HomeMy WebLinkAboutMinutes Council 012579CITY COUNCIL • SPECIAL REGULAR MEETING CITY OF PALM BEACH GARDENS JANUARY 25, 1979 The Special Regular Meeting of the City Council of Palm Beach Gardens was called to-order by Mayor John Kiedis at 7:47 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the City Clerk and present were: Mayor Kiedis, Vice Mayor Laurie, Councilman Aldred, Councilman Feeney, and Councilman Martino. Attorney William Brant and City Manager John Orr were also in attendance. PURPOSE: Mayor Kiedis declared that the purpose of the Special Regular Meeting was to consider joining with the Village of North Palm Beach and the RESOLUTION 11, Town of Lake Park in a Tri -City effort by allocating funds to fight the 1979 pending rate increase by Seacoast Utilities. FUNDS TO FIGHT For the benefit of the audience, Mayor Kiedis read a communication from SEACOAST UTIL- Mr. Howard C. Osterman of Diversified Utility Services setting forth ITIES PENDING RATE INCREASE their proposal for utility consulting services with regard to the Public Service Commission filing by Seacoast Utilities, Inc. for an increase in their water and sewer rates. It was noted that Diversified Utility Services was contracted by the three municipalities for this service approx. three years ago, when the rate increase realized by Seacoast Utilities, Inc. (known at that time as Palm Beach County Utilities, Inc.) was substantially less than than requested of the Public Service Commission. By.a unanimous vote of the Council, Resolution 11, 1979, authorizing the Mayor to accept the proposal of Diversified Utility Services, was read in full by the City Clerk. The Council unanimously adopted Reso- lution 11, 1979 - monies to be taken from the Council Contingency Fund. Copies of this Resolution will be sent to the members of the Public Service Commission and Governor Bob Graham, making them aware of the fact that the three municipalities unfortunately felt the need to expend . these public funds to intervene in opposition to the approx. 70a increase," while the PCS Attorney is responsible for providing testimony on behalfP. of the public. City Council Special Regular Meeting, 1/25/79 Page 2 In response to inquiries of members of the audience, the Council advised of items that would be involved in developing a new City- owned water /sewer plant; Palm Beach Gardens is within the certificated area of Seacoast Utilities, Inc.; the subject proposal of Diversified Utility Services does not include the preparation of a feasiblity study for the purchase of the Utility Company; and the City has in the past and will continue to explore its possible purchase.
