myers' House

1MRPOVEMENTS TO The City Manager reported that steps are being taken for the removal of the
S. 9'2 ACRES brush and the grading of the south 92 acres adjacent the municipal hall
lands.
LANDSCAPING OF The landscaping of the area along the front of the POG High School will be
FRONT OF PBGHS coordinated by the City's Beautification and Environmental Committee. Mr.
Arthur Nelson, Architect, will be requested to make recommendations re: the
layout of the plantings for this area, using those that have been made
available to the City by Deminicos Nursery at discount prices. The beauti-
fication of this area is a joint venture of the High School and the City.
REPLACEMENT OF Vice Mayor Kiedis requested that those trees located at the foot of the
TREE7-7-7ITY south slope of the Municipal Complex be replaced with these available

plantings.
ADJOURNMENT With no further business, the meeting adjourned at 9:40 P.M..

Gentlemen:
Please accept this letter as our formal resignation as Consulting
Engineers for the City of Palm Beach Gardens, effective immediately.
As you are aware, the reason for our resignation is our selection to
be the design engineers on the PGA National Project which is a major
undertaking within the City of Palm Beach Gardens.
We will continue to assist the City with those projects which we
would have difficulty turning over to your new consultants until they
are completed. We plan to have an early meeting with your new Con --
sultants, Lindahl, Browning and Ferrari, Inc., to acquaint them with
the projects which are active in the City and to turn over to them
whatever drawings, files, etc. would be helpful to them in performing
their tasks.
For your information, we have been serving the City of Palm Beach
Gardens as its Consulting Engineers since May of 1966 and have sincerely
enjoyed the relationship with the City, its elected officials and staff
for that 13 -year period,
